Government is pleased to constitute a Finance Management Committee under the Chairmanship of the Chief Secretary to monitor physical and financial progress for NBCC Projects. The committee shall comprise of:-

1) Chief Secretary — Chairman.

2) Secretary (Urban Development) — Member.

3) Secretary (GAD) — Member.

4) Secretary (Transport) — Member.

5) Pr. Chief Engineer (PWD) — Member.

6) Chief General Manager (Engg.), NBCC (India) Ltd. — Member.

7) Joint Secretary (Budget) — Member Secretary.

The terms of reference of the Finance Management Committee shall be as follows:

1. The entire proceeds from saleable BUA shall be deposited in an Escrow Account opened by the Government of Goa in a nationalized bank. The Finance Management Committee will devise a format for operating the Escrow Account and institute a proper mechanism for its operation and audit.

2. NBCC (India) Ltd. shall be responsible to maintain the assets, services of the BUA retained by Government of Goa including Social Infrastructure as well as special repairs for a period of 20 (5+15)1038 OFFICIAL GAZETTE — GOVT. OF GOA SERIES II No. 31 30TH OCTOBER, 2025 years. The expenditure of for special repairs, a lump sum provision will be made as determined by Finance Management Committee.

3. The Finance Management Committee shall fix for annual general maintenance & special repair of retained BUA by Government of Goa, on submission of a detailed proposal by NBCC (India) Ltd. Finance Management Committee should be approached only in case of additional works beyond the amount approved for annual general maintenance.

4. NBCC (India) Ltd. shall open and maintain separate Books of Accounts for each project. NBCC (India) Ltd. shall submit quarterly returns of the physical and financial progress of the project to Government of Goa in the format prescribed by the Finance Management Committee.

5. The Finance Management Committee shall review the status of Escrow Account on yearly basis, and determine the amount, accrued in excess of 20% above the total cost approved by the Government of Goa for redevelopment of all the above seven projects, to be deposited to Government of Goa.

The Government is pleased to constitute the District Oil Spill Crisis Management Groups (DOS-CMG) at District level and Local Oil Spill Crisis Management Groups (LOS-CMG) at taluka level under the Disaster Management Act, 2005 (Central Act. No. 53 of 2005) and the Disaster Management (Amendment) Act, 2025 (Central Act No. 10 of 2025) as under:-

District Oil Spill Crisis Management Groups (DOS-CMG) at District level

North Goa DOS-CMG

South Goa DOS-CMG

The Terms of Reference of the DOS-CMG is as under:

i. The DOS-CMG will be the apex body in the district to deal with major oil pollution incidents and to provide expert guidance for handling oil pollution incidents.

ii. The DOS-CMG shall meet at least once in six months and send a report to the State Oil Spill Crisis Management Group (SOSCMG) within 5 working days after completion of the said meeting.

iii. Identify eco-sensitive areas in their respective jurisdiction.

iv. Identify specific resource requirements if any.

v. The DOS-CMG may:-

a. Review all the facility-level oil spill contingency plans prepared by the occupier of Major Accident Hazards installation viz., sea ports and oil installations for the preparation of the district oil spill contingency plan;

b. Assist in the preparation of the district oil spill contingency procedure in line with the GOA-SOS- DCP;

c. Assist the district administration in the management of oil pollution incidents;

d. Continuously monitor every oil pollution incident and maintain log records of the same;

e. Ensure continuous information flow from the district to the National Oil Spill Crisis Management Group (NOS-CMG) and State Oil Spill Crisis Management Group (SOSCMG) regarding oil pollution incident situation and mitigation efforts;

f. Forward a final case report as defined in GOA-SOS-DCP-01 of the oil pollution incident within fifteen days to the SOSCMG; on closure of emergency and

g. Conduct atleast one full-scale mockdrill of differing scenarios of an oil pollution incident at a facility, each year and forward a report of the strength and the weaknesses of the plan to the SOS-CMG within 5 days of completion.

h. Invite wider participation to ensure that all interests are duly represented and that their resources and services are considered.

i. Concerned Authority shall provide contact details of a link Officer for the nominated representatives with contact details 24 x 7, in case of authorized non-availability.

Local Oil Spill Crisis Management Groups (LOS-CMG) at North Goa

The Terms of Reference for the Local Oil Spill Crisis Management Group (LOS-CMG) is as follows:

1. The LOS-CMG is the body at the local level to deal with oil pollution incidents and co-ordinate efforts in planning, preparedness and mitigation of an oil pollution incident.

2. The LOS-CMG shall meet every quarter and forward a copy of the proceedings to the District Oil Spill Crisis Management Group (DOSCMG) within 5 working days after the completion of the said meeting.

3. The LOS-CMG may:-

a. Identify eco-sensitive areas in their respective jurisdiction;

b. Identify specific resource requirements if any;

c. Prepare a local oil spill contingency procedure in line with the GOA-SOS-DCP;

d. Ensure dovetailing of the local oil spill contingency procedure with the district oil spill contingency procedure;

e. Train personnel involved in oil pollution incident management;

f. Educate the population likely to be affected in an oil pollution incident about the remedies and existing preparedness in the area;

g. Conduct at least one full-scale mock drill of differing scenarios of an oil pollution incident at a site every six months and submit a report to the DOS-CMG within 5 days of completion;

4/1(133)2021-DT/3882 Date : 16-Oct-2025 Read: Order No. 4/1(133)2021-DT/2621 dated 04-11-2022.

