अध्याय -1
सामान्य प्रावधान
1. संक्षिप्त नाम, विस्तार एवं प्रारम्भ। -
संक्षिप्त नाम, विस्तार एवं प्रारम्भ। - (1) यह नियमावली बिहार पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त्त) यह नियमावली बिहार पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त्त) नियमावली 2014 कही जा सकेगी।
(2) इसका विस्तार संपूर्ण बिहार राज्य में होगा। इसका विस्तार संपूर्ण बिहार राज्य में होगा।
(3) यह बिहार सरकार के राजपत्रा में अधिसूचना के प्रकाशन की तिथि से प्रवृत्त होगी। सरकार के राजपत्रा में अधिसूचना के प्रकाशन की तिथि से प्रवृत्त होगी।
इस नियमावली में जब तक संदर्भ से अन्यथा अपेक्षित न हो :- 2. परिभाषाएँ। -इस नियमावली में जब तक संदर्भ से अन्यथा अपेक्षित न हो :-
( i) ''राज्य सरकार'' से अभिप्रेत है बिहार सरकार ; ''राज्य सरकार'' से अभिप्रेत है बिहार सरकार ;
(ii) ''नियुक्ति प्राधिकार'' से अभिप्रेत है राज्यपाल, बिहार सरकार ; ''नियुक्ति प्राधिकार'' से अभिप्रेत है राज्यपाल, बिहार सरकार ;
(iii) ''सेवा नियंत्राी प्राधिकार'' से अभिप्रेत है प्रधान सचिव/ सचिव, पशु एवं मत्स्य संसाधन विभाग, बिहार सरकार। ''सेवा नियंत्राी प्राधिकार'' से अभिप्रेत है प्रधान सचिव/ सचिव, पशु एवं मत्स्य संसाधन विभाग, बिहार सरकार। ''सेवा नियंत्राी प्राधिकार'' से अभिप्रेत है प्रधान सचिव/ सचिव, पशु एवं मत्स्य संसाधन विभाग, बिहार सरकार। (iv) ''विभाग'' से अभिप्रेत है पशु एवं मत्स्य संसाधन विभाग। ''विभाग'' से अभिप्रेत है पशु एवं मत्स्य संसाधन विभाग।
(v) ''आयोग'' से अभिप्रेत है बिहार लोक सेवा आयोग। ''आयोग'' से अभिप्रेत है बिहार लोक सेवा आयोग।(cid:1)बहार गजट (असाधारण), 11111111 &दस(ब&दस(ब&दस(ब&दस(बर र र र 2014201420142014 2 (vi) ''विशेषज्ञ कर्त्तव्य'' से अभिप्रेत है राज्य सरकार द्वारा यथा घोषित वैसी सेवा / पद जिसके लिए विशिष्ट योग्यता/अनुभव अपेक्षित है।
(vii) ''विशेषज्ञ'' से अभिप्रेत है वैसे पशु चिकित्सक जिसे पशु चिकित्सा अथवा पशुपालन विज्ञान के किसी विषय में M.V. Sc. vFkok Ph.D. या समकक्ष उच्चतर डिग्री प्राप्त है।
(viii)''मान्यता प्राप्त संस्थान'' से अभिप्रेत है वैसे शिक्षण, शोध अथवा अन्य संस्थान, जो भारतीय पशु चिकित्सा परिषद् अधिनियम 1984 (केन्द्रीय अधिनियम 52/ 1984) के प्रथम तथा द्वितीय अनुसूची के अन्तर्गत सूचीबद्ध है ;
(ix) ''सेवा'' से अभिप्रेत है बिहार पशुचिकित्सा सेवा ;
(x) ''सदस्य'' से अभिप्रेत है बिहार पशुचिकित्सा सेवा में नियुक्त पशुचिकित्सक ;
(xi) ''राज्य परिषद्'' से अभिप्रेत है बिहार पशुचिकित्सा परिषद् ;
(xii) बैचलर इन वेटनरी साइंस एण्ड एनिमल हसबैन्ड्री (B.V.Sc. & A.H.) की डिग्री से अभिप्रेत है, भारतीय पशु चिकित्सा परिषद् से अनुमान्यता प्राप्त बी0वी0एस0सी0 एवं ए0एच0 की डिग्री ;
(xiii) एम0वी0एस0सी0 से अभिप्रेत है, भारतीय पशु चिकित्सा परिषद से अनुमान्यता प्राप्त एम0वी0एस0सी0 की डिग्री ;
(xiv) 'बिहार वेटनरी सेवा' से अभिपे्रत है बिहार एवं उड़ीसा वेटनरी सर्विस वर्ग-1 (वर्गीकरण, नियंत्राण एवं अपील) असैनिक सेवा नियमावली के अधीन अनुमान्य बिहार वेटनरी सेवा ;
(xv) ''विभागीय प्रोन्नति समिति'' से अभिप्रेत है सेवा के विभिन्न पदों पर प्रोन्नति दिये जाने हेतु विभाग द्वारा गठित विभागीय प्रोन्नति समिति।
अध्याय- 2
बिहार पशुचिकित्सा सेवा
3. सेवा का गठन। - (1) राज्य सरकार के अधीन नियमित रूप से नियुक्त पशुचिकित्सक (वेटनरी चिकित्सक) की सेवा को बिहार पशुचिकित्सक सेवा कहा जा सकेगा।
(2) बिहार पशु चिकित्सा सेवा में निम्नलिखित दो संवर्ग होंगे :-
(क) बिहार पशुचिकित्सा सेवा - सामान्य संवर्ग
(ख) बिहार पशुचिकित्सा सेवा - विशेषज्ञ संवर्ग
(3) इस नियमावली के लागू होने के पूर्व से बिहार पशुपालन सेवा/बिहार वेटनरी सेवा में नियुक्त एवं कार्यरत पशु चिकित्सक स्वतः इस सेवा में शामिल समझे जायेंगे।
(4) राज्य सरकार पशु चिकित्सा क्षेत्रा में विशेषज्ञ सेवाओं, शोध एवं प्रशिक्षण आदि को बढ़ावा देने के लिए कुछ पदों को विशेषज्ञ पदों के रूप में चिन्हित कर सकेगी। इन पदों की अर्हत्ता पशु चिकित्सा अथवा पशुपालन विज्ञान के किसी विषय में M.V. Sc. अथवा Ph.D. या समकक्ष उच्चतर डिग्री होगी। विशेषज्ञ पदों का सरकार द्वारा विनिश्चित नियमों का ध्यान रखते हुए पुनर्निर्धारण करने की शक्ति प्रशासी विभाग को होगी।
(5) सामान्य संवर्ग में निम्नलिखित पद पद- सोपान होंगे :-
(i) प्रखंड पशु चिकित्सा पदाधिकारी एवं समकक्ष पद (मूल कोटि)
(ii) अनुमंडल स्तर के पद यथा अनुमंडल पशुपालन पदाधिकारी एवं समकक्ष पद (प्रथम प्रोन्नति स्तर)
(iii) जिला स्तर के पद यथा जिला पशुपालन पदाधिकारी एवं समकक्ष पद (द्वितीय प्रोन्नति स्तर)
(iv) प्रमंडल स्तर के पद यथा क्षेत्राीय निदेशक एवं समकक्ष पद (तृतीय प्रोन्नति स्तर)
(v) अपर निदेशक, पशुपालन निदेशालय (चतुर्थ प्रोन्नति स्तर)
नोट ः- उपर्युक्त क्रमांक (ii) से (v) में उल्लिखित पदों की संख्या, समय-समय पर, विभाग द्वारा, विनिश्चित सामान्य संवर्ग एवं विशेषज्ञ संवर्ग के लिए अलग-अलग संख्या विनिश्चित की जायेगी।3 (cid:1)बहार गजट (असाधारण), 11111111 &दस(ब&दस(ब&दस(ब&दस(बर र र र 2014201420142014 4. बिहार पशुचिकित्सा सेवा में नियुक्ति राज्य सरकार द्वारा पशु चिकित्सा पदाधिकारी एवं विशेषज्ञ पदों पर होगी। प्रत्येक वर्ष उपलब्ध रिक्तियों को ध्यान में रखते हुए इस नियमावली की विहित प्रक्रिया अनुसार इनका चयन किया जायगा। यह चयन बिहार लोक सेवा आयोग के माध्यम से होगा और सरकार द्वारा विनिश्चित आयु सीमा एवं आरक्षण नियमों का पालन आवश्यक होगा।
5. अर्हता। - (1) सामान्य संवर्ग/विशेषज्ञ संवर्ग में नियुक्ति के लिए न्यूनतम शैक्षणिक अर्हता भारतीय पशुचिकित्सा परिषद् द्वारा मान्यता प्राप्त विश्वविद्यालय से बी0भी0एस0सी0 एण्ड ए0एच0 (B.V.Sc. & A.H.) की डिग्री होगी। किसी सरकारी अस्पताल में नियमित/अनुबंध के आधार पर नियुक्ति पशुचिकित्सकों को कार्यानुभव के लिए अधिमानता दी जा सकेगी।
(2) सामान्य संवर्ग/विशेषज्ञ संवर्ग में नियुक्ति हेतु, पशु चिकित्सकों के चयन के लिए, अभ्यर्थियों को उनकी शैक्षणिक योग्यता, कार्य अनुभव एवं मौखिक साक्षात्कार के लिए अंक प्रदान किये जायेंगे।
शैक्षणिक योग्यता, कार्यानुभव एवं साक्षात्कार के लिए कुल विनिश्चित अंक 100 (एक सौ) होंगे एवं इनका विनिश्चय निम्नवत होगा :-
सामान्य संवर्ग। -
(i) बी0वी0एस0सी0 एण्ड ए0एच0 (B.V.Sc. & A.H.) में प्राप्तांक ................. कुल 50 अंक
(ii) स्नातकोत्तर अथवा उच्चतर डिग्री ............................................................... कुल 05 अंक
(iii) सरकारी पशुचिकित्सालयों में नियमित नियुक्ति/अनुबंध
के आधार पर नियुक्ति उपरांत कार्यानुभव के लिए अंक ........................ कुल 20 अंक
प्रत्येक पूर्ण वर्ष के अनुभव के लिए 4 अंक एवं अधिकतम
20 अंक दिये जा सकते है।
(iv) मौखिक साक्षात्कार ....................................................................................... कुल 25 अंक
विशेषज्ञ संवर्ग। -
(i) एम0वी0एस0सी0 एण्ड ए0एच0 (M.V.Sc. & A.H.) में प्राप्तांक .............. कुल 50 अंक
(ii) सरकारी पशुचिकित्सालयों में नियमित /अनुबंध नियुक्ति
उपरांत कार्य अनुभव ..................................................................................... कुल 20 अंक
प्रत्येक पूर्ण वर्ष के अनुभव के लिए 4 अंक एवं अधिकतम 20 अंक दिये जा सकते है।
(iii) मौखिक साक्षात्कार ....................................................................................... कुल 30 अंक
(3) परीक्षा होने वाला वर्ष की पहली अगस्त को उम्मीदवार की अधिकतम आयु सीमा वही होगी जो राज्य सरकार (सामान्य प्रशासन विभाग) के द्वारा, समय-समय पर, आरक्षण कोटिवार विनिश्चत की जाय।
(4) अभ्यर्थी को अच्छे नैतिक चरित्रा एवं मानसिक और शारीरिक रूप से स्वस्थ होना चाहिए।
(5) अभ्यर्थी को भारतीय पशु चिकित्सा परिषद् अथवा उसके अधीन गठित अन्य राज्य पशु चिकित्सा परिषद् से स्थायी रूप से रजिस्ट्रीकृत होना चाहिए।
टिप्पणी। -
(क) बी0वी0एस0सी0 एण्ड ए0एच0 (B.V.Sc. & A.H.) के लिए किसी अभ्यर्थी को प्रदान किए जाने वाले अंकों का अवधारण उक्त कोर्स की परीक्षा में प्राप्त कुल अंकों के प्रतिशत को 0.5 के गुणक से गुणा करके होगा। यथा, यदि किन्हीं अभ्यर्थी द्वारा 50 प्रतिशत अंक प्राप्त किया गया हो तो उन्हें 50 x 0.5 = 25 अंक दिये जायेंगे।
(ख) सामान्य / विशेषज्ञ संवर्ग में नियुक्ति हेतु विचारण में अभ्यर्थियों के लिए न्यूनतम अंक सामान्य प्रशासन विभाग द्वारा समय-समय पर निर्गत परिपत्राों में निर्धारित अंक के अनुसार होगा। 4 (cid:1)बहार गजट (असाधारण), 11111111 &दस(ब&दस(ब&दस(ब&दस(बर र र र 2014201420142014 6. आरक्षण। -सेवा या संवर्ग में नियुक्ति एवं प्रोन्नति में राज्य सरकार द्वारा समय-समय पर निर्गत आरक्षण रोस्टर के प्रावधान लागू होंगे।
अध्याय- 3
सीधी भर्त्ती
7. सेवा के दोनों संवर्गों की मूल कोटि में भर्ती इस नियमावली के अध्याय- 2 के प्रावधानों के अनुसार आयोग द्वारा विज्ञापित कर सीधी भर्त्ती से की जायगी। दोनों संवर्गों की वरीयता सूची आयोग द्वारा अनुशंसित मेधा सूची के आधार पर अलग-अलग विनिश्चित की जायगी।
8. विभाग प्रति वर्ष 1, अप्रैल की स्थिति के आधार पर सीधी भर्त्ती द्वारा मूल कोटि के पदों को भरी जाने वाली आरक्षणवार रिक्तियों की गणना कर आयोग को भेजेगा।
9. परिवीक्षा एवं सम्पुष्टि। -नियुक्ति परिवीक्षा पर की जायगी। उनकी सेवा अभिलेख उपलब्ध रहने पर तथा विहित विभागीय परीक्षा में उत्तीर्ण होने के पश्चात् स्थायी/सम्पुष्ट कीे जा सकेगी।
टिप्पणी। -
बिहार पशुपालन सेवा पदाधिकारी विभागीय परीक्षा नियमावली 1967 (ज्ञाप संख्या- VIER (1) 67 ए0 एच0 5718 दिनांक- 15वीं मई, 1967) में निहित प्रावधानों को पूरा करते हों एवं विहित मापदण्ड के अनुसार विभागीय परीक्षा में उत्तीर्णता प्राप्त हो।
अध्याय- 4
पदों का वर्गीकरण, प्रोन्नति आदि
10. प्रोन्नति के लिए विनिश्चित अर्हताएँ। -(1) दो वर्षों की संतोषप्रद परिवीक्षा अवधि के उपरान्त, पशुचिकित्सकों की सेवा अध्याय- 3 के नियम-9 के प्रावधान को ध्यान में रखते हुए, संपुष्ट की जायेगी।
(2) विभागीय प्रोन्नति समिति की अनुशंसा के आधार पर प्रोन्नति विचारणीय होगा। विभागीय प्रोन्नति समिति निम्नलिखित बातों पर विचार कर प्रोन्नति अनुशंसा करेगीः-
(क) चारित्रिाक अभ्युक्तियाँ।
(ख) स्वच्छता प्रतिवेदन।
(ग) राज्य सरकार द्वारा इस प्रयोजनार्थ समय-समय पर विनिश्चित अन्य मापदंड।
(3) प्रोन्नति के लिए कालावधि एवं अन्य शर्त्तें विभाग द्वारा सामान्य प्रशासन विभाग के परामर्श के पश्चात् अलग से विनिश्चित की जायगी।
(4) अपर निदेशक के नीचे के पदों पर प्रोन्नति के लिए सामान्य प्रशासन विभाग द्वारा अधिसूचित विभागीय प्रोन्नति समिति के अध्यक्ष उक्त समिति के वरीयतम प्रधान सचिव होंगे। अपर निदेशक के पद पर प्रोन्नति बिहार लोक सेवा आयोग के अध्यक्ष/सदस्य की अध्यक्षता में गठित समिति द्वारा की जायेगी। इन दोनों विभागीय प्रोन्नति समितियों के सदस्य सचिव प्रधान सचिव/सचिव, पशु एवं मत्स्य संसाधन विभाग होंगे तथा उनमें सामान्य प्रशासन विभाग के प्रतिनिधि तथा सामान्य प्रशासन विभाग द्वारा नाम निर्दिष्ट अनुसूचित जाति/जन जाति के एक प्रतिनिधि सदस्य के रूप में नामित होंगे।
अध्याय- 5
प्रकीर्ण
11. कठिनाइयाँ दूर करने की शक्ति। -विभाग इस नियमावली के किसी भी नियम को लागू करने में होने वाली किसी कठिनाई को विधि विभाग के परामर्श के पश्चात् सामान्य या विशेष आदेश द्वारा, जो इस नियमावली के प्रावधानों से असंगत न हो, दूर कर सकेगा।5 (cid:1)बहार गजट (असाधारण), 11111111 &दस(ब&दस(ब&दस(ब&दस(बर र र र 2014201420142014 12. निरसन एवं व्यावृत्ति। -(1) संकल्प संख्या- 1291 - D दिनांक 11.04.1935 द्वारा जारी बिहार एवं उड़ीसा वेटनरी सर्विस वर्ग- 1 के (वर्गीकरण, नियंत्राण एवं अपील) असैनिक सेवा नियमावली एतद् द्वारा निरसित की जाती है।
(2) ऐसे निरसन के होते हुए भी, उक्त नियमावली के अधीन किया गया कुछ भी या की गयी कोई कार्रवाई इस नियमावली के अधीन किया गया या की गई मानी जायेगी मानो यह नियमावली उस दिन प्रवृत थी जिस वैसा कुछ किया गया था या वैसी कोई कार्रवाई की गई थी।

No. 1-Astha(2) 1001/2010-4288—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Bihar is pleased to make the following Rules to determine and control the service conditions of Bihar Veterinary service:-
Chapter – I
General Provision
1. Short title, extent and commencement.—(1) These Rules may be called the Bihar Veterinary Service Rules,2014 (2) It shall extend to the whole of State of Bihar. (3) It shall come into force with effect from the date of publication of the notification in the Gazette of Govt. of Bihar.
2. Definitions.—In these rules, unless otherwise not required in the context.
(i) 'State Government' means the State Government of Bihar ; (ii) 'Appointing Authority' means Governor of Bihar ; (iii) 'Service controlling Authority' means Principal Secretary/Secretary. Animal and Fishery Resources Department, the Government of Bihar (iv) 'Department' means Animal & Fishery Resources Department ; (v) 'Commission' means Bihar Public Service Commission ; (vi) 'Specialist Duty' means that service/post as declared by the state Government which requires special eligibility/experience ;
(vii) 'Specialist means such Veterinary doctor who has obtained M.V. Sc or Ph.D or equivalent higher degree in Veterinary or in any subject of Animal Husbandry Science ; (viii) 'Recognized Institution' means the teaching, research or other institutions which are enlisted or would be enlisted in future under first and second schedule of Indian Veterinary Council Act 1984 (Central Act 52/1984) ;
(ix) 'Service' means Bihar Veterinary Service ; (x) 'Member' means that veterinary doctor who is appointed in Bihar veterinary service; (xi) 'State Council' means Bihar Veterinary Council ; (xii) Bachelor in Veterinary Science and Animal Husbandry (B.V.Sc & A.H) degree means degree of B.V.Sc & A.H. recognized by Indian Veterinary Council ; (xiii) 'M.V.Sc' means degree of M.V.Sc recognized by Indian Veterinary Council. (xiv) 'Bihar veterinary service' means The Bihar veterinary service' admissible under Bihar & Orissa veterinary service class-1 (classification, control & Appeal) civil service Rules.
(xv) 'Departmental Promotion Committee' means the committee constituted by the Department for promotion on the various post of the service.

Bihar Veterinary service
3. Constitution of service.—(1) The Service of regularly appointed veterinary doctor under State Government may be called Bihar Veterinary Service.
(2) There shall be following two cadres in Bihar veterinary service. (a) Bihar veterinary service------------------------------------General cadre (b) Bihar veterinary service-----------------------------------Specialist cadre (3) Veterinary doctors appointed and working in Bihar Animal Husbandry Service/Bihar Veterinary Service before the commencement of these rules shall be deemed to be included in this service. (4) State Government will indentify some posts as expert posts in this service to encourage expert duties, research and training etc. in the field of veterinary science. The eligibility for that post shall be M.V.Sc or Ph.D or equivalent higher degree in any subject in veterinary or Animal Husbandry Science. The Administrative department shall have power to redetermine the expert posts in view of the rules determine by the government . (5) The following Posts will be in the chain of Posts in General cadre;
(i) Block veterinary officer and equivalent posts (Basic category)
(ii) Sub Division level post, namely Sub Divisional Animal Husbandry Officer and Equivalent posts (First promotional post) (iii) District level post namely District Animal Husbandry Officer and Equivalent posts (Second promotional post) (iv) Divisional level post namely Regional Director and equivalent post (Third promotional post) (v) Additional Director (Fourth promotional post) NB- The Number of posts mentioned in above serial no. (ii) to (v) of Bihar veterinary service shall be determined by The State Government from time to time . 4. The State Government shall make Appointment to the post of veterinary doctors and specialist in Bihar veterinary service. The selection shall be made in view of vacancies available in each year according to the process prescribed in these rules. This selection shall be made through The Bihar Public Service Commission and compliance of age limit and reservation rules determined by the Government is compulsary. 5. Qualifications.—(1) Minimum qualification for appointment in general cadre/specialist cadre shall be B.V.Sc & A.H degree from recognized institution. Weightage may be given to veterinary doctors appointed regularily/contract basis in government veterinary hospital.
