Notification

In exercise of the powers conferred by Article 166 of the Constitution of India and all other powers enabling him in this behalf, the Governor of Goa hereby makes the following rules so as to further amend the Business of the Government of Goa (Allocation) Rules, 1987, namely:—
1. Short title and commencement.— (1) These rules may be called the Business of the Government of Goa (Allocation) (Fifty-third Amendment) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Amendment of Schedule.— In the Schedule appended to the Business of the Government of Goa (Allocation) Rules, 1987,—
(i) for the existing entry at serial number 18, the following entry shall be substituted, namely:—
"18. Department of Captain of Ports:
(a) Matters related to inland waterways excluding matters related to Department of River Navigation.
(b) Matters relating to navigation and navigational aids.
(c) Matters related to ports:
i) Implementation of the India Vessels Act, the Indian Ports Act, 1908 (15 of 1908), International Ship and Port Facility Security Code and other Maritime Acts and Rules framed thereunder.

OF GOA SERIES I No. 27 (EXTRAORDINARY No. 3) 08TH OCTOBER, 2025 (f) Maritime shipping and navigation, including shipping and navigation on tidal waters; provision of education and training for mercantile marine and regulation of such education and training provided as per the State Inland Steam Vessels Act.(g) Maritime School and Marine Slipway.";
(ii) after the entry at serial number 18, the following entry shall be inserted, namely:—
"18 A. Department of River Navigation:
(a) Matter related to ferryboats, Ro-Ro ferryboats, as essential services used for passengers and vehicular transport and development of urban water transport system.
(b) Matter related to ferry ramps, jetties of the Department and development of landing points and departmental properties and matters relating to revenue generation.
(c) Matters related to marine workshop of the Department, its development, revenue generation, etc. and traffic section of the Department of River Navigation.
(d) Budgets and Accounts under the Department Head.
(e) Management of operations and maintenance of ferryboats and other departmental vessels and other infrastructure, landing facilities etc.
(f) Planning and implementation of new projects, ideas for improvement of passenger transport and generating revenue for the Department.
(g) Administration of the Goa Ferries Act, 1990 (Goa Act No. 9 of 1990).".

1. Short title and commencement.— (1) These rules may be called the Business of the Government of Goa (Allocation) (Fifty-fourth Amendment) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Amendment of Schedule.— In the Schedule appended to the Business of the Government of Goa (Allocation) Rules, 1987, at serial number 3B, under the heading "Department of Archives" after clause (e) the following shall be inserted namely:—
"(f) The Goa Public Records Act, 2023 (Goa Act 39 of 2023).
(g) The Goa State Audio-Visual Archives.
(h) The Goa State Mission for Manuscripts.".
