1/स्था0 (2) 1001/2010-401—भारत के संविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदत्त शक्तियों का भारत के संविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल एतद् द्वारा बिहार राज्य पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त) नियमावली, 2014 में प्रयोग करते हुए बिहार के राज्यपाल एतद् द्वारा बिहार राज्य पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त) नियमावली, 2014 में प्रयोग करते हुए बिहार के राज्यपाल एतद् द्वारा बिहार राज्य पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त) नियमावली, 2014 में लिखित नियमावली बनाते हैं :- संशोधन करने के लिए निम्नलिखित नियमावली बनाते हैं :-
1. संक्षिप्त नाम, विस्तार एवं प्रारम्भ। - यह नियमावली बिहार पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त) संक्षिप्त नाम, विस्तार एवं प्रारम्भ। - (1) यह नियमावली बिहार पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त) (संशोधन) नियमावली, 2016 कही जा सकेगी। (संशोधन) नियमावली, 2016 कही जा सकेगी।
इसका विस्तार संपूर्ण बिहार राज्य में होगा। (2) इसका विस्तार संपूर्ण बिहार राज्य में होगा।
(3) यह तुरंत प्रवृत्त होगी।
पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त्त) नियमावली, 2014 के नियम- 3 के उप नियम-(1) में प्रयुक्त 2. बिहार पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त्त) नियमावली, 2014 के नियम- 3 के उप नियम-(1) में प्रयुक्त पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त्त) नियमावली, 2014 के नियम- 3 के उप नियम-(1) में प्रयुक्त शब्द "बिहार पशु चिकित्सा सेवा" शब्द "बिहार पशु चिकित्सा सेवा" द्वारा प्रतिस्थापित किए जाएंगे। शब्द "बिहार पशु चिकित्सा सेवा" शब्द "बिहार पशु चिकित्सा सेवा" द्वारा प्रतिस्थापित किए जाएंगे।
3. बिहार पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त) नियमावली, 2014 के नियम- 5 में संशोधन निम्नलिखित बिहार पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त) नियमावली, 2014 के नियम- 5 में संशोधन निम्नलिखित प्रकार से किये जायेंगे :-
पदाधिकारी, विषय वस्तु विशेषज्ञ (एस0 एम0 एस0) के रूप में कृषि विभाग में संविदा पर नियोजित पशु चिकित्सा पदाधिकारी, विषय वस्तु विशेषज्ञ (एस0 एम0 एस0) के रूप में कृषि विभाग में संविदा पर नियोजित पशु चिकित्सा पदाधिकारी, विषय वस्तु विशेषज्ञ (एस0 एम0 एस0) के रूप में कृषि विभाग में संविदा पर नियोजित पशु चिकित्सा2 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 10 फरवर(cid:21) 2016 स्नातकों, बिहार स्टेट मिल्क को-ऑपरेटिव फेडरेशन (कम्फेड) में कार्यरत् पशु चिकित्सक तथा बिहार ग्रामीण जीविकोपार्जन प्रोत्साहन समिति (जीविका) में कार्यरत् पशु चिकित्सकों" शब्द द्वारा प्रतिस्थापित किया जाएगा। (iii) नियम- 5 के उप नियम- (2) में सामान्य संवर्ग की कंडिका- 01 में शब्द "बी0 वी0एस0सी0 एण्ड ए0 एच0" के पूर्व शब्द "बी0 वी0 एस0 सी0 अथवा" जोड़े जायेंगे।
(iv) नियम- 5 के उप नियम- (2) में सामान्य संवर्ग की कंडिका- (iii) में "सरकारी पशु चिकित्सालयों में नियमित नियुक्ति/अनुबंध के आधार पर नियुक्ति उपरांत" शब्द को "नियम- 5 के यथा संशोधित उप नियम- (1) में उपबंधित अधिमानता के अनुसार" शब्द द्वारा प्रतिस्थापित किया जायेगा।
(v) नियम- 5 के उप नियम- (2) में विशेषज्ञ संवर्ग की कंडिका- (i) में "एम0 वी0 एस0सी0 एण्ड ए0 एच0" (M.V.Sc. & A.H.)" शब्द को "एम0 वी0 एस0 सी0 (M.V.Sc)" द्वारा प्रतिस्थापित किया जाएगा।
(vi) नियम- 5 के उप नियम- (2) में 'विशेषज्ञ संवर्ग' की कंडिका- (ii) में "सरकारी पशु चिकित्सालयों में नियमित/अनुबंध नियुक्ति उपरान्त कार्य अनुभव" शब्द को "नियम- 5 के यथा संशोधित उप नियम- (1) में उपबंधित अधिमानता के अनुसार कार्य अनुभव के लिए अंक" शब्द द्वारा प्रतिस्थापित किया जाएगा।
