सं॰ को॰प्र॰/स्था॰-3/2011-1528 वि॰(2)—भारत-संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल बिहार लेखा सेवा नियमावली 2000 में निम्नलिखित संशोधन करते हैं :-
1. उक्त नियमावली, 2000 के नियम-11 के प्रथम वाक्य को निम्नलिखित से प्रतिस्थापित करते हैं :- ''आयोग संयुक्त प्रतियोगिता परीक्षा के माध्यम से सीधी भर्त्ती द्वारा भरने के लिए रिक्तियों को विज्ञापित करेगा और सेवा में नियोजन के लिए पात्र अभ्यर्थियों से आवेदन प्राप्त करेगा । बिहार लेखा सेवा के अधीन मूल पद पर नियुक्ति हेतु अभ्यार्थियों को किसी मान्यता प्राप्त विश्वविद्यालय या उससे सम्बद्ध संस्था से वाणिज्य, अर्थशास्त्र, गणित या सांख्यिकी में स्नातक की डिग्री प्राप्त होना अनिवार्य होगा तथा मुख्य परीक्षा में ऐच्छिक विषय के रूप में उक्त विषयों में से एक विषय लेना अनिवार्य होगा ।''
2. उक्त नियमावली, 2000 के नियम-14 को निम्नलिखित से प्रतिस्थापित करते हैं :- ''आयोग द्वारा संचालित की जाने वाली संयुक्त प्रतियोगिता परीक्षा के संदर्भ में प्रावधान के अनुरूप ही अभ्यार्थियों को मौखिक जाँच में भाग लेने के लिए आयोग आमंत्रित करेगा तथा तद्नुसार मौखिक जाँच हेतु अंक नियत किये जायेगें ।''
3. उक्त नियमावली, 2000 के नियम-15 के प्रथम वाक्य निम्नलिखित से प्रतिस्थापित 2 (cid:18)बहार गजट (असाधारण), 24 फरवर(cid:15) 2011 The 22nd February 2011 No. ko-Pra/stha-3/2011-1528F(2)—In exercise of powers conferred by provisio to Article 309 of the Constitution of India, Governor of Bihar is pleased to make following amendments in the Bihar Accounts Service Rules, 2000 :-
1. First sentence of Rule 11 of the said Rules, 2000 is substituted by the following:- "The commission shall advertise the vacancies to be filled by direct recruitment through combined competitive examination and shall invite applications from candidates eligible for appointment to service. It will be essential for candidates for appointment on basic post under Bihar Accounts service to have Bachelor's degree in Commerce, Economics, Mathematics or Statistics from a recognized university or an institution affiliated to it and in main examination it will be compulsory for candidates to take one of said subjects as optional subject." 2. Rule 14 of the said Rules, 2000 is substituted by the following:- "The commission shall invite candidates for viva-voce test as is the provision in context of combined competitive examination conducted by the commission and marks of vive voce test shall also be fixed accordingly." 3. First sentence of Rule 15 of the said Rules, 2000 is substituted by the following:- "The commission shall prepare a merit list on the basis of marks obtained in written examination and viva voce test as is provision in context combined competitive examination conducted by the commission." 4."Schedule III of the said Rules, 2000 is hereby deleted."
