Whereas, vide Notification at reference No. 1

above issued by the Government exercising the

powers under Section 126A of the Goa Co-operative

Societies Act, 2001 (Goa Act 36 of 2001) (hereafter

referred to as Act), the provision of sub-section (1)

of Section 91D of the Act was modified and the

Registrar of Co-operative Societies was authorized

to appoint Officers of Co-operative Credit Societies,

V. K. S. S. Societies having credit counters and

Multipurpose Societies as Recovery Officer/Sale

Officer upon receipt of individual proposals subject

to the terms and conditions as may be incorporated

in the Order.

And whereas, vide Order at reference No. 2 above

issued by the Registrar of Co-operative Societies,

Shri Sujit Kunju, the General Manager of the Pirna

Urban Co-op. Credit Society Ltd., Pirna, Bardez-Goa

was delegated with the powers vested in Registrar

of Co-operative Societies under Section 91 D of the

said Act, read with Rule 124 of the Goa Co-operative Societies Rules, 2003 to recover certain sums by attachment and sale of property for a period of one year from 10-07-2020 to 10-07-2021, and further extended the term upto 10-07-2023, subject to the following conditions.

1. The Officer appointed and delegated with the powers of Sales-cum-Recovery Officer shall work under the general guidance, superintendence and control of the Asstt. Registrar of Co-op. Societies, Arbitration/ /Execution, North District, Ponda-Goa.

2. The Board of Directors of the Society shall be fully responsible along with the Chief Executive Officer for any acts of the above officer in contravention of the Acts, Rules and Bye-laws of the said Society.

3. The Board of Directors shall review the performances of the above Officer every month and ensure compliance by them.

4. This appointment is valid for one year unless renewed. The Order may also be withdrawn/ /revoked at any time without assigning any reason.

And whereas, vide letter dated 21-08-2023 at

reference No. 3 above, the Asstt. Registrar of

Co-operative Societies, North Zone, Mapusa, Goa,

requested this office to grant further extension of

one year to Shri Sujit Kunju as Sale-cum-Recovery

Officer of the said Society.

Now, therefore in exercise of the powers conferred

upon the undersigned under Section 123 (B) of the

Goa Co-operative Societies Act, 2001 read with the

Notification at reference No. 1 above, the powers

delegated to Shri Sujit Kunju, the General Manager

of the Pirna Urban Co-op. Credit Society Ltd., Pirna,

Bardez-Goa is hereby extended for further period of

one year with retrospective effect from 10-07-2023

to 10-07-2024.

All the terms and condition mentioned in the

Order referred at reference No. 2 above shall

continue to apply. The undersigned reserves the

right to withdraw this Order at any stage without

assigning any reasons.

The inquiry into and

And whereas, the Government vide Certificate of Practice dated 02-12-1993 has certified that the Applicant is authorized to practice as a Notary for a period of three years from 02-12-1993, for Mormugao area;

And whereas, the Government on the request of the Applicant had renewed his Certificate of Practice as a Notary for subsequent 06 terms and the period of validity of the Certificate of Practice expires on 02-12-2024 in the Endorsement dated 03-08-2020 issued to the Applicant. However, vide email dated 22-08-2023, Adv. Ms. Audrey Vales has informed that the above applicant Shri Albino Santana Cosme Vales, Advocate who was practicing as a Notary expired on 01-07-2021;

And whereas, the validity of the Endorsement dated 03-08-2020 to the Certificate of Practice issued to Shri Albino Santana Cosme Vales stands withdrawn and cancelled, as per the Notaries Act, 1952 (Central Act 53 of 1952) and Notaries Rules, 1956 (hereinafter referred as the "said Act" and "said Rule"), since the said Advocate expired on 01-07-2021.

Now therefore, in pursuance of Clause (a) of Section 10 of the said Act, the Government of Goa hereby removes the name of Applicant entered as a Notary from the Register maintained by it under Section 4 of the said Act.

