Mormugao Port Authority Employees' (Recruitment, Seniority and Promotion)
Amendment Regulations, 2024

In exercise of the powers conferred by sub-section (1) of Section 72 read with sub-section (2) of Section 72 of the Major Port Authorities Act, 2021 (1 of 2021), the schedule laying down the manner of appointment for Class II, III and IV posts consolidated, including amendments made from time to time by the Board of Mormugao Port Authority are here set out in the Schedule annexed to this Notification and published as per sub-section (1) of Section 72 of the Act.

Mormugao Port Authority Employees' (Recruitment, Seniority and Promotion) Amendment
Regulations, 2024
In exercise of the powers conferred by sub-section (1) of Section 72 read with sub-section (2) of Section 72 of the Major Port Authorities Act, 2021 (1 of 2021), the Board of Mormugao Port Authority hereby makes the following Regulations further to amend the Mormugao Port Trust Employees' (Recruitment, Seniority and Promotion) Regulations, 2010, namely:—
1. (i) Short title and commencement:- These Regulations shall be called the Mormugao Port Authority Employees' (Recruitment, Seniority and Promotion) Amendment Regulations, 2024.
(ii) They shall come into force on the date of publication in the Official Gazette of State Government.
2. In the Mormugao Port Trust Employees' (Recruitment, Seniority and Promotion) Regulations, 2010, in the Schedule provided under the Recruitment Rules, the amendment of following Departments are to be carried out i.e. (a) Engineering Civil, (b) Engineering Mechanical, (c) Marine, (d) Medical and (e) The Recruitment Rules of all Class II, III & IV posts of Traffic Department are revised as Annexed.
In Regulation 1(i) under the heading "Short Title and Commencement," the short title appearing as "Mormugao Port Trust Employees' (Recruitment, Seniority and Promotion) Regulations, 2010" shall be substituted with the words "Mormugao Port Authority Employees' (Recruitment, Seniority and Promotion) Regulations, 2024".
(a) Engineering Civil Department
(i) The post as indicated in the Schedule at Sr. No. 7, namely Sub-Overseer, the column No. 12 shall be replaced as under:
"Promotion by inter se-seniority from Maistry in the trade of Carpenter/Fitter/Mason/Painter/ /Blacksmith/Mate".
(ii) The post as indicated in the Schedule at Sr. No. 51, namely Maistry (Mate), shall be replaced as under:

1 Promotion from the categories "Section Mate with one year experience in the grade specified in column No. 12 failing failing which combined regular service of 3 years in the which by direct recruitment grade of Section Mate and Mate failing which by inter se-seniority from highly skilled Carpenter/Fitter/Mason/ /Painter".
Remarks: (If the senior most candidate having qualification but not having a requisite 1 year experience then the management will wait until the completion of one year regular service by the senior most candidate).
(b) Engineering Mechanical Department
(i) The post as indicated in the Schedule at Sr. No. 6, namely Junior Engineer Gr. III (Electrical)/JE (E), the column Nos. 3, 9 &12 shall be replaced as under:

9 Age: Not Applicable Promotion by inviting applications from all Class III Educational Qualification & categories of posts in the scale of pay of Rs. 27400-70500 Experience as indicated in and above from Engineering Mechanical Department with column No. 12 Diploma in Electrical Engg. with 10 years regular service from initial appointment, failing which Supervisor Gr. I (Electrical) with minimum Industrial Training Institute Certificate with 1 year regular service in the grade and combined service of 10 years from initial appointment.
(ii) The post as indicated in the Schedule at Sr. No. 7, namely Junior Engineer Gr. III (M)/JE (M), the column Nos. 9 & 12 shall be replaced as under:

Age: Not Applicable Promotion by inviting applications from all Class III Educational Qualification & categories of posts in the scale of pay of Rs. 27400-70500 and Experience as indicated in above from Engineering Mechanical Department with Diploma column No. 12 in Mechanical Engg. with 10 years regular service from initial appointment, failing which Supervisor Gr. I (Mechanical) with minimum Industrial Training Institute Certificate with 1 year regular service in the grade and combined service of 10 years from initial appointment.
(iii) The post as indicated in the Schedule at Sr. No. 20, namely Operator Gr. II, the column Nos. 9 & 12 shall be replaced as under:

(iv) The post as indicated in the Schedule at Sr. No. 2 & 3, namely Chargeman (Electrical) and Chargehand (Electrical), respectively, the column No. 9 shall be replaced as under:
"Age: No, Qualification: No and Experience: as indicated in column No. 12,"

(c) Marine Department
(i) The post as indicated in the Schedule at below mentioned Sr. Nos. and name of the post and as per the column No. indicated with respective post, shall be replaced as under:

No. 12, years regular service in the grade or combined qualification A (1 & 3) regular service of 4 years as Diver-I & Driver-II. and B of Col. No. 8 = Yes failing which, 2. In case of category at 2. Mate with 10 years regular service in the item No. 2 & 3 of col. grade, failing which, No. 12, qualification A=No 3. Junior Engineer Electrical (Marine) with 10 and B of Col. No. 8=Yes years regular service in the grade with Diploma in Electrical Engineering, failing which, Driver-II with 5 years regular service in the grade. OR combined service of 7 years as Driver-II & Greaser, failing which Greaser with 8 years regular service in the grade.
Remarks: (If the senior most candidate having qualification but not having a requisite 1 year experience then the management will wait until the completion of one year regular service by the senior most candidate).
5 Driver-II Age: No. From Greaser with five years regular service Qualification: As indicated in the grade. at item No. 1 of Col. No. 8. Must pass departmental practical and aptitude
test.
6 Driver-I Age: No. 1. From Driver-II with one year regular service in Qualification & the grade failing which combined regular Experience: As indicated service of two years as Driver – II and Greaser, at item No. 1 of Col. No. 12. failing which Greaser with seven years regular
service in the grade.
2. Must pass departmental practical and aptitude test.

2) Certificate of Registration of a Nursing Council recognised by State/Central Government.
3) One year experience as a Staff Nurse in a 50 or more bedded hospital.
(ii) The post as indicated in the Schedule at Sr. No. 3, namely Male Nurse column Nos. 7 & 8 shall be replaced as under:
