General Manager who were authorized vide Notification dated 30/4/2024 as recovery officers are promoted as Managing Director and General Manager respectively. Further by said letter it is also requested to issue necessary order appointing General Manager and Dy. General Manager as Sale Cum Recovery Officer for execution of Awards of the society giving conterminus effect to the Notification dated 30/4/2024.

And whereas by letter dated 13/1/2025 referred at Sr. No. 04 above the Chairman of the society has informed that the validity of Order referred at Sr. No. 2 above is set to expire on 31/03/2025 and hence requested to extend the validity of the aforementioned order for a further period.

Therefore, in exercise of the powers conferred under Section 123(B) and Section 91D of the said Act, along with Rule 124 of the Goa Co-operative Societies Rules, 2003, I, the undersigned hereby authorize Managing Director, General Manager and Dy. General Manager of the VPK Urban Co-op. Credit Society Ltd., Mardol Goa to act as Sales Cum Recovery Officer with coterminus effect to the Notification dated 30- 04-2024 referred at Sr. No. 1 & 2 above.

Further the authorization of Managing Director, General Manager and Dy. General Manager in relation to the recovery of debts and to attach and sell the property and execution of all recovery orders of decree holders by the Arbitrator or the nominee of Registrar of the said society is further extended for a period of one year w.e.f. 01/04/25 subject to the following conditions:

1. The Officer appointed and delegated with the powers of Sales cum Recovery Officer shall follow all procedures as laid down under the said Act and the Goa Cooperative Societies Rules, 2003 or in compliance with any other relevant provisions of any other Act/Rules and also bye laws of the Society concerned while execution of decree;

2. The Board of Directors of the society shall be fully responsible along with the Chief Executive Officer for any acts of the above officers done in contravention of the Act, Rules and Bye-laws of the said Society.

3. The Board of Directors shall review the performances of the above officer every month and ensure compliance by them/him.

4. The appointment is valid for one year with effect from 01-04-2025 to 31-03-2026.

5. The undersigned reserves the right to withdraw this order at any stage without assigning any reasons.

Naik against the post of Legal Officer (Group 'B', Gazetted) in the Secretariat, created vide Order No. 43/2/2017-GAD-III/2707 dated 19/08/2019, in the Pay Scale of Level-7 of CCS (Revised pay) Rules, 2016, with effect from 19/08/2019.

He shall be entitled to all other allowances as admissible under the rules w.e.f. 19/08/2019.

His period of contractual service as Legal Officer w.e.f. 01/08/2013 to 18/08/2019 shall be counted for the purpose of pension and seniority, as per extant Rules.

And whereas, the Government of Goa considers it expedient to refer the said dispute for adjudication.

Now, therefore, in exercise of the powers conferred by Clause (d) of sub-section (1) of Section 10 of the Industrial Disputes Act, 1947 (Central Act 14 of 1947), the Government of Goa hereby refers the said dispute for adjudication to the Industrial Tribunal of Goa at Panaji-Goa, constituted under Section 7A of the said Act.

Whereas, the Government vide Notification No. 5-40-91/LD(6) dated 23/10/1991, appointed Mr. Vithoo Krishna Naik, Advocate (hereinafter referred as the "Applicant") as a Notary for period of three years with effect from 23/10/1991, for Sanguem Judicial Division;

And whereas, the Government vide Certificate of Practice dated 23/10/1991 has certified that the Applicant is authorized to practice as a Notary for a period of three years from 23/10/1991, for Sanguem Judicial Division;

And whereas, the Government vide Notification No. 5-40-91/LD(6) dated 25/09/1996, the area of practice was amended to include Quepem Judicial Division in addition to Sanguem Judicial Division;

And whereas, the Government vide Certificate of Practice dated 25/09/1996 has certified that the Applicant is authorized to practice as a Notary in Quepem Judicial Division in addition to Sanguem Judicial Division;

And whereas, the Government on the request of the Applicant had renewed his Certificate of Practice as a Notary for subsequent 07 terms and the period of validity of the Certificate of Practice expires on 23/10/2025 in the Endorsement dated 21/12/2020 issued to the Applicant. However, vide letter dated 27/05/2025 Smt. Shanti V. Naik (spouse), has informed that the above applicant Mr. Vithoo Krishna Naik, Advocate who was practicing as a Notary expired on 18/03/2025;

And whereas, the validity of the Endorsement dated 21/12/2020 to the Certificate of Practice issued to Mr. Vithoo Krishna Naik stands withdrawn and cancelled, as per the Notaries Act, 1952 (Central Act 53 of 1952) and Notaries Rules, 1956 (hereinafter referred as the "said Act" and "said Rule"), since the said Advocate expired on 18/03/2025.