The Government of Goa is pleased to extend the empanelment for the 2nd Term of the following event management agencies cum advertising agencies cum agencies for undertaking the scope of work for activities under promotion and marketing of Goa Tourism with Department of Tourism:

This extension of empanelment shall be for a period of three years from 04-11-2025 to 03-11-2028 or as further extended/terminated/decided by the Government. The extension of empanelment is subject to the terms and conditions contained in the tender document for the purpose of empanelment of the agencies dated 26-05-2022 and as further clarified in the tender document the empanelment shall not entitle the empaneled agencies to secure order from Department of Tourism as a matter of right and it shall be the sole discretion of the Department of Tourism to utilize the services of any of the empaneled agencies for any event/road show, release of advertisement, etc. as and when required subject to codal procedures.

The extension of empanelment is further subject to furnishing of the required security deposit; if any within one month from the date of issue of this Order as prescribed in the tender document in the form of Bank Guarantee (to be valid for the period of empanelment beyond six months of the tenure of empanelment).

This issues with the approval of the Government and further approval of the Finance Department vide U. O. No. 1400085149 dated 01-11-2022 and subsequent Administrative approval towards extension of empanelment vide U. O. No. 401/F dated 22-09-2025.

Department of Town and Country Planning

36/18/39A/Notification (16F)/TCP/2025/640 Date : 28-Oct-2025 Whereas, the Town and Country Planning Department of the Government of Goa received applications under sub-section (1) of Section 39A of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975) for change of zones in the Regional Plan for Goa 2021 and Outline Development Plan of Vasco Da Gama Planning Area 2030 in respect of the plots of land as specified in detail in column Nos. (2) to (7) of the Table below (hereinafter referred to as "the said Proposals");

And whereas, in terms of sub-rule (1) of Rule 4 of the Goa Town and Country Planning (Change of zone of land in the Regional Plan or the Outline Development Plan) Rules, 2024 (hereinafter referred to as the "said Rules"), the Town and Country Planning Department after scrutinizing the said proposals placed such proposals alongwith its scrutiny reports before the Goa Town and Country Planning Board for its recommendations/approval/decision;

And whereas, the Goa Town and Country Planning Board approved the said proposals as specified in column No. 8 of the above Table;

And whereas, notices as required by sub-rule (2) of Rule 4 of the said Rules were published,—

(i) Vide Notification No. 36/18/39A/Notification(15)/TCP/2025/71 dated 15-01-2025, published in the Official Gazette, Series III No. 42 dated 16-01-2025 (as regards proposals at Sr. No. 1);

(ii) Vide Notification No. 36/18/39A/Notification(8)/TCP/2024/35 dated 05-11-2024, published in the Official Gazette, Series III No. 32 dated 07-11-2024 read with Series III No. 33 dated 14-11-2024 (corr.) (as regards proposals at Sr. No. 2);

(iii) Vide Notification No. 36/18/39A/Notification(12)/TCP/2024/59 dated 10-12-2024, published in the Official Gazette, Series III No. 37 dated 12-12-2024 (as regards proposals at Sr. No. 3 & 4); and suggestions were invited from the public within a period of thirty days from the date of publication to the said Notifications in the Official Gazette.

And whereas, suggestions received from public were placed before the Goa Town and Country Planning Board in terms of sub-rule (3) of Rule 4 for its recommendation/approval and the Goa Town and Country Planning Board after due consideration of the suggestions received from the public recommended the proposals for change of zone as regards to Sr. No. 1 in its 218th meeting held on 12-09-2025 and Sr. No. 2 in its 210th meeting held on 30-12-2024, Sr. No. 3 & 4 in its 212th meeting held on 03-02-2025 and directed to take further action as per sub-rule (4) of Rule 4 of the said Rules;

And whereas, as required by sub-rule (4) of Rule 4 of the said Rules, the recommendation/ approval/decision of the Goa Town and Country Planning Board along with the said proposals were placed before the Government for its decision and the Government has approved the same;

Now, therefore, in view of the recommendation of the Goa Town and Country Planning Board being approved by the Government and in exercise of the powers conferred by Section 39A of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975) read with sub-rule (5) of Rule 4 of the Goa Town and Country Planning (Change of zone of land in the Regional Plan or the Outline Development Plan) Rules, 2024, the Regional Plan and the Outline Development Plan is hereby altered and modified as specified in column No. (8) of above Table and as directed by the Government for carrying out change of zone of land in respect of the plots of land as specified in detail in column Nos. (2) to (7) of above Table.

The alteration and modification of the Regional Plan and the Outline Development Plan as notified in this Notification shall be subject to the outcome of the PIL Writ Petition Nos. 53 of 2024 and 54 of 2024 which are pending final disposal before the Hon'ble High Court of Bombay at Goa.
