"1 (ii) This scheme shall come into force from the date of its publication in the Official Gazette and shall remain in force upto 31st March, 2025".

In exercise of the powers conferred by
sub-section (1) of section 39A read with
sub-sections (1) and (2) of section 140 of the
Goa Town and Country Planning Act, 1974
(Act 21 of 1975) and all other powers enabling
it in this behalf, the Government of Goa
hereby makes the following rules so as to
amend the Goa Town and Country Planning
(Change of zone of land in the Regional Plan or the Outline Development Plan) Rules, 2024,
namely:—
1. Short title and commencement.— (1)
These rules may be called the Goa Town
and Country Planning (Change of zone of
land in the Regional Plan or the Outline
Development Plan) (First Amendment)
Rules, 2024.
(2) They shall come into force on the
date of their publication in the Official
Gazette.
2. Substitution of rule 4.— For rule 4 of the
Goa Town and Country Planning (Change of
zone of land in the Regional Plan or the
Outline Development Plan) Rules, 2024,
the following rule shall be substituted,
namely:—
"4. Procedure for change of zone in
Regional Plan/Outline Development Plan.—
(1) Upon direction of the Government or
on receipt of application, under sub-section
(1) of section 39A, the Department shall
scrutinize the proposal for change of zone
of land by following the guidelines as
specified in rule 5 and thereafter such
proposal for change of zone of land
alongwith its scrutiny report shall be
placed before the Board for its
recommendation/approval/decision.
(2) Where the Board approves the
proposal placed before it under sub-rule
(1), the Department shall give notice of the
proposed change of zone of land by a
notification published in the Official Gazette
and also in two local newspapers inviting
suggestions from the public within a period
of thirty days from the date of publication
of such notification in the Official Gazette
and in the local newspapers.
(3) After expiry of such period of thirty
days, the proposal for change of zone of land OFFICIAL GAZETTE — GOVT. OF GOA SERIES I No. 10 6TH JUNE, 2024 alongwith suggestions if any received,
shall be placed before the Board for its
recommendation/approval/decision.
(4) The Chief Town Planner (Planning)
shall place the recommendation/approval/
decision of the Board before the
Government for its decision.
(5) Where the Government approves the
proposal for change of zone of land under
sub-rule (4), the Chief Town Planner (Planning) shall alter or modif y the Regional Plan or the Outline Development Plan, as the case may be, to the extent as specified in sub-section (2) of section 39A for carrying out change of zone of land therein.".
