Whereas, the Ministry of Culture, Government of India has launched a National Manuscripts Survey under the Gyan Bharatam initiative with the objective of conducting a systematic survey of manuscripts across the Country for their identification, documentation, digitization and scientific conservation. The operational guidelines for Nationwide Survey of Manuscripts proved that the State administration shall extend administrative support and establish co-ordination mechanism at the State level and District level for smooth implementation of the survey.
Government is pleased to constitute the following committee for the implementation and co-ordination of the National Manuscripts Survey in the State of Goa.
Goa State Level Standing Committee:-

3. Secretary, Art and Culture — Member
4. Director, Archives — Member
5. Director, Museum — Member
6. Director, Art and Culture — Member

The above committee shall facilitate for co-ordination, administrative support and monitoring for the effective implementation of the National Manuscripts Survey in the State of Goa under the Gyan Bharatam initiative of Ministry of Culture, Government of India.

Whereas, it is expedient to constitute a Local Complaints Committee under Section 6 of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 to receive complaints of sexual harassment for establishment where the Internal Complaint Committee has not been constituted due to having less than ten workers or if the complaint is against the employer himself.

(A) Terms of Reference:
The Local Complaints Committee shall perform the following functions in Kushavati District, Goa as per the provisions outlined in the Sexual Harassment of Woman at Workplace (Prevention, Prohibition & Redressal) Act, 2013.
(1) Prevention of Sexual Harassment:
To create awareness about sexual harassment and its prevention.
To develop a policy for the prevention of sexual harassment.
To organize workshops and training programs for employees.
(2) Redressal of Complaints:
To receive and inquire into complaints of sexual harassment.
To conduct investigations and take appropriate action.
To provide counseling and support to the complainant and the respondent.
To render all reasonable assistance to the aggrieved woman.
(3) Monitoring and Review:
To monitor the implementation of the Act and Policies thereof.
To review the functioning of the Local Complaints Committee periodically.
(B) Jurisdiction of the Local Complaint Committee:
The Local Complaints Committee shall be guided by the provision and or guidelines issued by the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and the rules made thereunder in the South Goa District.
(C) Tenure of the Local Complaint Committee:
The Chairperson and every member of the Local Complaints Committee shall hold office for such period, not exceeding three years, from the date of their appointment.
(D) Terms & Conditions governing the Local Complaint Committee:
The role of the Local Complaint Committee shall strictly be in accordance to the various provisions of the said Act.
(E) Secretarial Assistance and Fees/Allowances, etc.:
The Directorate of Women & Child Development shall provide all the Secretarial assistance, logistics, TA/DA, fees, allowances, honorarium etc. to the Committee/Members as per their entitlements for smooth and effective discharge of its functioning.
(F) Handling of complaints by the Local Complaint Committee:
The committee is empowered to receive and inquire into complaints of sexual harassment as defined under Section 2(n) of the Act and in terms of the chapter IV & V of the Act. The Chairperson is authorized to co-opt any other expert/individual/Member of Public etc., as invitee member to assist the committee.
All inquiries and proceedings conducted by the committee shall be in accordance with the principles of natural justice and the procedure prescribed under the Act.

The committee shall submit its reports to the District Officer and concerned authority within the prescribed timelines, as stated in the Act.
(H) Appointment of the Nodal Officers:
Additionally, the Block Development Officers and Chief Officers of Municipal Councils of the Kushavati District, Goa are designated as the Nodal Officers at the Block and Taluka level respectively to receive any such complaints and forward the same to the above Local Complaints Committee.
This order shall come into effect immediately and remain valid until further notice or reconstitution of the committee.

Whereas, the Town and Country Planning Department of the Government of Goa received applications under sub-section (1) of Section 39A of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975) for change of zones in the Regional Plan for Goa 2021 in respect of the plots of land as specified in detail in column Nos. And whereas, in terms of sub-rule (1) of Rule 4 of the Goa Town and Country Planning (Change of zone of land in the Regional Plan or the Outline Development Plan) Rules, 2024 (hereinafter referred to as the "said Rules"), the Town and Country Planning Department after scrutinizing the said proposals placed such proposals alongwith its scrutiny reports before the Goa Town and Country Planning Board for its recommendations/approval/decision;
And whereas, the Goa Town and Country Planning Board approved the said proposals as specified in column No. 8 of the above Table;
And whereas, notices as required by sub-rule (2) of Rule 4 of the said Rules were published,—
(i) Vide Notification No. 36/18/39A/Notification (43)/TCP/2026/61 dated 28-01-2026, published in the Official Gazette, Series III No. 44 dated 29-01-2026 (as regards proposal at Sr. No. 1);
(ii) Vide Notification No. 36/18/39A/Notification (36)/TCP/2025/646 dated 29-10-2025, published in the Official Gazette, Series III No. 31 dated 30-10-2025 (as regards proposal at Sr. No. 2);
OFFICIAL GAZETTE — GOVT. OF GOA SERIES II No. 5 30TH APRIL, 2026(iii) Vide Notification No. 36/18/39A/Notification (37)/TCP/2025/671 dated 05-11-2025, published in the Official Gazette, Series III No. 32 dated 06-11-2025 (as regards proposal at Sr. No. 3 & 4); and suggestions were invited from the public within a period of thirty days from the date of publication to the said Notifications in the Official Gazette.
And whereas, suggestions received from public were placed before the Goa Town and Country Planning Board in terms of sub-rule (3) of Rule 4 for its recommendation/approval and the Goa Town and Country Planning Board after due consideration of the suggestions received from the public recommended the proposals for change of zone as regards to Sr. No. 1 & 2 in its 231st Meeting held on 21-04-2026, Sr. No. 3 & 4 in its 225tht Meeting held on 23-12-2025 and directed to take further action as per sub-rule (4) of Rule 4 of the said Rules;
And whereas, as required by sub-rule (4) of Rule 4 of the said Rules, the recommendation/approval/decision of the Goa Town and Country Planning Board along with the said proposals were placed before the Government for its decision and the Government has approved the same;
Now, therefore, in view of the recommendation of the Goa Town and Country Planning Board being approved by the Government and in exercise of the powers conferred by Section 39A of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975) read with sub-rule (5) of Rule 4 of the Goa Town and Country Planning (Change of zone of land in the Regional Plan or the Outline Development Plan) Rules, 2024, the Regional Plan is hereby altered and modified as specified in column No. (8) of above Table and as directed by the Government for carrying out change of zone of land in respect of the plots of land as specified in detail in column Nos. (2) to (7) of above Table.
The alteration and modification of the Regional Plan as notified in this Notification shall be subject to the outcome of the PIL Writ Petition Nos. 53 of 2024 and 54 of 2024 which are pending final disposal before the Hon'ble High Court of Bombay at Goa.
