Sanction of the Government is hereby accorded for creation of 01 post of 'Additional Jamadar' on the Establishment of High Court of Bombay at Goa with the Pay Band-I, Rs. 5200-20200 + Grade Pay Rs. 2900/-.
The expenditure on the above posts shall be debited to the Budget Head "2014—Administrative of Justice; 00—; 102—High Court; 01—High Court Bench at Goa, 00—General, 01—Salaries" under Demand No. 62.
This issues with the recommendation of the Administrative Reforms Department vide their U.O No. 2415/F dated 02-08-2024, Personnel Department, vide U.O No. 2654/F dated 22-08-2024 and concurrence of the Finance (R&C) Department, vide their U.O No. 1400101929 dated 31-01-2026.

In exercise of the powers conferred by Section 5 of the Sexual Harassment of Women at Work Place (Prevention, Prohibition and Redressal) Act, 2013 (Central Act No. 14 of 2013) (hereinafter referred to as the "said Act") the Government of Goa hereby notifies the District Magistrate of Kushavati District as the District Officer to exercise powers and discharge functions under the said Act, within the limits of jurisdiction with immediate effect.
This is issued with Government approval vide U.O. No. 716 dated 30-01-2026.

1. परसरों के संबंध म दरमान (एसओआर) दिनांक 13 मई, 2021 से संशोधित किया गया था और भूमि एवं 2 परसरों के संपि किराए का संशोधन दिनांक 17 जून, 2022 से किया गया था। भूमि नीति दिशानिदशों के अनुसार, एसओआर को ेक 5 वष म संशोधित किया जाना आवक है। परसरों के लिए संपि किराए को टै ारा OFFICIAL GAZETTE — GOVT. OF GOA SERIES I No. 47 19TH FEBRUARY, 2026 भारत के राजप, असाधारण (भाग III खंड 4) म दिनांक 18-10-2021 को राजप संा 477 के माम से अधिसूचित किया गया था और यह दिनांक 13-05-2021 से दिनांक 12-05-2026 तक 5 वष की अवधि तक भावी है, और अब संशोधन हेतु देय है।
2. भूमि और 2 परसरों के संपि किराए को एमपीए ारा गोवा सरकार के राजप, ृ ंखला I संा 35 दिनांक 1 दिसंबर, 2022 म अधिसूचित किया गया था, जो दिनांक 17-06-2022 से दिनांक 16-06-2027 तक 5 वष की अवधि के लिए भावी है।
3. पनारा इन संपयिों को पे पर देने के यास किए, किं तु इसे पे पर देने म सफलता नहीं मिली। ये भूमि/ परसर बिना किसी राज सृजन के निय पड़े ह। यपि भूमि और परसरों के लिए मौजूदा एसओआर की वैधता समा नहीं ई है, तथापि इन भूमि और परसरों पर दरों म संशोधन के लिए विचार किया गया। तदनुसार, इन भूमि खंडों और परसरों कामूांकन अनुमोदित मूांकन कताओं के माम से कराया गया था।
4. महा पन ाधिकरण अधिनियम 2021 के पैरा 27(1)(ख) के अनुसार, महा पन ाधिकरण मंडल अथवा पैरा 14 के अनुसार मंडल ारा गठित समिति, दरमान (एसओआर) और उन शत का विवरण तैयार कर सकती है, जिसके तहत पन परसंपयिों तक पंच और उपयोग की अनुमति मंडल ारा दी जा सके ।
5. मुरगांव पन ाधिकरण मंडल ने भूमि बंधन नीति दिशानिदश (पीजीएलएलएम), 2014 के अनुसार निलिखत 5 भूमि खंडों और 3 परसरों के लिए एस ओ आर म संशोधन के ाव पर विचार कर दिनांक 09-01-2026 के संक संा 387 के तहत इसे निानुसार अनुमोदित किया:

In exercise of powers conferred under sub-section (1) by Section 27 of Major Port Authorities Act, 2021 (1 of 2021), the Board of Major Port Authority for Mormugao Port, hereby notifies its Scale of Rates (SoR) for allotment of 5 parcels of Land and 3 premises on Long term Lease/Short term License basis for the cycle period 2026-2031 as in the Order appended hereto.

1. The Scale of Rates (SoR) in respect of premises were revised w.e.f. 13th May, 2021 and revision of estate rentals of Land & 2 premises took place from 17th June, 2022. As per the Land Policy Guidelines, the SoR has to be revised every 5 years. The estate rentals for premises were notified by TAMP in the OFFICIAL GAZETTE — GOVT. OF GOA SERIES I No. 47 19TH FEBRUARY, 2026 Gazette of India, Extraordinary (Part III Section 4) on 18-10-2021 vide Gazette No. 477 and is effective from 13-05-2021 for a period of 5 years till 12-05-2026, is due for revision.
2. The estate rentals of Land & 2 premises were notified by MPA in the Official Gazette, Government of Goa, Series I No. 35 dated 1st December, 2022 and is effective from 17-06-2022 for a period of 5 years till 16-06-2027.
3. Port made efforts to lease out these properties, however could not succeed in leasing the same. These land/premises are idling without generating any revenue. Though the validity of the existing SoR for Land and premises have not expired, these land and premises were considered for revision of rates. Accordingly, valuation of these land parcels and premises were carried out through approved valuers.
4. As per Para 27(1)(b) of the Major Port Authority Act, 2021, the Board of Major Port Authority or Committee constituted by the Board in accordance with Para 14, may frame Scale of Rates (SoR) at which , and a statement of conditions under which the access to and usage of Port assets may be allowed by the Board.
5. The Board of Mormugao Port Authority considered the proposal of revision of SoR for the following 5 parcels of land and 3 premises respectively in terms of the Policy Guidelines for Land Management (PGLM), 2014 and approved vide Resolution No. 387 of 09-01-2026 as stated below:

General Conditions:
i) The rate prescribed shall be applicable for a period of five years with effect from 30 days from the date of notification of Order in the Goa State Gazette by Port.
ii) The rate for land and premises shall bear an escalation @ 2% per annum for land and @ 5% per annuam for the premises, which will apply after completion of one year from the date it comes into effect. The amount so arrived will be rounded off to the nearest Rupee.
