8/व 3-157/2003 अंश-I-1318—चूंकि बिहार-राज्यपाल को यह समाधान हो गया है कि ऐसी राज्यपाल को यह समाधान हो गया है कि ऐसी परिस्थितियाँ विद्यमान है जिनके कारण "बिहार राज्य बच्चों की मुफ्त एवं अनिवार्य शिक्षा नियमावली 2011" का संश् परिस्थितियाँ विद्यमान है जिनके कारण "बिहार राज्य बच्चों की मुफ्त एवं अनिव ार्य शिक्षा नियमावली 2011" का संशोधन आगे दी गयी रीति से किया जाना आवश्यक हो गया है; आगे दी गयी रीति से किया जाना आवश्यक हो गया है;
इसलिए अब "बच्चों की मुफ्त एवं अनिवार्य शिक्षा का अधिकार अधिनियम 2009" की धारा- इसलिए अब "बच्चों की मुफ्त एवं अनिवार्य शिक्षा का अधिकार अधिनियम 2009" की धारा-38 द्वारा प्रदत शक्तियों का प्रयोग करते हुुए बिहार के राज्यपाल उक्त नियमावली में संशोधन करने हेतु निम्नलिखित नियमावली बनाते शक्तियों का प्रयोग करते हुुए बिहार के राज्यपाल उक्त नियमावली में संशोधन करने हेतु निम्नलिखित नियमावली बनाते शक्तियों का प्रयोग करते हुुए बिहार के राज्यपाल उक्त नियमावली में संशोधन करने हेतु निम्नलिखित नियमावली बनाते है ।-
संक्षिप्त नियम, विस्तार एवं प्रारंभ ।- (1) यह नियमावली "बिहार राज्य बच्चों की मुफ्त एवं अनिवार्य शिक्षा संक्षिप्त नियम, विस्तार एवं प्रारंभ ।- (1) वली "बिहार राज्य बच्चों की मुफ्त एवं अनिवार्य शिक्षा (संशोधन) नियमावली 2013" कही जा सकेगी। (संशोधन) नियमावली 2013" कही जा सकेगी।
(2) इसका विस्तार संपूर्ण बिहार राज्य में होगा।

2. बिहार राज्य बच्चों की मुफ्त एवं अनिवार्य शिक्षा नियमावली 2011 का भ् ााग 5, (नियम 13 से 72) का बिहार राज्य बच्चों की मुफ्त एवं अनिवार्य शिक्षा नियमावली 2011 का भाग 5, (नियम 13 से 72) का संशोधन।- उक्त नियमावली 2011 का
नियमावली 2011 का भाग 5 (नियम 13 से 72) निम्नलिखित द्वारा प्रतिस्थापित किया जायेगा :-
भाग 5 (नियम 13 से 72) निम्नलिखित द्वारा प्रतिस्थापित किया जायेगा :-
2 (cid:1)बहार गजट (असाधारण), 2 अूील 2014" भाग- V " विद्यालय शिक्षा समिति अधिनियम की धारा 21 एवं 22 के प्रयोजनार्थ विद्यालय शिक्षा समिति का गठन एवं कार्य। 13. (1) समिति का गठन ।- राज्य सरकार/स्थानीय प्राधिकार द्वारा स्थापित, नियंत्रित एवं धारित प्रत्येक प्रारंंभिक विद्यालय के लिए एक विद्यालय शिक्षा समिति का गठन किया जायेगा जिसमें न्यूनतम 50 प्रतिशत मातायें होंगी।
(2) समिति के सदस्यों की संख्या ।- समिति के सदस्यों की कुल संख्या 17 होगी जिसमें निम्नवत् सदस्य होंगे :-
(क) ग्राम पंंचायत/नगर निकाय के सम्बन्धित वार्ड के वार्ड सदस्य जिसमें विद्यालय अवस्थित है ।- 1 (एक)- पदेन अध्यक्ष;
(ख) विद्यालय का प्रधानाध्यापक/प्रधान शिक्षक - 1 (एक)- सदस्य; (ग) छात्र-छात्राओं की माताएँ (चयनित) - 09 (नौ) (चयनित) - सदस्य :- पिछड़ा वर्ग से दो, अत्यन्त पिछड़ा वर्ग से दो, अनुसूचित जाति/अनुसूचित जनजाति से दो, सामान्य जाति से दो तथा एक माता सदस्य निःशक्त बच्चें की माता होगी।
(घ) जीविका के ग्राम संगठन एवं महिला समाख्या के महिला समूह के अध्यक्ष/प्रधान - 2 (दो) सदस्य; (ड॰) छात्र प्रतिनिधि (चयनित) - 2 (दो)- सदस्य; (एक छात्र प्रतिनिधि बाल संसद तथा एक छात्रा प्रतिनिधि मीना मंच की होगी। किन्तु उन्हें मत देने का अधिकार नहीं होगा।)
