The above Rumbler Strips/Speed Breakers shall be painted with white thermoplastic fluorescent paint and fixed with blinkers for better visibility.
Further, in exercise of the powers conferred on me under Section 116 of the above Act, I also authorize the erection of cautionary signboards "Rumbler Strips/Speed Breakers", at about 40 mts. on the left side of the road at the placement of the speed breaker in order to regulate the motor vehicular traffic.
The Secretary, Village Panchayat Colvale, Bardez is directed to publish this notification through the Director of Information and Publicity in newspapers and P. W. D. to make necessary arrangements to erect the signboards at the places indicated above as per the specification laid down by the Ministry of Road Transport and Highways and as published in the Official Gazette by the Government of Goa and report compliance within thirty days time.

Whereas, digging of the roads or a part thereof may pose serious danger to the pedestrians and motor vehicles during monsoons season.
And whereas, the Executive Engineer-VI (Roads), PWD, Fatorda, Margao, has issued a Circular No. PWD/WD-VI/ADM/F-50/2023-24/216 dated 05-05-2023, stopping all the road cutting activities for water, sewerage as well as electrical connection in public interest from 15-05-2023 to 15-10-2023;
And whereas, speedy remedy is desirable to
prevent such digging of the road,
And whereas, the ongoing works of digging are required to be stopped and roads to be restored to its normal condition;
Now therefore, I, Asvin Chandru A., IAS, District Magistrate, South Goa District, Margao in exercise of the powers vested in me under Section 144 of the Code of Criminal Procedure, 1973 do hereby prohibit any person/agency/organization from digging any OFFICIAL GAZETTE — GOVT. OF GOA SERIES III No. 25 21ST SEPTEMBER, 2023 road or a part thereof without the written permission of the undersigned, in the territorial jurisdiction of South Goa District. Further, the concerned persons/ /agencies involved in currently dug up roads or parts thereof, are also ordered to restore them to normal condition with immediate effect. Also all the applications/request of road cutting activities of general public and others for water, sewerage as well as electrical connection should be addressed to the concerned department and the concerned department shall forward the same to this office along with their comments/report for further action in the matter.
Further, the circumstances do not permit serving of the notice in due time to the person/persons involved in digging of road or a part thereof, the order is passed ex-parte. It shall be published for information of public through Press and also by affixing copies on the Notice Boards of all Sub- Divisional Magistrates of South Goa, Mamlatdars of South Goa and Police Stations in South Goa;
All the Police Officers of the rank of Police Inspectors and above of South Goa District shall ensure effective implementation of this Order and if any person/agency/organization is found violating this order, appropriate action under Section 188 IPC may be initiated against the same.
This order shall come into force from 15th September, 2023 and shall remain in operation upto 15th October, 2023.
