(क) नाम निर्देषन करने की अन्तिम तारीख - 04 फरवरी, 2013 (सोमवार) (ख) नाम निर्देषन की संवीक्षा की तारीख - 05 फरवरी, 2013 (मंगलवार) 07 फरवरी, 2013 (गुरूवार) (ग) अभ्यर्थिताएं वापस लेने की अंतिम तारीख- (घ) वह तारीख, जिसको यदि आवष्यक हुआ तो मतदान होगा, और 14 फरवरी, 2013 (गुरूवार) (ड़) वह तारीख जिससे पूर्व निर्वाचन सम्पन्न कर लिया जाएगा 16 फरवरी, 2013 (षनिवार) नियत करता है; और, (इ) 9.00 बजे पूर्वाहन्‌ से 4.00 बजे अपराह्‌न तक का समय, ऐसे समय के रूप में नियत करता है जिसके दौरान यदि आवष्यक हुआ है तो, निर्वाचन के लिए उपर्युक्त विनिर्दिश्ट तारीख को, मतदान होगा ।

((((Iंंंं)))) नीचे की सारणी के स्तम्भ (ं1) में विनिर्दिश्ट अधिकारी को रिटर्निंग आफिसर के रूप में पदाभिहित करता है ; और ((((II)))) उक्त सारण्ाीं के स्तम्भ (2) में विनिर्दिश्ट अधिकारी को, रिटर्निंग आफिसर की उसके कृत्यांें के पालन में सहायता के लिए सहायक रिटर्निंग आफिसर नियुक्त करता है ।

Dated :28th January, 2013 Magha 8, 1934 (Saka) No. 100/CS-BR/1/2013 (1) :- WHEREAS, the seat of Shri Upendra Kushwaha in the Council of States, elected by the elected members of the Legislative Assembly of the State of Bihar, has become vacant on 4th January, 2013 by the reason of his resignation, before the expiration of his term of office which was up to and including the 7th July, 2016; and WHEREAS, a bye-election is to be held for the purpose of filling the vacancy so caused; NOW, THEREFORE, in pursuance of section 147, sub-section (1) of section 39 and section 56 of the Representation of the People Act, 1951 (43 of 1951), the Election Commission of India hereby- (A) calls upon the elected members of the Legislative Assembly of the State of Bihar to elect, before 16th February, 2013 (Saturday), and in accordance with the provisions of the said Act and of the rules and orders made thereunder, a person for the purpose of filling the said vacancy in the Council of States;

(B) appoints, with respect to the said election; ,

(a) the 4th February, 2013 (Monday), as the last date for making nominations; (b) the 5th February, 2013 (Tuesday), as the date for the scrutiny of the nominations; (c) the 7th February, 2013 (Thursday), as the last date for the withdrawal of candidatures;

(d) the 14th February, 2013 (Thursday), as the date on which a poll shall, if necessary, be taken; and

(e) the 16th February, 2013 (Saturday), as the date before which the election shall be completed; and

(C) fixes the hours from 9:00 A.M. to 4:00 P.M., as the hours during which the poll shall, if necessary, be taken on the date specified above for the election.