(च) विद्यालय के वरीयतम शिक्षक - 1 (एक)- सदस्य; (छ) दाता, जो सरकार द्वारा निर्धारित मानकों के अनुसार अधिकतम भूमिदान किया हो अथवा विद्यालय निधि में 10 लाख रूपये अथवा दस लाख रूपये से अधिक राशि दिया हो तो उन्हें या उनके द्वारा नामित उनके परिवार के कोई सदस्य - 1 (एक) - सदस्य;
सम्बन्धित संकुल समन्वयक को विद्यालय षिक्षा समिति की बैठक में विशेष आमंत्रित सदस्य के रूप में आमंत्रित किया जाएगा।
(3) सदस्यता के लिए पात्रता ।- विद्यालय के पूर्ववर्ती वर्गों में, जिन बच्चों की उपस्थिति 50 प्रतिशत से कम होगी वैसे बच्चों की मातायें समिति के सदस्य के रूप में चयनित नहीं किये जायेंगे, लेकिन वर्ग-1 के बच्चों की माताओं के मामले में यह लागू नहीं होगा।
(4) समिति के सदस्यों के चयन की प्र्रक्रिया ।- विद्यालय के प्रधानाध्यापक द्वारा, सम्बन्धित संकुल समन्वयक की सहमति से, नियत तिथि को विद्यालय में नामांकित बच्चों के माता-पिता/अभिभावकों की एक आम सभा बुलाई जाएगी। इसके लिए सूचना पंजी के माध्यम से एक सूचना दी जाएगी। बैठक में संकुल समन्वयक की देख-रेख में सर्वसम्मति से अथवा बहुमत से सदस्यों का चयन किया जाएगा।
(5) विद्यालय शिक्षा समिति का निबंधन ।- समिति के गठन के उपरान्त, संकुल समन्वयक की अनुषंसा पर, प्रखंड शिक्षा पदाधिकारी द्वारा समिति का निबंधन किया जाएगा।
(6) समिति के गठन के संबंध में अपील ।- समिति के गठन के विरूद्ध शिकायत के संबंध में, जिला कार्यक्रम पदाधिकारी (प्रारंभिक शिक्षा एवं सर्वशिक्षा अभियान) के पास, गठन की तिथि से 15 दिनों के भीतर, अपील दायर किया जा सकेगा। अपील का निष्पादन इसके दायर होने के 30 दिनों के भीतर किया जायेगा। (7) समिति का अध्यक्ष ।- सम्बन्धित वार्ड सदस्य समिति के पदेन अध्यक्ष होंगे। (8) समिति का सचिव ।- समिति के सचिव का चयन चयनित सदस्यों के द्वारा अपने में से बहुमत से किया जाएगा।
(9) समिति का कार्यकाल ।- समिति का कार्यकाल निबंधन की तिथि से तीन वर्ष तक होगा। समिति का पुनर्गठन उसके कार्यकाल पूर्ण होनेे के पूर्व किया जायेगा।
(10) बैठक का कोरम ।- बैठ़क के कोरम के लिए दो-तिहाई सदस्यों की उपस्थिति आवष्यक होगी। कोरम की अनुपस्थिति में, बैठक स्थगित कर दी जाएगी किन्तु जब उसी ऐजेण्डा के लिए पुनः बैठ़क बुलाई जाती है तो कोरम आवश्यक नहीं होगा।
(11) विद्यालय शिक्षा समिति की बैठक ।- समिति की बैठक प्रत्येक माह में एक बार आयोजित की जायेगी। अध्यक्ष की अनुमति से सचिव के द्वारा बैठक बुलायी जायेगी। यदि अध्यक्ष के द्वारा लगातार तीन माह तक बैठक बुलाने की अनुमति न दी जाय तो प्रखंड शिक्षा पदाधिकारी को समिति के सचिव को बैठक बुलाने हेतु नोटिस जारी करने का अधिकार होगा। तद्नुसार सचिव समिति की बैठक बुलायगा। यदि बैठक में अध्यक्ष भाग नहीं लेते हैं तो समिति के उपस्थित सदस्यों की सर्वसम्मति से अध्यक्ष का चयन उस बैठक के लिए किया जा सकेगा।3 (cid:1)बहार गजट (असाधारण), 2 अूील 2014 (12) विद्यालय शिक्षा समिति के सदस्यों का हटाया जाना ।- यदि विद्यालय शिक्षा समिति का कोई सदस्य, समिति की बैठक में, बिना सूचना के लगातार तीन बैठकों में अनुपस्थित रहें तो समिति के अन्य सदस्यों द्वारा, बैठक में प्रखंंड शिक्षा पदाधिकारी अथवा उनके द्वारा प्राधिकृत अधिकारी/कर्मी की उपस्थिति में, प्रस्ताव पारित होने पर उसकी सदस्यता समाप्त की जा सकेगी। हटाये गए सदस्यों के स्थान पर नए सदस्य का चयन नियम 13 (4) के अनुसार शेष अवधि के लिए किया जा सकेगा।
