जी0एस0आर0 2, दिनांक 4 दिसम्बर 2012—सरकार की राय में राज्य के किसानों को अपनी उपज का सरकार द्वारा निर्धारित न्यूनतम समर्थन मूल्य का लाभ दिलाने तथा धान एवं चावल की उपलब्धता एवं आपूर्ति सुनिश्चित करने के लिए राज्य में अधिप्राप्ति केन्द्रों का संचालन आवश्यक एवं समीचीन है ।

2. खरीफ विपणन मौसम 2012-13 के अन्तर्गत धान एवं चावल की अधिप्रप्ति करने हेतु बिहार राज्य खाद्य निगम को नोडल एजेन्सी के रूप में नामित किया जाता है एवं बिहार राज्य खाद्य निगम तथा पैक्स को अधिप्राप्ति अभिकरण के रूप में प्राधिकृत किया जाता है । बिहार राज्य खाद्य निगम, प्रत्येक प्रखंड में अपने क्रय केन्द्रों के माध्यम से धान अधिप्राप्ति करेगा । प्राथमिक कृषि साख समितियों (पैक्स) द्वारा किसानों से धान का क्रय कर बिहार राज्य खाद्य निगम के माध्यम से अधिप्राप्ति का कार्य सम्पादित किया जायेगा । बिहार राज्य खाद्य निगम, पैक्सों द्वारा खरीदे गये धान एवं अपने क्रय केन्द्रों पर किसानों से खरीदे गये धान का CMR (Custom Milled Rice) भारतीय खाद्य निगम को सुपूर्द करेगा ।

3- उपभोक्ता मामले, खाद्य एवं सार्वजनिक वितरण मंत्रालय (खाद्य एवं सार्वजनिक वितरण विभाग) भारत सरकार के पत्र सं0 4(2)/2011 पी0वाई0-I दिनांक 23.07.2012 के द्वारा खरीफ विपणन मौसम 2012-13 के अन्तर्गत धान के साधारण एवं गे्रड 'ए' का न्यूनतम समर्थन मूल्य निम्नवत्‌ है :- (रुपये प्रति क्वींटल) धान साधारण 1250.00 ग्रेड 'ए' 1280.002 (cid:18)बहार गजट (असाधारण), 4 *दस,बर 2012 खरीफ विपणन मौसम 2012-13 के अन्तर्गत कस्टम मिल राईस (CMR) का दर भारत सरकार द्वारा यथा निर्धारित प्रभावी होगा ।

4. खरीफ विपणन मौसम 2012-13 के अन्तर्गत धान अधिप्राप्ति कार्यक्रम क्रमशः दिनांक 15.11.12 से 15.04.13 तक के लिए तथा सी0एम0आर0 की अधिप्राप्ति दिनांक 15.11.12 से 31.10.13 तक के लिए प्रभावी होगा।

5. यह अधिसूचना खरीफ विपणन मौसम 2012-13 के अन्तर्गत दिनांक 31.10.13 तक के लिए प्रभावी होगी।

G.S.R. 2, dated 4th December 2012—WHEREAS the Government is of the opinion that for ensuring the MSP to farmers and for securing the availability and supply of Paddy & Rice in the State it is necessary and expedient to establish procurement centres.

2. Bihar State Food Corporation is designated as the Nodal Agency for the procurement of Paddy and Rice for Kharif Marketing Season 2012-13 and Bihar State Food Corporation and Primary Agriculture credit Societies (PACS) are authorized as procuring agencies for the procurement of Paddy during Kharif Marketing season 2012-13. Bihar State Food Corporation will procure Paddy through its purchase centres in each block of the State.

Primary Agriculture credit Societies (PACS) shall also purchase Paddy from farmer and perform the procurement exercise through Bihar State Food Corporation. Bihar State Food Corporation will deliver the CMR (Custom Milled Rice) of Paddy Purchased from PACS and Paddy Purchased from farmers at its own Purchase Centers to the Food Corporation of India.

3. The Minimum Support Price of the Paddy has been fixed up Rs. 1250.00 per quintal for common and Rs. 1280.00 per quintal for Grade-A under Kharif Marketing Season 2012-13 as per letter no. 4(2)/2011 - PY. - I dated 23.07.2012 of the Ministry of Consumer Affairs, Food & Public Distribution (Food & Public Distribution Department) Government of India, New Delhi.

The rates of Custom Milled Rice during Kharif Marketing Season 2012-13 will be effective as per fixation by the Government of India.

4. Paddy procurement programme during Kharif Marketing Season 2012-13 will be effective form 15.11.2012 to 15.04.2013 and Custom Mill Rice (CMR) procurement programme will be effective from 15.11.12 to 31.10.13.

5. This notification shall remain effective till 31.10.13 for Kharif Marketing Season 2012-13.
