Whereas, the Bye Election to Ward No. VII of Village Panchayat Pissurlem, taluka Sattari, North Goa District in the State of Goa, Ward No. I of Village Panchayat Dongurli Thane, taluka Sattari, North Goa District in the State of Goa, Ward No. III of Village Panchayat Batim, taluka Tiswadi, North Goa District in the State of Goa and Ward No. I of Village Panchayat Verna, taluka Salcete, South Goa District in the State of Goa will be conducted on Sunday, 10th May, 2026.
And whereas, under Article 243K of the Constitution of India, read with Section 237 (1) of the Goa Panchayat Raj Act, 1994, the State Election Commission is vested with the power of Superintendence, direction and control of the preparation of the electoral rolls for, and Conduct of, all elections to the Panchayat or Zilla Panchayat.
Now therefore, the State Election Commission in exercise of the powers conferred upon it do hereby notify that the Model Code of Conduct shall be applicable from 20-04-2026 (Monday) till completion of election process. The Code of Conduct shall be applicable to the areas under the jurisdiction of Ward No. VII of Village Panchayat Pissurlem, Ward No. I of Village Panchayat Dongurli Thane, Ward No. III of Village Panchayat Batim and Ward No. I of Village Panchayat Verna.

Whereas, under Article 243K of the Constitution of India, read with Section 237 (1) of the Goa Panchayat Raj Act, 1994, the State Election Commission is vested with the power of Superintendence, direction and control for, Conduct of, all elections to the Panchayat or Zilla Panchayat.
Whereas it is necessary and expedient to provide in the interest of purity of election to Village Panchayat wards an account of expenditure incurred by the candidate and for matters connected therein.
Now, therefore, this Commission hereby directs as follows:-
1. Monitoring of election expenditures incurred by the candidates shall be as per above referred Order.
2. The maximum limit of total election expenses by a Candidate in a Ward of Village Panchayat Elections has been fixed at Rs. 40,000/- (Rs. forty thousand only).

Subject:- Restriction on number of vehicles and people at the time of nominations for Bye Election to Ward No. VII of Village Panchayat Pissurlem, Ward No. I of Village Panchayat Dongurli Thane, Ward No. III of Village Panchayat Batim and Ward No. I of Village Panchayat Verna.
While filing of nominations in the office of Returning Officer, proper control and order needs to be maintained to avoid overcrowding by the supporters of the candidates so that problem of overcrowding of the office of Returning Officer at the time of filing nomination does not arise. The following directions therefore are to be followed.
The RO/ARO may inform the contestants and interest groups that the maximum number of vehicles that will be allowed to come within the periphery of 100 mtrs. of Returning Officer/Assistant Returning Officer's office shall be two and maximum number of persons that will be allowed to enter the office of Returning Officer/Assistant Returning Officer at the time of filing the nomination shall be candidate and his proposer proposing the nomination of the candidate and one more person i.e. there can be only three person (including the candidate) who can remain present inside the Returning Officer's room at the time of filing nomination.

Whereas, the Bye-Election to Ward No. VII of Village Panchayat Pissurlem, taluka Sattari, North Goa District in the State of Goa, Ward No. I of Village Panchayat Dongurli Thane, taluka Sattari, North Goa District in the State of Goa, Ward No. III of Village Panchayat Batim, taluka Tiswadi, North Goa District in the State of Goa and Ward No. I of Village Panchayat Verna, taluka Salcete, South Goa District in the State of Goa will be conducted on Sunday, 10th May, 2026 and the polling will be from 8.00 hrs. to 17.00 hrs.
And whereas, Rule 34A of the Goa Panchayat and Zilla Panchayat (Election Procedures) Rules, 1996 provides for an indelible ink mark to be put on the left forefinger of every voter before issue of ballot paper at the Polling Station. This is aimed at preventing impersonation at the polling station.