(13) समिति के सदस्यो का त्याग-पत्र/हटाया जाना ।- समिति के सदस्य अपना त्याग पत्र समिति के अध्यक्ष को दे सकेंगे तथा इसकी एक प्रति संबंधित प्रखंड शिक्षा पदाधिकारी को दी जायगी। त्याग-पत्र का अधिप्रमाणन समिति के अध्यक्ष के द्वारा पत्र प्राप्ति के दो दिनों के भीतर कर ली जायेगी। त्याग-पत्र देने के पाँच दिनों के भीतर त्याग पत्र वापस लिया जा सकेगा। इसकी औपचारिक घोषणा अध्यक्ष के द्वारा की जायेगी।
जिला शिक्षा पदाधिकारी विद्यालय शिक्षा समिति के सचिव एवं अन्य सदस्यों के विरूद्ध प्राप्त शिकायतों की जाँच प्रखंड शिक्षा पदाधिकारी से अन्यून पंक्ति के पदाधिकारी से करवा सकेंगे। यदि शिकायत सत्य पायी जायेगी तो जिला शिक्षा पदाधिकारी के आदेश से सदस्यों को समिति की बैठकों के लिए निलंबित किया जा सकेगा, चेतावनी दी जा सकेगी या समिति से हटाया जा सकेगा। कदाचार तथा समिति की निधि के विपथन एवं दुर्विनियोग के मामले में, सचिव को हटाने सहित विधिक कार्रवाई भी की जा सकेगी। हटाये जाने के चलते उत्पन्न रिक्तियाँ विहित प्रक्रिया के अनुसार भरी जा सकेगी।
(14) विद्यालय षिक्षा समिति का विधटन ।- अगर सरकार का यह समाधान हो कि किसी विद्यालय की शिक्षा समिति, नियमावली के प्रावधानों के अनुसार, विद्यालय के हित में कार्य नहीं कर रही है तथा विद्यालय का विकास इस समिति से संभव नहीं है या समिति बच्चों के षिक्षा के अधिकार के दायित्वों का अनुपालन करने में असफल रही है अथवा सरकार द्वारा निदेशित कार्यो को पूरा करने में असफल रह रही है तो सरकार, वर्त्तमान समिति को विघटित करते हुए, नई समिति का गठन करने का विनिष्चय कर सकेगी। सरकार ऐसा विनिश्चय जिला शिक्षा पदाधिकारी/उप विकास आयुक्त/जिला पदाधिकारी एवं अन्य के प्रतिवेदन के आधार पर कर सकेगी।
(15) विद्यालय षिक्षा समिति की शक्तियाँ एवं कृत्य ।- विद्यालय शिक्षा समिति की निम्नलिखित शक्तियाँ एवं कृत्य होंगे :-
(क) विद्यालय के संचालन का अनुश्रवण करना; (ख) विभिन्न स्रोेतों से प्राप्त निधि का उचित उपयोग;
(ग) विद्यालय के पोषक क्षेत्र के भीतर 6-14 आयुवर्ग के बच्चों का शत-प्रतिशत नामांकन सुनिश्चित करना तथा बच्चों की शिक्षा के अधिकार की पूर्ति में सहयोग करना;
(घ) सरकार के नियमों के अनुसार, विद्यालय का भवन निर्माण, एवं भवन के रख-रखाव में जन अंशदान प्राप्त करना;
(च) नियमानुसार मध्याह्न भोजन की व्यवस्था हेतु आवश्यक निर्णय लेना और उसका पर्यवेक्षण करना; (छ) यह ध्यान रखना कि शिक्षकों को गैर शैक्षणिक कार्यो में नहीं लगाया जाय; (ज) शिक्षकों के लगातार अथवा आदतन अनुपस्थिति, उनके द्वारा बच्चों की प्रताड़ना, अपमान अथवा भेदभाव करने के बारे में समिति द्वारा समुचित अनुसंधान के बाद सक्षम प्राधिकार को प्रतिवेदन देना;
(झ) प्रत्येक विद्यालय शिक्षा समिति वित्तीय वर्ष के प्रारंभ होने के कम से कम 2 (दो) माह पूर्व विद्यालय विकास योजना तैयार करेगी। विद्यालय विकास योजना प्रखंड शिक्षा पदाधिकारी के द्वारा दिये गए दिशा-निर्देश के आलोक में तैयार की जायेगी जिसमें विद्यालय के समग्र विकास के लिए कार्य योजना तथा विद्यालय को प्राप्त होने वाले विभिन्न अनुदानों के व्यय के भी प्रस्ताव का विवरण होगा। समिति द्वारा तैयार की गई विद्यालय विकास योजना को माता-पिता एवं अभिभावकों की सामान्य निकाय का अनुमोदन प्राप्त किया जायेगा। अनुमोदित विद्यालय विकास योजना प्रखंड शिक्षा पदाधिकारी के माध्यम से जिला कार्यालय को प्रेषित की जायगी;
