No. 4/51/Gen-Eln/ZP/2025-26/SEC/283 Date : 29-Nov-2025 Whereas, the General Election to North Goa Zilla Panchayat and South Goa Zilla Panchayat in the State of Goa will be conducted on 20th December, 2025 and Notice in Form No. 2A of election schedule declared vide following Notifications.
1. Notification No. 4/51/Gen-Eln/ZP/2025-26/SEC/279 dated 29-11-2025.
2. Notification No. 4/51/Gen-Eln/ZP/2025-26/SEC/281 dated 29-11-2025.
And whereas, under Article 243K of the Constitution of India, read with Section 237 (1) of the Goa Panchayat Raj Act, 1994, the State Election Commission is vested with the power of Superintendence, direction and control of the preparation of the electoral rolls for, and Conduct of, all elections to the Panchayat or Zilla Panchayat.
Now therefore, the State Election Commission in exercise of the powers conferred upon it do hereby notify that the Model Code of Conduct shall be applicable from 29-11-2025 (Saturday) till completion of election process. The Code of Conduct shall be applicable in all the areas of North Goa Zilla Panchayat and South Goa Zilla Panchayat excluding those mentioned below:-
A) All Municipal areas in Goa.
B) Corporation of the City of Panaji.

The General Election to elect the members of North Goa Zilla Panchayat from 25 Constituencies viz. (01) Arambol (02) Morjim (03) Dhargal (04) Torxem (05) Siolim (06) Colvale (07) Aldona (08) Sirsai (09) Anjuna (10) Calangute (11) Socorro (12) Reis-Magos (13) Penha-de-Franca (14) St. Cruz (15) Taleigao (16) Chimbel (17) Corlim (18) St. Lawrence (19) Latambarcem (20) Karapur-Sarvan (21) Maem (22) Palem (23) Honda (24) Querim (25) Nagargao.
The Programme of Election is as under:
| 1. | Last date and time for receiving nomination papers | Tuesday, 09th December, 2025 from 10.00 hrs. to 13.00 hrs. |
| 2. | Date and time for scrutiny of nomination papers | Wednesday, 10th December, 2025 from 10.00 hrs. till the scrutiny is over. |
| 3. | Date and time of withdrawal of nomination papers | Thursday, 11th December, 2025 from 10.00 hrs. to 14.00 hrs. |
| 4. | Date and time of poll | Saturday, 20th December, 2025 from 08.00 hrs. to 17.00 hrs. |
| 5. | Date and time of counting | Monday, 22nd December, 2025 from 08.00 hrs. till the counting is completed. |
(i) A voter in a constituency is entitled to cast only one vote.
(ii) Form of nomination paper will be available in the office of the Returning Officer during office hours.
(iii) In case of general seat, a sum of Rs. 500/- (Rs. Five hundred only) and in case of seat reserved for a woman or a person belonging to Scheduled Castes/Scheduled Tribes or Backward Class, a sum of Rs. 300/- (Rs. Three Hundred only) is required to be deposited with the Returning Officer on or before the date fixed for receiving the nomination papers.

And whereas, this State Election Commission has issued a public notice in Form No. 2A of the intended election as required under Rule 10(3) of the Goa Panchayat and Zilla Panchayat (Election Procedure) Rules, 1996.
Now therefore, this State Election Commission in exercise of the powers conferred upon it under Article 243K of the Constitution of India and Section 237 of the Goa Panchayat Raj Act, 1994 read with Rule 10(2)(i) of the Goa Panchayat and Zilla Panchayat (Election Procedure) Rules, 1996 do hereby notify as following:
