Whereas, the Deputy Superintendent of Police, Traffic (North), Altinho, Panaji-Goa, has informed that Hon'ble Union Minister of Home Affairs and Co-operation, will be visiting Goa from 05-09-2026 to 07-09-2026 and will be travelling to various location in North Goa.

And whereas, the Dy. Superintendent of Police, Traffic (North), Altinho, Panaji has proposed/ /recommended for temporary restriction on movement of vehicular traffic in order to ensure obstructive free passage to the VIP and for the benefit of general public.

Now therefore, in exercise of the powers conferred on me under Sections 116 & 117 of the Motor Vehicles Act, 1988, and as proposed/recommended by the Dy. Superintendent of Police, Traffic (North), Altinho, Panaji, I, Ankit Yadav, IAS, District Magistrate, North Goa do hereby notify temporary "No Parking Zone" and restriction on movement of vehicular traffic from 05-09-2026 to 07-09-2026 at below mentioned stretches of National Highways and other roads.

1. Stretch of NH-66 from Zuari Bridge to GMC Bambolim.

2. Stretch of road from GMC Bambolim NIO Circle, Dona Paula (Goa University Road).

3. Stretch of NH-748 from Merces Junction to Hotel Fern Kadamba.

The Dy. Superintendent of Police (Traffic), Altinho, Panaji is directed to publish this Notification through the Director of Information and Publicity in press/media/social media regarding the "No Parking Zone" and restriction on movement of vehicular traffic and to make necessary arrangements to erect the signboards at the required places for the information of the motorists and other road users.

Whereas, it is reported by the Superintendent of Police, South Goa District, Margao, that criminals with an intention of committing crime in Goa, usually stay in Hotel/rented premises with fictitious names and bogus residential/official addresses and telephone numbers and after commission of crime, it becomes very difficult to locate the culprits, on the basis of available information recorded in the registers of Hotels/Guest House/Inns, as on verification it is found to be at times bogus/false.

And whereas, anti-social/criminal or undesirable elements can camouflage their identity for illegal/ /immoral operations, which need to be contained and regulated. Certain hotel owners/landlords/ /establishment have a tendency to rent out premises without verifying the antecedents of the person/tenants or informing the local Police;

Now therefore, on being satisfied of the need to take preventive action based on the report of the Superintendent of Police, South Goa District, Margao, dated 02-09-2026, I, Egna Cleetus, IAS, District Magistrate, South Goa District, Margao, in exercise of the powers vested in me under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, do hereby order that:-

a) All owner of the houses, buildings, flats and other residential accommodations, and the Owners/Management of all Hotels, Lodging & Boarding, Shacks, Private guest houses, Paying Guest facilities, religious bodies, offering temporary accommodations, Temporarily residential accommodation, etc., in the whole of South Goa District must verify the bonafides of persons through their proof of identify such as Election Card, Driving License, Aadhaar Card, Passport, Smart Card, etc.

b) No landlords, tenants, owners or person of any house/property falling under the territorial jurisdiction of South Goa District, Goa, shall let, sublet or rent out any accommodation to any person unless the particulars of the tenants have been furnished to the Officer-In-Charge of the concerned Police Station.

c) All In-Charges of such accommodations shall provide such facilities for inspection and the maintenance of record in the Police Authorities or any other authority authorizes by the undersigned.

d) All Head/Incharges of Nationalized Banks of South Goa District must deploy security guards for security of their ATM's round the clock and install CCTV cameras or shall installed ESS (Electronic Survey System) equipped with Panic button hooter, two-way communication system, & remote outstanding control.

The circumstances do not permit serving of the notice individual to the concerned persons. Therefore, this order is hereby passed ex-parte. It shall be published for public information through the Press, Social Media, etc. and also by affixing copies on the Notice Boards of all Sub Divisional Magistrates, Mamlatdars and Police Stations.

This order shall come into force with effect from 04-09-2026 and shall remain in operation for a period of 60 days (both days inclusive) unless withdrawn earlier.

Violation of this Order is punishable u/s 223 of the Bharatiya Nyaya Sanhita, 2023.

All the Deputy Collector and Sub Divisional Magistrates of South Goa are authorized to verify the violation of this order issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023 and to file3084 OFFICIAL GAZETTE — GOVT. OF GOA SERIES III No. 24 10TH SEPTEMBER, 2026 FIR before the concerned Court/Police Station and to lodge complaint before the concerned Judicial Magistrate.

The Superintendent of Police (South), Margao, Goa, is directed to issue direction to all the Police Stations of South Goa District to take note of this order and to place the matter before the concerned Deputy Collector and Sub Divisional Magistrates of South Goa in case of violation under Section 223 of the Bharatiya Nyaya Sanhita, 2023.