(ट) समय-समय पर आवश्यकतानुसार समिति को अन्य कार्य भी सौंपे जा सकेंगे।
(16) विद्यालय शिक्षा विकास निधि ।- प्रत्येक विद्यालय में विद्यालय शिक्षा विकास निधि के नाम से एक निधि का सृजन किया जाएगा। विद्यालय विकास हेतु प्राप्त सभी राशि इस निधि के खाते में जमा की जाएगी। खाते का संचालन समिति के अध्यक्ष अथवा सचिव तथा विद्यालय के प्रधानाध्यापक/प्रधान शिक्षक के संयुक्त हस्ताक्षर से होगा। समिति को अधिकार होगा कि वह जनभागीदारी से विद्यालय के विकास हेतु नगद राशि, एवं सामग्री प्राप्त कर सके। जन अंशदान के माध्यम से प्राप्त राशि भी विद्यालय शिक्षा समिति के खाते में जमा की जाएगी, किन्तु इसके व्यय के लिए एक अलग पंजी संधारित की जाएगी। विद्यालय शिक्षा विकास निधि के अंकेक्षण कराने की व्यवस्था सरकार करेगी। जन अंशदान से प्राप्त राशि निम्नलिखित रूप में व्यय की जा सकेगी :-
4(cid:1)बहार गजट (असाधारण), 2 अूील 2014 (क) कोष में दान स्वरूप प्राप्त राशि में से एक लाख रूपये से अधिक का व्यय विद्यालय शिक्षा समिति की अनुशंसा और जिला शिक्षा पदाधिकारी के अनुमोदन पर संबंधित समिति के द्वारा किया जा सकेगा। एक लाख रूपये तक का व्यय समिति के द्वारा की जा सकेगी।
(ख) एक लाख रूपया या इससे अधिक किसी एक दानदाता से दान स्वरूप प्राप्त राशि का व्यय दाता की अनुशंसा के अनुरूप विद्यालय हित में किया जाएगा। उदाहरणस्वरूप, अगर दाता विद्यालय में चापाकल के स्थापना अथवा छात्राओं के लिए शौचालय के निर्माण के लिए अनुशंसा करते हैं तो तदनुसार राशि खर्च की जायगी। अगर दाता अपनी कोई इच्छा व्यक्त नहीं करते हैं तो दान स्वरूप प्राप्त राशि मूलतः विद्यालय की आधारभूत संरचना यथा-उपस्कर, ब्लैकबोर्ड, चापाकल-स्थापना, शौचालय का निर्माण, मरम्मति आदि पर व्यय की जा सकेगी।
(ग) अगर किसी व्यक्ति द्वारा एक करोड़ या एक करोड़ रूपये से अधिक की नगद राशि विद्यालय निधि में दान की जाती है तो विद्यालय के मुख्य-द्वार पर उस व्यक्ति अथवा उसकी इच्छा के व्यक्ति का नाम लिखा जा सकेगा।
(17) पंचायती राज संस्था/नगर निकायों के साथ समन्वय ः- विद्यालय शिक्षा समिति पंचायती राज संस्थाओं/नगर निकायों की उप समिति के रूप में कार्य करेगी जैसा कि सम्बन्धित अधिनियम/नियमावली में विहित हो।

No. 8/W 3-157/2003 Part–1-1318—The Governor of Bihar is satisfied that such circumstances exist which render it is necessary to amend the "The Bihar state free and compulsory education for children Rules 2011" in here to fore manner;
Now therefore, in exercise of the powers conferred by section 38 of "The Right of children to Free and Compulsory Education Act 2009", the Governor of Bihar is pleased to make the following Rules to amend in the said Rules:- Title, extent and commencement |- 1. (1) These Rules may be called the Bihar State Free and Compulsory Education for Children (amendment) Rules, 2013.