Now therefore, in pursuance of Clause (a) of Section 10 of the said Act, the Government of Goa hereby removes the name of Applicant entered as a Notary from the Register maintained by it under Section 4 of the said Act.

36/18/39A/Notification(10F)/TCP/2025/481 Date : 17-Sep-2025 Whereas, the Town and Country Planning Department of the Government of Goa received applications under sub-section (1) of Section 39A of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975) for change of zones in the Regional Plan for Goa 2021 in respect of the plots of land as specified in detail in column Nos. (2) to (7) of the Table below (hereinafter referred to as "the said Proposals");

And whereas, in terms of sub-rule (1) of Rule 4 of the Goa Town and Country Planning (Change of zone of land in the Regional Plan or the Outline Development Plan) Rules, 2024 (hereinafter referred to as the "said Rules"), the Town and Country Planning Department after scrutinizing the said proposals placed such proposals alongwith its scrutiny reports before the Goa Town and Country Planning Board for its recommendations/approval/decision;

And whereas, the Goa Town and Country Planning Board approved the said proposals as specified in column No. 8 of the of the above Table;

And whereas, notices as required by sub-rule (2) of Rule 4 of the said Rules were published,—

(i) vide Notification No. 36/18/39A/Notification (3R)/TCP/2024/43 dated 12/11/2024, published in the Official Gazette, Series III No. 33 dated 14-11-2024 (as regards proposals at Sr. Nos. 1, 2);

(ii) vide Notification No. 36/18/39A/Notification (10)/TCP/2024/52 dated 19-11-2024, published in the Official Gazette, Series III No. 34 dated 21-11-2024 (as regards proposal at Sr. No. 3);

(iii) vide Notification No. 36/18/39A/Notification (22)/TCP/2025/190 dated 11-06-2025, published in the Official Gazette, Series II No. 11 dated 12-06-2025 (as regards proposal at Sr. No. 4);

(iv) vide Notification No. 36/18/39A/Notification (14)/TCP/2024/67 dated 31-12-2024, published in the Official Gazette, Series-III No. 40 dated 02-01-2025 (as regards proposal at Sr. No. 5);

(v) vide Notification No. 36/18/39A/Notification (12)/TCP/2024/59 dated 10-12-2024, published in the Official Gazette, Series III No. 37 dated 12-12-2024 (as regards proposal at Sr. No. 6); and suggestions were invited from the public within a period of thirty days from the date of publication to the said Notifications in the Official Gazette.

And whereas, suggestions received from public were placed before the Goa Town and Country Planning Board in terms of sub-rules (3) of Rule 4 for its recommendation/approval and the Goa Town and Country Planning Board after due consideration of the suggestions received from the public recommended the proposals for change of zone as regards to Sr. No. 5 in its meeting 215th Meeting held on 04-06-2025, Sr. No. 1, 2, in its 211th meeting held on 15-01-2025, Sr. No. 3 in its 218th meeting held on 12-09-2025, Sr. No. 4 in its 217th Meeting held on 29-07-2025 and Sr. No. 6 in its 212th meeting held on 03-02-2025 and directed to take further action as per sub-rule (4) of Rule 4 of the said Rules;

And whereas, as required by sub-rule (4) of Rule 4 of the said Rules, the recommendation/ approval/decision of the Goa Town and Country Planning Board along with the said proposals were placed before the Government for its decision and the Government has approved the same;

Now, therefore, in view of the recommendation of the Goa Town and Country Planning Board being approved by the Government and in exercise of the powers conferred by Section 39A of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975) read with sub-rule (5) of rule 4 of the Goa Town and Country Planning (Change of zone of land in the Regional Plan or the Outline Development Plan) Rules, 2024, the Regional Plan and the Outline Development Plan is hereby altered and modified as specified in column No. (8) of above Table and as directed by the Government for carrying out change of zone of land in respect of the plots of land as specified in detail in column Nos. (2) to (7) of above Table.

The alteration and modification of the Regional Plan and the Outline Development Plan as notified in this Notification shall be subject to the outcome of the PIL Writ Petition Nos. 53 of 2024 and 54 of 2024 which are pending final disposal before the Hon'ble High Court of Bombay at Goa.