Maria Ruth De Noronha, Advocate (hereinafter referred as the "Applicant") as a Notary for a period of three years with effect from 08-07-2009, for in and throughout Salcete Taluka. Further, vide Certificate of Practice dated 17-02-2015, the area of practice had been extended to entire State of Goa;

And whereas, the Government on the request of the Applicant had renewed her Certificate of Practice as a Notary for subsequent 02 terms and the period of validity of the Certificate of Practice in the Endorsement dated 11-09-2019 issued to the applicant shall expire on 11-09-2024;

And whereas, the recommendation in respect of Shri Agnelo A. Fernandes, amongst other officers was kept in sealed cover;

And whereas, the Directorate of Vigilance has submitted vigilance clearance in respect of Shri Fernandes;

And whereas, the sealed cover in respect Shri Fernandes was opened and the Government has accepted the recommendation kept in sealed cover;

Now therefore, in partial modification of the order read in the preamble, the Governor of Goa is pleased to promote on ad hoc basis, Shri Agnelo A. Fernandes to Senior Scale in Pay Band-3 Rs. 15,600-39,100/- with Grade Pay of Rs. 6,600/- w.e.f. 14-09-2016 with consequential monetary benefits and place him in the promotion Order as under:

On the recommendation of the Departmental

Promotion Committee, the Governor of Goa is

pleased to promote Shri Shivram M. Vaigankar,

Police Inspector to the post of Junior Scale Officer

of Goa Police Service, Group "A" Gazetted on regular

basis in the Level 10 of CCS (Revised Pay) Rules,

2016 with immediate effect.

The above officer shall be on probation for a

period of two years.

The pay and allowances of above officer on

promotion shall be fixed as per CCS (Revised Pay)

Rules, 2016.

The officer shall exercise the option for fixation

of pay in terms of F. R. 22(I)(a)(1) within a period of

one month from the date of issue of this Order. The

option once exercised shall be final.

This issues in consultation with the Goa Public

Service Commission as conveyed vide its letter No. COM/II/11/37(2)/2020/255 dated 28-08-2023.

date of his superannuation for a period of one year

w.e.f. 01-05-2023 to 30-04-2024, in public interest

subject to Vigilance clearance, concurrence of

Finance Department and approval of Council of

Ministers;

And whereas, the Vigilance Department has

submitted Vigilance stating that, no Disciplinary

Proceedings/Vigilance cases are pending or being

contemplated against Shri Sudhir A. Parab;

And whereas, the Finance Department vide its

U.O. No.1400093988 dated 12-08-2023, concurred the

proposal for grant of extension in service to

approval and adherence of all Rules in force;

And whereas, the Council of Ministers in its

XXXIInd meeting held on 27-09-2023 resolved to

Whereas, the Department is in receipt of an application dated 12-04-2023 (hereinafter referred to as the "said Application") under sub-section (2) of Section 17 of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975) (hereinafter referred to as the "said Act") for correction of inconsistent/ /incoherent zoning provisions in the Regional Plan for Goa-2021 (RPG-2021) in respect of plot of land admeasuring an area of 6000 m2, surveyed under Survey No. 1, sub-division No. 11-A of Village Cujira, Tiswadi Taluka, District North Goa, State of Goa (hereinafter referred to as the "said plot of land");

And whereas, the correction/rectification as requested by the applicant has been scrutinized and a Report of the Department alongwith the report from a registered professional was submitted to the Government for decision (hereinafter referred to as the "said Reports");

And whereas, the Government has considered the said Reports and it is of the opinion that alteration/modification is necessary to be carried out to the RPG-2021 for the purpose of rectifying inadvertent/inconsistent/incoherent error zoning that has occurred in the RPG-2021 and it has directed the Chief Town Planner (Planning) to carry out alteration/modification to the RPG-2021 for the purpose of correcting/rectifying the zone of the plot of land surveyed under Survey No. 1, sub-division No.11-A of Village Cujira, Tiswadi Taluka admeasuring an area of 6000 m2 only, which is earmarked as Paddy Field as per RPG-2021, to Settlement Zone by issuing Notification under sub-section (2) of Section 17 of the said Act;

Now, therefore, as directed by the Government and in pursuance of sub-section (2) of Section 17 of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975), the following alteration/modification to the RPG-2021 is hereby carried out, namely:-
