And whereas, the Art. 181-A(1) of the Code of Comunidades (Legislative Diploma No. 2070 dated 15-4-1961), provides for the Administrator of the Comunidades to hold inquiry as he deems fit to declare the Comunidades where election of the members of managing committee are not held due to non-constitution and non-deliberation of the Comunidade as per the provisions of Article 34, as 'Comunidade in default'.

And whereas, the O/o Administrator of Comunidades, Central Zone, Panaji, vide Notice No. ADM/COM- -CZ/Elect./2024/138 dated 28-03-2025 and Notice No. ADM/COM-CZ/Elect./2024/139 dated 28-03-2025,530 OFFICIAL GAZETTE — GOVT. OF GOA SERIES III No. 8 22ND MAY, 2025 had called upon all the Comunidades stakeholders to submit their say/objection/representation/etc. if any as to why the Comunidades specified at 'Table A' above should not be declared as 'Comunidades in default'.

And whereas, the O/o Administrator of Comunidades, Central Zone, Panaji, issued Memorandum No. ADM/COM-CA/Elect./2024/140 dated 28-03-2025, to the concerned clerks (escrivaos) of the Comunidades where elections were not held due to Article 34, to submit their detailed report along with their recommendations for declaring such Comunidades as "Comunidade in default".

And whereas, all the concerned clerks (escrivaos) of the Comunidades where elections were not held due to article 34, submitted their report dated 09-04-2025, wherein all the clerks have unanimously recommended that the said Comunidades be declared as "Comunidade in default".

And whereas, the Administrator of Comunidades, Central Zone, Panaji, also held personal hearings on 15-04-2025, 16-04-2025 and 22-04-2025, to give an opportunity of being heard to all the stakeholders.

And whereas, the undersigned, while conducting inquiry as per Article 181-A (1) of the Code of Comunidade, has found that none of the concerned stakeholders have submitted any valid cause for not declaring the said Comunidades as "Comunidade in default".