(vii) नियम- 5 के उप नियम- (3) में "परीक्षा होने वाला" शब्द को "विज्ञापन प्रकाशन" शब्द से प्रतिस्थापित किया जाएगा।
(viii) नियम- 5 के उप नियम- (5) में "भारतीय पशु चिकित्सा परिषद् अथवा उसके अधीन गठित अन्य राज्य पशु चिकित्सा परिषद्" शब्द को "बिहार पशु चिकित्सा परिषद्" शब्द से प्रतिस्थापित किया जाएगा।
(ix) नियम- 5 की टिप्पणी- (क) में "बी0 वी0 एस0 सी0 एण्ड ए0 एच0 (B.V.Sc. & A.H.)" के पूर्व "बी0 वी0 एस0 सी0 (B.V.Sc.) अथवा" शब्द जोड़ा जाएगा।

The 4th February 2016 No. 1/ Astha (2) 1001/2010-403—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Bihar is pleased to make the amendment in Bihar Veterinary Service (Appointment and Service condition) Rules, 2014:-
1. Short title, extent and commencement I-(1) These rules may be called the Bihar Veterinary Service (Appointment and Service condition) (Amendment) Rules, 2016. (2) It shall extend to the whole of State of Bihar. (3) It shall come into force with immediate effect.
2. The words "Bihar Pashu Chikitasak Service" used in sub rule- (1) of rule 3 of the Bihar Veterinary Service (Appointment and Service condition) Rules- 2014 shall be substituted by the words "Bihar Veterinary Service".
3. Amendment in rule-5 of Bihar Veterinary Service (Appointment and Service condition) Rules- 2014 shall be as followed :- (i) The words "B.V.Sc. & A.H" shall be substituted by "B.V.Sc or B.V.Sc. & A.H" (ii) The words "Bihar Veterinary Doctors appointed regularily/ on contract basis in any Government Hospital" shall be substituted by "Veterinary Doctors appointed on contract basis under Bihar State Government, Veterinary Graduate appointed on contract basis in Bihar Agriculture Department as Subject Matter Specialist (SMS), Veterinary Doctors working in Bihar State Milk Co-Operative Federation (COMFED) and Veterinary Doctors working in Bihar Rural Livelihood Committee (JEEVIKA)".
3 (cid:27)बहार गजट (असाधारण), 10 फरवर(cid:21) 2016(iii) The words "B.V.Sc. Or" shall be added before the words "B.V.Sc. & A.H" in rule-5 sub rule- (2) in para-1 on General Cadre. (iv) The words "after regular appointed/ on contract basis in Government Veterinary Hospital" in rule-5 of sub rule- (2) in para-(iii) of General Cadre shall be substituted by the words "proviso of weightage of the amended sub rule-(1) of rule-5". (v) The words "M.V.Sc & A.H" of rule-5 sub rule-(2) in para-1 of Specialist cadre shall be substituted by "M.V.Sc". (vi) The words "Regular appointed or contract basis in Government Veterinary Hospital" in rule-5 of sub rule- (2) in para-(ii) of Specialist Cadre shall be substituted by the "proviso of weightage of the amended sub rule-(1) of rule-5". (vii) The words "Examination is to be held" in rule-5 of sub rule- (iii) shall be substituted by the words "Advertisement Publication". (viii) The words "Indian Veterinary Council or constituted there under any State Veterinary Council" of rule-5 sub rule-(5) shall be substituted by the words "Bihar Veterinary Council". (ix) The words "B.V.Sc. Or" shall be added before the words "B.V.Sc. & A.H" in rule-5 of noting (a).