(2) For selection of veterinary doctors for the appointment in general cadre/specialist cadre, marks shall be given to the candidates for their educational qualification, working experience and Interview. Total determined marks shall be 100 (Hundred) for Educational qualification, working experience and Interview and its determination will be as follows:- General cadre.- (i) Obtained marks in B.V.Sc. & A.H. ----------------------------total 50 marks (ii) Obtained marks in M.V.Sc. or Higher degree-------------- total 05 marks (iii) Marks for Working experience after regular appointment / appointment on contract basis in Government veterinary Hospitals --------------------------------------------- total 20 marks 4 marks for every complete year and maximum 20 marks can be given (iv) Interview------------------------------------------------------ total 25 marks7 (cid:1)बहार गजट (असाधारण), 11111111 &दस(ब&दस(ब&दस(ब&दस(बर र र र 2014201420142014
Specialist cadre.—
(i) Obtained marks in M.V.Sc & A.H. ------------------------------ total 50 marks (ii) Working experience after regular/contractual appointment in Government veterinary Hospitals ----------------- total 20 marks 4 marks for every complete year and maximum 20 marks can be given. (iii) Interview-------------------------------------------------- total 30 marks (3) Maximum age limit of the candidate as on 1st August of the year in which examination is to be held shall be such as may be determined by the State Government (General Administration Department) reservation categorywise, from time to time. (4) Candidate must be of good moral character and be mentally and physically fit. (5) Candidate must be permanently registered with Indian Veterinary Council or constituted there under other any State Veterinary Council. Note:- (a) Determination of Marks to be given to any candidate shall be made after multiplying by 0.5 with marks obtained in B.V.Sc. & A.H. degree. As for example if candidate has obtained 50 marks in B.V.Sc.& A.H. degree then he shall be given 50 X 0.5= 25 marks. (b) Minimum marks for the appointment of the candidate in general/specialist cadre shall be according to the determined marks in circulars issued by General Administration department, from time to time.
6. Reservation.—The provisions of reservation / roaster issued by the Government of Bihar from time to time shall be applicable.
Chapter-3
Direct Recruitment
7. Recruitment in basic categories of both cadres in the services shall be made by recruitment according to the provisions of Chapter-2 of these rules after advertisement. Seniority list of both cadres shall be determined on the basis of merit list recommended by The Bihar Public Service Commission.
8. The department shall send requisition to the Commission by calculating the vacancies category wise in basic category post as on 1st April of every year.
9. Probation period and service confirmation.—Appointment shall be made on probation. Their services shall be confirmed on available of service records and after passing in the prescribed Departmental Examination. Note - Bihar Veterinary Service Officers shall have to fulfill the provisions of Departmental Examination Rules 1967 (Memo no. VIER (1) 67 A.H-5718 dt. 15th May 1967 and pass in that Departmental Examination according to prescribed standards.
Chapter-4
Classification of posts; promotion etc 10. Determined Qualifications for promotion :-(1) After completion of two years of successful probation period, the service of the Veterinary doctors shall be confirmed in view of the provisions of rule-9 of chapter – 3.
(2) Promotion shall be considerable on the recommendation of Departmental Promotion Committee .The Departmental Promotion Committee will recommend for promotion after considering the following points :-
(a) Character remarks (b) Vigilance Clearance report (c) Other criterion determined by the State Government for this purpose from time to time.
8 (cid:1)बहार गजट (असाधारण), 11111111 &दस(ब&दस(ब&दस(ब&दस(बर र र र 2014201420142014(3) Kalawadhi for promotion and other conditions shall be determined by the Department separately after consultation with the General Administration Department .
(4) The Departmental Promotion Committee shall be headed by the senior most Principal Secretary of the Departmental Promotion Committee constituted by the General Administration Department for the post below The Additional Director. The chairman/member of Bihar Public Service Commission shall be The Chairman of the Departmental Promotion Committee for the promotion of Additional Director. Principal Secretary/Secretary shall be the member secretary of both the Departmental Promotion Committees and nominated representative of The General Administration Department and a member of SC/ST nominated by The General Administration Department shall be the members of that committee. Chapter-5 Miscellaneous 11. Power of removal of difficulties .-The Department may remove any difficulty arising in implementation of any rule of these rules after consultation with the Law Department by general or special order which is not consistent with the provision of these Rules .
12. Repeal and savings:-(1) Bihar and Orissa Veterinary Service class-I (Classification, control and appeal) Civil Service Rules issued by resolution number 1291 - D dated . 11-4-1935 is hereby repealed.
(2) Notwithstanding such repeal, anything done or any action taken under the said rules shall be deemed to be done or taken under these Rules as if these Rules were come into force on the day on which such thing was done or such action was taken.