(2) It shall extend to the whole of The State of Bihar. (3) It shall come into force from the date of issuance of the notification.
2. Amendment of chapter 5, (Rules 13 to 72) of Bihar State Free and Compulsory Education for Children Rules 2011. Chapter 5 ( Rules 13 to 72) of the said Rules 2011 shall be substituted by the following:-
"Chapter-V" (School Education Committee) Constitution and functions of School Education Committee for the purpose of section 21 and 22 of the Act. 13. (1) Constitution of the committee |- A School Education Committee shall be constituted for each Elementary School, established and controlled and held by the State Government/Local Authority in which at least 50% members will be the mothers of the children.
(2) Number of The Members of the committee |- Total Number of the members of the committee will be 17, in which members will be as follows :- (a) The ward member of the concerned ward of the Gram panchayat/ Nagar Nikay in which the school is situated.- 1(one) ex-officio chairman;
(b) The headmaster/head teacher of the school.- 1(one)-member; (c) Mothers of students(selected) - 09 (Nine)-members :- Two from Backward Class, two from Extremely Backward Class, two from scheduled castes/scheduled tribes, two from general category, one mother of the disabled child.
5 (cid:1)बहार गजट (असाधारण), 2 अूील 2014(d) The Chairperson heads of village organization (V.O) of jeevika and Mahila samakhya - 02 (two) members; (e) Students Representative(selected)-2(two)-member; There will be one student representative from Bal Sansad and one Girl Student representative from Meena Manch but they shall not have right to vote; (f) Senior most teacher of the school- 1(one) member; (g) The donor, who has donated maximum land as per the norms determined by the government or who has donated the amount of Rs. ten lakh or more than ten lakhs in the school fund, he or any member of his family nominated by him : - 1(one) member;
The concerned cluster-coordinator shall also be invited as the special invitee member in the meeting of school Education Committee. (3) Eligibility for membership |- The mothers of the such students whose attendance will be less than 50% in the previous classes of the school shall not be eligible to be selected as the member of the committee but it will not apply in case of mothers of students of class-I.
(4) Process of selection of members of the committee |- A general meeting of parent/guardian of the students enrolled in the school will be called by the headmaster of the school on fixed date with the consent of the concerned cluster coordinator. For this, a notice will be given through the notice register. Members will be selected unanimously or by majority of votes under the supervision of the Cluster Coordinator.
(5) Registration of School Education Committee |- After constitution, the committee will be registered by the Block Education Officer on the recommendation of the Cluster Coordinator.
(6) Appeal relating to the Constitution of the Committee |- An appeal may be filed before the District Programme Officer (Elementary Education and SSA) with regard to complain against the constitution of the committee within 15 days from the date of constitution. The appeal will be disposed within 30 days of its filing.
(7) Chairman of the committee |- The ward member will be the ex-officio chairman of the committee.
(8) Secretary of the committee |- The secretary will be chosen from amongst the selected members by majority.
(9) Tenure of the committee |- The tenure of the committee shall be of three years from the date of its registration. The committee shall be reconstituted before the completion of its tenure.
(10) Quorum |- The attendance of two-third members will be required for the quorum of the meeting.. In absence of the quorum, the meeting will be postponed but when the meeting is called up again for the same agenda the quorum will not be required.
(11) Meeting of the School Education Committee |- Meeting of the committee shall be held once in every month. With the permission of the chairman, the meeting will be called by the secretary. If the permission is not given by the chairman for calling the meeting for three months consequitively, the Block Education Officer shall have the right to issue the notice to the secretary of the committee to call up the meeting. Accordingly, the secretary will call up the meeting. If the Chairman does not participate in the meeting, selection of the Chairman may be made unanimously by the present members of the Committee for that meeting.
