सं0 बी1-3-37/2011-14—बिहार विधान परिशद के सारण स्नातक निर्वाचन क्षेत्र, गया स्नातक निर्वाचन क्षेत्र, गया षिक्षक निर्वाचन क्षेत्र एवं कोषी षिक्षक निर्वाचन क्षेत्र के द्विवार्शिक निर्वाचन, 2011 से संबंधित विभागीय अधिसूचना संख्या बी1-3-37/2011-13 दिनांक 16 मार्च 2011 तथा भारत निर्वाचन आयोग की अधिसूचना संख्या 322/बिहार-वि.प./1/2011 दिनांक 16 मार्च 2011 सर्वसाधारण की जानकारी के लिए प्रकाषित की जाती हैं।

विषेश कार्य पदाधिकारी, बिहार।2 (cid:18)बहार गजट (असाधारण), 16 माच. 2011 निर्वाचन विभाग -------- अधिसूचना मुख्य निर्वाचन पदाधिकारी, बिहार का कार्यालय 7, सरदार पटेल मार्ग (मैंगल्स रोड), बिहार, पटना-800015, दिनांक 16 मार्च, 2011/फाल्गुन 25, 1932 (षक) सं0-बी1-3-37/2011-13—यत्‌ः नीचे की सारणी के स्तम्भ (2) की तत्स्थानी प्रविश्टियों में दी गई संख्या के अनुसार, सारणी के स्तम्भ (1) में विनिर्दिश्ट परिशद्‌ निर्वाचन-क्षेत्रों से बिहार राज्य की विधान परिशद के चार सदस्यों के स्थान सारणी के स्तम्भ (3) में की तत्स्थानी प्रविश्टियों में उल्लिखित तारीखों को उन सदस्यों की पदावधि के अवसान पर सेवा-निवृत्त होने से रिक्त होने हैं; और यत्‌ः इस प्रकार उत्पन्न उपरोक्त रिक्तियों को भरने के प्रयोजन से द्विवार्शिक निर्वाचन कराये जाने हैंं; अतः, अब, लोक प्रतिनिधित्व अधिनियम, 1951 (1951 का 43) की धारा 16 के अनुसरण में, जैसा कि भारत निर्वाचन आयोग ने सिफारिष की है, बिहार राज्य के राज्यपाल नीचे की सारणी के स्तम्भ (1) में विनिर्दिश्ट उक्त निर्वाचन-क्षेत्रों में से प्रत्येक से यह अपेक्षा करते हैं कि वे उक्त अधिनियम के उपबन्धों और उसके अधीन बनाए गए नियमों और किए गए आदेषों के अनुसार उक्त रिक्तियों को भरने के प्रयोजन से राज्य की विधान परिशद्‌ के लिए उक्त सारणी के स्तम्भ (2) में उस निर्वाचन-क्षेत्र के सामने विनिर्दिश्ट संख्या में सदस्य निर्वाचित कर दें।

Election Department ———— Notification Office of the Chief Electoral Officer, Bihar 7, Sardar Patel Marg (Mangles Road), Patna – 800015 Dated : 16th March, 2011/Phalguna 25, 1932 (Saka) No. - B1-3-37/2011-13—WHEREAS, the seats of four members of the Legislative Council of the State of Bihar, elected from the Council Constituencies, specified in column (1) of the Table below, as per the numbers shown in the corresponding entries in column (2) of the Table, are due to fall vacant on the retirement of those members, on the dates mentioned in the corresponding entries in column (3) of the Table, on the expiration of their term of office; and WHEREAS, biennial elections have to be held for the purpose of filling the above vacancies so arising;

NOW, THEREFORE, as recommended by the Election Commission of India in pursuance of section 16 of the Representation of the People Act, 1951 (43 of 1951), the Governor of the State of Bihar is hereby pleased to call upon each of the said Council Constituencies, specified in column (1) of the TABLE below, to elect the number of members, specified against that Constituency in column (2) of the said Table, to the Legislative Council of the State, for the purpose of filling the above vacancies, in accordance with the provisions of the said Act and of the rules and orders made there under.

सं0ः 322/बिहार-वि0प0/1/2011ः- यत्‌ः, बिहार राज्य के राज्यपाल ने, लोक प्रतिनिधित्व अधिनियम, 1951; (1951 का 43) की धारा-16 के अधीन जारी और राज्य के शासकीय राजपत्र में 16 मार्च, 2011 को प्रकाषित अधिसूचना द्वारा, बिहार राज्य की विधान परिशद्‌ के लिए नीचे की सारणी के स्तम्भ (1) में विनिर्दिश्ट परिशद्‌ निर्वाचन-क्षेत्रों में से प्रत्येक से यह अपेक्षा की है कि उस निर्वाचन-क्षेत्र के सामने उक्त सारणी के स्तम्भ (2) में विनिर्दिश्ट संख्या में सदस्य निर्वाचित कर दें ।

अतः, अब, लोक प्रतिनिधित्व अधिनियम, 1951 (1951 का 43) की धारा 30 और धारा 56 के अनुसरण में, भारत निर्वाचन आयोग एतद्‌द्वाराः-

(अ) प्रत्येक निर्वाचन-क्षेत्र में उक्त निर्वाचन के संबंध मेंः-

(क) नाम निर्देषन करने की अन्तिम तारीख 23 मार्च, 2011 (बुधवार) (ख) नाम निर्देषन की संवीक्षा की तारीख 24 मार्च, 2011 (गुरूवार) (ग) अभ्यर्थिताएं वापस लेने की अंतिम तारीख 26 मार्च, 2011 (शनिवार) (घ) वह तारीख, जिसको यदि आवष्यक हुआ तो 10 अप्रैल, 2011 (रविवार)

मतदान होगा

(ङ) वह तारीख जिससे पूर्व निर्वाचन सम्पन्न करा लिया 15 अप्रैल, 2011 (षुक्रवार)

जाएगा नियत करता है; और (आ) 8.00 बजे पूर्वाह्‌न से 4.00 बजे अपराह्‌न तक का समय, उस समय के रूप में नियत करता है जिसके दौरान, यदि आवष्यक हुआ तो, उक्त विनिर्दिश्ट तारीख को, मतदान होगा ।

No. 322/BR-LC/1/2011: - WHEREAS, the Governor of the State of Bihar has, by notification issued under section 16 of the Representation of the People Act, 1951 (43 of 1951) and published in the official Gazette of the State on 16th March, 2011, been pleased to call upon each of the Council Constituencies, specified in column (1) of the Table below, to elect the number of members specified against that Constituency in column (2) of the said Table, to the Legislative Council of the State of Bihar.

(cid:18)बहार गजट (असाधारण), 16 माच. 2011 NOW, THEREFORE, in pursuance of sections 30 and 56 of the Representation of the People Act, 1951 (43 of 1951), the Election Commission of India hereby – (A) appoints, with respect to the said election in each of the Constituencies, -

(a) the 23rd March, 2011 (Wednesday), as the last date for making nominations; (b) the 24th March, 2011 (Thursday), as the date for the scrutiny of nominations; (c) the 26th March, 2011 (Saturday), as the last date for the withdrawal of candidatures;

(d) the 10th April, 2011 (Sunday), as the date on which a poll shall, if necessary, be taken; and

(e) the 15th April, 2011 (Friday), as the date before which the election shall be completed; and

(B) fixes the hours from 8.00 A.M. to 4.00 P.M., as the hours during which the poll shall, if necessary, be taken on the date specified above for the election.
