(Issued under Section 163 of The Bharatiya Nagarik Suraksha Sanhita, 2023)

Whereas, the Sub-Divisional Police Officer, Ponda-Goa vide letter No. SDPO/PON/1587/2025 dated 28/05/2025 has requested the issuance of an order under Section 163 of the B.N.S.S. prohibiting gathering of four or more persons within a 04 km radius from the compound wall of the Modernized Abbattoir at Goa Meat Complex at Usgao, Ponda-Goa for a period of 09 days w.e.f. 00:00 hrs. of 01/06/2025 till midnight of 10/06/2025;

And whereas, as per past practice, the All Goa Muslim Jamaats Association will be transporting animals from other States via Mollem gate in Dharbandora Taluka and Pollem gate in Canacona Taluka to be taken to the Modernized Abattoir, Usgao during Bakri Eid Festival;

And whereas, the transportation of animals shall commence from 04/06/2025 to 07/06/2024;

And whereas, the representatives of the Department of Animal Husbandry & Veterinary Services shall be deployed for duty at the Mollem gate in Dharbandora Taluka and Pollem gate in Canacona Taluka to ensure compliance of various guidelines of the Department relating to the transportation of animals and directions of the Hon'ble High Court of Bombay at Goa contained in the Order dated 18/09/2014 passed in Writ Petition No. 540/2014, during Bakri Eid Festival;

And whereas, in the past some incidents have occurred in the past near the Goa Meat Complex, Usgao, involving gathering and display of anti-slaughter banners causing intimidation; And whereas, such situations are likely to reoccur and could cause commercial tension and breach of public peace; Suggestions are welcomed on e-mail: [email protected] 665 OFFICIAL GAZETTE — GOVT. OF GOA SERIES III No. 9 (EXTRAORDINARY No. 2) 02ND JUNE, 2025 And whereas, it is necessary to take preventive action in the interest of maintaining public order and safety; And whereas, it is not practicable to serve individual notices in due time;

Now therefore, I, Egna Cleetus, IAS, District Magistrate, South Goa District, Margao-Goa, in exercise of the powers vested under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, do hereby prohibit the gathering of four (4) or more persons in and around the periphery of the compound wall of the Goa Meat Complex, situated at Usgao, Ponda-Goa and within 1 km. radius from the compound wall of the Modernized Abattoir, Goa Meat Complex, Usgao, Ponda-Goa, for a period of seven (7) days w.e.f. 00:00 hrs. of 02/06/2025 till 00:00 hrs. of 10/06/2025.

Any person found in contravention of this order shall be liable for punishment under Section 223 of the Bharatiya Nyaya Sanhita, 2023.

Further, the Deputy Collector and Sub-Divisional Magistrate, Ponda of South Goa is authorized to verify any violation of this order and to file Complaint/FIR before the concerned Court/Police Station and to lodge a complaint before the appropriate Judicial Magistrate in the matter.
