In exercise of the powers conferred by sub-rule (1) of Rule 6 of the Goa Lotteries (Regulation) Rules, 2003, read with Rule 3 of the Lotteries (Regulation) Rules, 2010 and in supersession of the Government Notification 1-175-2020-21/DSSL/Part-I/1822 dated 2nd September, 2021 published in Official Gazette, Extraordinary No. 2, Series I No. 23 dated 3-09-2021, the Government of Goa hereby frames the following weekly lottery schemes, namely:—

(j) The procedure for drawing the prize winning tickets or prize winners: As mentioned above. Prizes are drawn using a draw machine as stipulated in Lotteries (Regulation) Rules, 2010. The Goa Lotteries (Regulation) Rules, 2003, the Goa Computerized Network Lottery Rules, 2003 and amendments made thereunder.

(k) One ticket can win prizes of one rank only whichever is highest in terms of prize money. Holder of said ticket shall be entitled for all the prizes of selected rank.

(l) The distributor and their sub-distributor/ promoter/sub-agents/retailers are authorized to make payment of prizes up to Rs. 10,000/- to the winners on behalf of Government of Goa.

(m) The Lotteries (Regulation) Rules, 2010. The Goa Lotteries (Regulation) Rules, 2003, the Goa Computerized Network Lottery Rules, 2003 and amendments made thereunder.

(n) All the tickets printed, shall have Logo and Imprint of the State with specimen signature, date of Draw, time of Draw, sale price of the tickets (MRP) Lottery Number with Series (Distinctive numbers), Bar Code as security measures.

Note: Details of Unsold Tickets if any shall be intimated by the Distributor 5 minutes before the Draw time by

means of electronic media, or internet or physically.

This Notification shall come into force with

effect from 29-05-2023.

The Goa Municipalities (Amendment) Act, 2023

(Goa Act No. 21 of 2023) [17-05-2023]

Act

further to amend the Goa Municipalities Act,

1968 (Act 7 of 1969).

BE it enacted by the Legislative Assembly of Goa in the Seventy-fourh Year of the Republic of India as follows:—

1. Short title and commencement.— (1) This Act may be called the Goa Municipalities (Amendment) Act, 2023.

(2) It shall be come into force at once.

2. Amendment of section 9.— In section 9 of the Goa Municipalities Act, 1968 (Act 7 of 1969) (hereinafter referred to as the "principal Act"), in sub-section (2), for the word "Director", the words "State Election Commission in consultation with the Government" shall be substituted.

3. Amendment of section 184.— In section

184 of the principal Act,—

(i) in sub-section (3), for the words "sixty days", the words "fifteen days" shall be substituted;

(ii) in sub-section (4), for the words "sixty days", wherever they occur, the words "fifteen days" shall be substituted;

(iii) in sub-section (6), for the words "the person giving notice", the words "the permission shall be deemed to have been granted and the person giving notice" shall be substituted.

The following draft rules which the Government of Goa proposes to make in exercise of the powers conferred by sections 26, 28, 38, 65, 95, 96, 107, 111, 138, 159, 176 and 213 of the Motor Vehicles Act, 1988 (Central Act No. 59 of 1988) and in supersession of the Government Notification No. D.Tpt/EST/3119/2023/27 dated 12th May, 2023, published in the Official Gazette, Extraordinary No. 2, Series I No. 6, dated 15-05-2023, so as to further amend the Goa Motor Vehicles Rules, 1991, are hereby pre-published as required by sub-section (1) of section 212 of the said Act, for information of all the persons likely to be affected thereby and notice is hereby given that the said draft Rules will be taken into consideration by the Government after the expiry of a period of fifteen days from the date of publication of this Notification in the Official Gazette.

All objections and/or suggestions to the said draft Rules may be forwarded to the Director of Transport to the Government of Goa, Junta House, Panaji, before the expiry of the said period of fifteen days so that they may be taken into consideration at the time of finalization of the said draft Rules.

DRAFT RULES

In exercise of the powers conferred by sections 26, 28, 38, 65, 95, 96, 107, 111, 138, 159, 176 and 213 of the Motor Vehicles Act, 1988 (Central Act No. 59 of 1988), and all other powers enabling it in this behalf, the Government of Goa hereby makes the following rules so as to further amend the Goa Motor Vehicles Rules, 1991, namely:—

1. Short title and commencement.— (1) These rules may be called the Goa Motor Vehicles (Amendment) Rules, 2023.

(2) They shall come into force on the date of their final publication in the Official Gazette.

2. Insertion of new rule 121A.— In the Goa Motor Vehicles Rules, 1991 (herein after referred to as "Principal Rules", after rule 121, the following rule shall be inserted, namely:—

"121A. Parking slots at Manohar International Airport.— Consent from GMR Goa International Airport Ltd. for providing parking slots/pickup bays at Manohar International Airport at Mopa shall be sufficient for issuance of permits by the Regional Transport Authority."

3. Insertion of new rule 158A.— In the Principal Rules, after rule 158, the following rule shall be inserted, namely:—

"158A. Painting and marking of motorcabs.— Motorcabs attached to Blue cab Prepaid Taxi Ser vice at Manohar International Airport at Mopa shall be painted in blue colour, as specified by the Regional Transport Authority and rest of the body in white colour".
