In pursuance of Clause (1) of Article 243-K of the Constitution of India read with sub-section (1) of Section 237 of the Goa Panchayat Raj Act, 1994 (Goa Act 14 of 1994), the Governor of Goa hereby appoints Shri Daulat Hawaldar, IAS (Retired) as the Commissioner of the Goa State Election Commission with immediate effect.

And whereas, the General Elections to the said

Panchayat cannot be held;

And whereas, therefore, it is necessary to appoint

an Administrator to run the affairs and all other

activities of said Panchayat till the General Election

is held and a new elected body of members headed

by the Sarpanch takes the charge of the said

Panchayat;

And whereas, the Government has decided to

appoint Smt. Mamta Fondekar, Awal Karkun

attached to the office of Mamlatdar, Bicholim as

Administrator of the Village Panchayat Harvalem.

Now, therefore, in exercise of the powers

conferred by sub-section (1) of Section 180 of the

Goa Panchayat Raj Act, 1994 (Goa Act 14 of 1994),

the Government of Goa hereby appoints Smt. Mamta

Fondekar, Awal Karkun as Administrator of Village

Panchayat Harvalem with effect from 19-08-2024until the post of Sarpanch and Dy. Sarpanch has been filled after the Village Panchayat General Election for the said Panchayat or until further orders. Whereas, the term of the Sarpanch, Dy. Sarpanch, and other members of the Village Panchayat Harvalem in Bicholim Block will expire on 18-08-2024;

The aforesaid Administrator shall, during the period of her appointment, exercise all the powers, perform and discharge all the duties and functions conferred and imposed upon the Sarpanch or the Dy. Sarpanch or the members of the Village Panchayat Harvalem under the provisions of the said Act and the rules made thereunder or any other law.

However, no decision in exercise of the above powers shall be taken by the Administrator without approval of the Block Development Officer, Bicholim Taluka/Block.

Smt. Mamta Fondekar, Awal Karkun shall function as Administrator in addition to her own duties in the office of Mamlatdar, Bicholim. Further, she shall attend Village Panchayat office Harvalem on every Tuesday, Thursday and Saturday, besides during other exigent situations.

This issues with the approval of the Government.

Instructions to the probationers trainees:

1. The trainee shall abide by the instructions issued by GIPARD from time to time during the period of training.

2. Punctuality during the entire course, discipline and decorum in the Institute as well as during study visits, etc. shall be maintained by the trainees.

3. Every trainee shall maintain a daily diary, compulsorily.

4. No errant behaviour, on part of the trainee, shall be tolerated during the training and if such behaviour is noticed, deemed fit action shall be initiated against the trainee.

5. No leave shall be granted during the period of training except in unavoidable circumstances.

Absence from training will have to be justified in writing.

6. Attendance of the trainee for the entire training programme is compulsory.

7. All trainees shall be under the control of the Goa Institute of Public Administration and Rural Development during the entire training period.

Advisor (Group "B" Gazetted) in the pre-revised

pay scale of Rs. 9300-34800+G.P. Rs. 4800/- (pay

matrix Level 8 as per 7th Pay Commission) on regular

basis and post him at Head Office, DSDE with

immediate effect.

The above promotion is made against the vacant

post created vide order No. 1/2422/76-LAB(AP)/1/

/182 dated 30-07-1976.

Shri Gaude shall be on probation for a period of

two years.

The expenditure towards his salary shall be

debited to the Budget Head "2230—Labour and

Employment; 03—Training; 102—Apprenticeship

01—Salaries".
