Government of Goa is hereby pleased to notify the "Inbound Tour Operators Incentive Scheme, 2026" to inbound tour operators based solely on actual operational performance—measured by arriving international passenger numbers and load factor and the same is published herewith for information of the concern Stake holders/General Public.

The scheme offers targeted financial incentives to inbound tour operators based solely on actual operational performance— measured by arriving international passenger numbers and load factor.

Accordingly, new international markets introduced in a particular assessment year shall be treated as existing markets in the subsequent assessment years.

3.5 Incentives will be provided to Inbound Tour Operators, with priority given to operations from new international markets, subject to the availability of budgetary provisions.

3.6 No financial support shall be extended in the form of upfront grants, viability gap funding, or fixed subsidies. Incentives shall be disbursed solely on the basis of verifiable post-operational performance metrics, as specified in the Pattern of Assistance.