6 (cid:1)बहार गजट (असाधारण), 2 अूील 2014 (12) Removal of the members of the School Education Committee |- If a member of the School Education Committee remains absent in three meetings continuously without any information, his membership may be terminated on the passing of a proposal by the other members in the meeting in the presence of the Block Education Officer or an authorized officer by him. In place of such removed members new members may be selected according to rule 13(4) for the remaining period.
(13) Resignation/Removal of the members of the committee |- The members of the committee may submit their resignation to the chairman of the committee and a copy of that shall be given to the concerned block education officer. Authentication of the resignation will be completed by the chairman within two days from the date of its receipt. The resignation may be withdrawn within the five days of its submission. Its formal announcement will be made by the chairman.
The District Education Officer may get the complaint received against the secretary or the members enquired by an officer not below the rank of block education officer. If the complain is found true the members concerned may be suspended for meetings, may be warned or may be removed from the committee by the order of the District Education Officer. In case of misconduct, diversion and misappropriation of the fund of the Committee the legal action may be taken. The vacancies arises due to removal may be filled up as per the prescribed procedure.
(14) Dissolution of School Education Committee |- If the government is satisfied that the School Education Committee is not functioning for the welfare of the school according to the provisions of the Rules or the development of the school is not possible by this committee or the committee has failed to perform the responsibility to ensure the right of education to the children, the government may take a decision to constitute a new committee dissolving the present committee. The government may take such decision on the report of District Education Officer/ Deputy Development Commissioner/ District Magistrate.
(15) Powers and Functions of School Education Committee |- The School Education Committee shall have the following powers and functions - (a) To monitor the conduct of the school.
(b) Proper utilization of fund received from different sources; (c) To ensure hundred percent enrolment of the children of age group 6-14 years of the feeder area of the school and to help in fulfilling the right of education to children;
(d) To construct the school building as per the government norms and to get public contribution in the maintenance of school building;
(e) Supervision & taking proper decision for the mid-day meal arrangement as per the rules;
(f) To keep vigil that teachers are not to be engaged in non-teaching works; (g) To report to the competent authority after proper investigation about the continuous and habitual absenteeism of teachers and with regard to torture, humiliation or discrimination against children;
(h) Each School Education Committee will prepare the school development plan at least 2 (two) months before the beginning of financial year. The school development plan will be prepared according to the guidelines given by the Block Education Officer in which there will be statement of the overall development of the school and the proposals for expenditure of different types of grants to be received by the school. The development plan prepared by the committee will be approved by the general7 (cid:1)बहार गजट (असाधारण), 2 अूील 2014 body of the parents and guardians. The approved School development plan will be sent to the district office through Block Education Officer.
(i) Other works also may be entrusted to the committee from time to time. (16) School Education development fund |- A fund in the name of School Education Development Fund shall be created in each School. All amount received for development of the school will be deposited in the account of this fund. The account shall be operated jointly either by the Chairman or the Secretary of the committee and the headmaster/head teacher of the school. The committee shall have the right to receive cash and materials by public partnership for the development of the school. The amount received through public contribution will be deposited in the account of School Education Committee, but a separate register for the expenditure of such fund will be maintained. The government will make arrangement for the audit of School Education Development Fund. The fund received from public contribution may be spent in the following manner :- (a) The expenditure more than Rs. one lakh from the amount received as donation in the fund may be made by on the approval of the District Education Officer and on the recommendation of the school Education Committee. The expenditure up to Rs. one lakh may be made by the committee.
(b) The amount of Rs. one lakh or more received from one donor as donation may be spent in the interest of the school as pear the recommendation of the donor. For example, if the donor recommends for establishment of a handpump or for construction of a toilet for girls, the amount will be spent accordingly. If the donor does not express his any desire the amount received as donation may be spent primarily on infrastructure i.e. furniture, blackboard, establishment of handpump, toilet construction, repair etc.
(c) If the cash amount of Rs. one crore or more than one crore is donated by any person in the school fund, the name of that person or the person of his choice may be inscribed on the main gate of the school.
(17) Coordination with panchayti Raj institutions/Nagar Nikays |- The School Education Committee shall function as the sub-committee of the panchayti raj institutions/nagar nikay as prescribed in the concerned Act/Rules.
