Read: 1. Order No. 8/32/2016-MAG/2052 dated 31-07-2023 issued by District Magistrate North Goa.
2. Letter No. PGMTDG/DGM/VVIP-Corr/2023- -24/105 dated 18-08-2023 of General Manager, Bharat Sanchar Nigam Limited, EDC Plot Patto, Panaji-Goa.
Whereas, the Asstt. Manager, BSNL, EDC, Plot Patto, Panaji-Goa has requested to impose a ban on road digging and cutting of all types of roads in North Goa from 20-08-2023 to 24-08-2023.
And whereas, it is expedient to impose a ban on digging and cutting of all types of roads, including National Highways, State Highways, Major District roads, road-shoulders, lanes, etc., in Tiswadi and Bardez Taluka of North Goa in order to avoid damage to the BSNL UG cable, OF cable etc., due to digging/ /developmental activity by the concerned agencies as the Hon'ble President of India is visiting Goa from 22-08-2023 to 24-08-2023.
Now, therefore, I, Mamu Hage, IAS, District Magistrate, North Goa in exercise of the powers vested in me under Section 144 of the Code of Criminal Procedure, 1973 and having satisfied myself and do hereby impose the ban on road No. 23/6/2023/MAG/TISW/2324
Read: 1. Letter No. PWD/Div.II/R/F. 40/ASW/2023-24/ /57 dated 09-05-2023 from Executive Engineer, WD. II (Roads), PWD Junta House, 3rd Floor, 4th lift, Panaji-Goa.
2. Letter No. VP/CUM/3/2023-24/79 dated 09-05-2023 from the Village Panchayat Cumbarjua, Tiswadi-Goa.
3. Letters No. DYSP/TRF/NORTH/862/2023 dated 01-06-2023 and No. DYSP/TRF/ /NORTH/889/2023 dated 07-06-2023 from the Deputy Superintendent of Police, Traffic (North), Panaji.
In exercise of the powers conferred on me under Section 112 of the Motor Vehicles Act, 1988 and Rule 264A of the Motor Vehicles Rules, 1991 as amended in 2005 and as recommended by the Dy. Supdt. of Police, Traffic (North), Panaji and the Executive Engineer, WD.II (Roads), PWD, Panaji, I, Mamu Hage, IAS, District Magistrate, North Goa District, hereby order the construction of hump type "Speed Breakers" at the place mentioned in Column No. 2 of the schedule below in the jurisdiction of Village Panchayat of Cumbarjua in Tiswadi Taluka.

Erection of speed breaker (near 'Y' junction of the bridge), Tiswadi-Goa
1. First hump type speed breaker to be constructed at a distance admeasuring 05 mts. away from the height barrier on the road leading from Marcel towards Old Goa.
Second hump type speed breaker to be Speed constructed at the end of last delineator Breaker on the road leading from Old Goa towards Marcel.
Third hump type speed breaker to be constructed at a distance admeasuring 03 mtrs. away from the Electricity pole on the road leading from Gaundalim ferry towards 'Y' junction.
The above Speed Breakers shall be painted with white thermoplastic fluorescent paint and fixed with blinkers for better visibility.
Further, in exercise of the powers conferred on me under Section 116 of the above Act, I also authorize the erection of cautionary signboards "Speed Breaker Ahead", at about 40 mts. on either side of the speed breaker in advance of the speed breaker and traffic signboard showing the sign speed breaker at the placement of the speed breaker in order to regulate the motor vehicular traffic.
The Secretary, Village Panchayat Cumbarjua, Tiswadi-Goa is directed to publish this notification through the Director of Information and Publicity and in local newspapers and P. W. D. (Engineering Cell) to make necessary arrangements to erect the signboards at the places indicated above as per the specification laid down by the Ministry of Road Transport and Highways and as published in the Official Gazette by the Government of Goa and report compliance within thirty days time.

Executive Engineer, W. D. VI (Roads), P.W.D., Fatorda, Margao-Goa, shall take necessary steps for OFFICIAL GAZETTE — GOVT. OF GOA SERIES III No. 22 31ST AUGUST, 2023 erection of "Rumbler strips" on the above locations along with installation of cautionary signboards i.e. speed breaker ahead, road markings of thermoplastic luminous paint/strips, median markings for better visibility, guidance of motorists and embedded cat-eyes as per IRC specifications laid down by the Ministry of Road Transport and Highways and as published in the Official Gazette, Series I No. 15 dated 15th July, 2005 by the Government of Goa. The signboards shall be installed as per specifications laid in the Scheduled under the Goa Motor Vehicles (Amendment) Rules, 2005.
Action taken report including photographs of the work executed must be submitted to this office within 30 days.
