6, दिनांक 31 अक्तूबर 2016—भारत के संविधान के अनुच्छेद-309 के परन्तुक द्वारा प्रदत्त भारत के संविधान के अनुच्छेद-309 के परन्तुक द्वारा प्रदत्त राज्यपाल बिहार ईख सेवा में भर्ती और सेवा शर्त्तो के विनियमन हेतु निम्नलिखित -राज्यपाल बिहार ईख सेवा में भर्ती और सेवा शर्त्तो के विनियमन हेतु निम्नलिखित शक्तियों का प्रयोग करते हुए बिहार- नियमावली बनाते हैं :-

संक्षिप्त नाम और प्रारम्भ- (1) यह नियमावली 'बिहार ईख सेवा (भर्ती और सेवा शर्त्ते) नियमावली, 2016 1. संक्षिप्त नाम और प्रारम्भ- (1) यह नियमावली 'बिहार ईख सेवा (भर्ती और सेवा शर्त्ते) नियमावली, 2016 संक्षिप्त नाम और प्रारम्भ- (1) यह नियमावली 'बिहार ईख सेवा (भर्ती और सेवा शर्त्ते) नियमावली, 2016 कही जा सकेगी।
इसका विस्तार सम्पूर्ण बिहार राज्य में होगा।
परिभाषाएं- जबतक कि किसी विषय या सन्दर्भ से अन्यथा अपेक्षित न हो, इस नियमावली में :-

(2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। (3) यह तुरंत प्रवृत्त होगी। 2. परिभाषाएं- जबतक कि किसी विषय या सन्दर्भ से अन्यथा अपेक्षित न (i) ''आयोग'' से अभिप्रेत है बिहार लोक सेवा आयोग; ''आयोग'' से अभिप्रेत है बिहार लोक सेवा आयोग; (ii) ''सरकार'' से अभिपे्रत है बिहार राज्य सरकार; ''सरकार'' से अभिपे्रत है बिहार राज्य सरकार; ((((iii)))) ''सेवा का सदस्य'' से अभिपे्रत है ऐसा व्यक्ति जिसकी नियुक्ति इस सेवा के किसी पद पर मौलिक ''सेवा का सदस्य'' से अभिपे्रत है ऐसा व्यक्ति जिसकी नियुक्ति इस सेवा के किसी पद पर मौलिक ''सेवा का सदस्य'' से अभिपे्रत है ऐसा व्यक्ति जिसकी नियुक्ति इस सेवा के किसी पद पर मौलिक या अस्थायी रूप में इस नियमावली के उपबंधों के अन्तर्गत की गई हो एवं इसमें नियम-4 में या अस्थायी रूप में इस नियमावली के उपबंधों के अन्तर्गत की गई हो एवं इसमें नियम-4 में उल्लिखित किसी पद पर पहले से नियमित रूप से नियुक्त किये गए व्यक्ति भी सम्मिलित हैं; उल्लिखित किसी पद पर पहले से नियमित रूप से नियुक्त किये गए व्यक्ति भी सम्मिलित हैं; उल्लिखित किसी पद पर पहले से नियमित रूप से नियुक्त किये गए व्यक्ति भी सम्मिलित हैं; ((((iv)))) ''सेवा'' से अभिप्रेत है बिहार ईख सेवा; ''सेवा'' से अभिप्रेत है बिहार ईख सेवा; ((((v)))) ''समिति'' से तात्पर्य है सरकार द्वारा गठित केन्द्रीय परीक्षा समिति (राजस्व पर्षद); ''समिति'' से तात्पर्य है सरकार द्वारा गठित केन्द्रीय परीक्षा समिति (राजस्व पर्षद); ''समिति'' से तात्पर्य है सरकार द्वारा गठित केन्द्रीय परीक्षा समिति (राजस्व पर्षद); ((((vi)))) ''परीक्षा'' से तात्पर्य है नियम-15 के अनुसार संचालित विभागीय परीक्षा; ''परीक्षा'' से तात्पर्य है नियम-15 के अनुसार संचालित विभागीय परीक्षा; ((((vii)))) ''विभाग'' से अभिप्रेत है गन्ना उद्योग विभाग; ''विभाग'' से अभिप्रेत है गन्ना उद्योग विभाग; ((((viii)))) ''नियुक्ति प्राधिकार'' से अभिपे्रत है - राज्य सरकार; ''नियुक्ति प्राधिकार'' से अभिपे्रत है - राज्य सरकार;
3. स्थिति (स्टेटस)- बिहार ईख सेवा राजपत्रित राज्य सेवा होगी।
स्थिति (स्टेटस)- बिहार ईख सेवा राजपत्रित राज्य सेवा होगी।2 (cid:1)बहार गजट (असाधारण), 31 अ!तूबर 2016 4. सम्वर्ग का गठन-(i) सम्वर्ग का गठन- इस सेवा के मूल कोटि से उच्च क्रम में निम्नवत् पदसोपान होंगेः-

(ii) पदबलपदबलपदबलपदबल- पूर्व के स्वीकृृत पदबल सहित राज्य सरकार समय-समय पर आवष्यकतानुसार पदबल संख्या निर्धारित कर सकेगी।
(iii) वेतनमानवेतनमानवेतनमानवेतनमान- इस सेवा के पदो ंके वेतनमान वही होंगे जो राज्य सरकार द्वारा समय-समय पर स्वीकृृत होंगे।
(iv) पद प्रास्थितिपद प्रास्थितिपद प्रास्थितिपद प्रास्थिति- इस नियमावली के प्रवृृत होने के पूर्व नियुक्त ईख सेवा के पदाधिकारी अपनी पूर्व प्रास्थिति के साथ इस नियमावली से शासित होंगे।

5. भर्ती का स्रोतभर्ती का स्रोतभर्ती का स्रोतभर्ती का स्रोत- इस सेवा में पदाधिकारियों की नियुक्ति,
(क) इस नियमावली के भाग-3 के नियमों के अनुसार मूल कोटि के पद आयोग द्वारा ली जाने वाली संयुक्त प्रतियोगिता परीक्षा के आधार पर सीधी भर्ती द्वारा और भरे जायेंगे।
(ख) इस नियमावली के भाग-4 के नियमों के अनुसार शेष उच्चतर पदों पर मूल कोटि से प्रोन्नति द्वारा नियुक्ति कर की जायेगी।
रिक्तियों का निर्धारण- (i) इस नियमावली के प्रावधानों के अन्तर्गत सरकार प्रत्येक कैलेन्डर वर्ष के लिए 6. रिक्तियों का निर्धारण रिक्तियों का निर्धारण रिक्तियों का निर्धारण
सीधी भत्र्ती से भरे जाने वाले रिक्त पदों की संख्या निर्धारित करेगी।
(ii) अपर ईखायुक्त, संयुक्त ईखायुक्त, उप ईखायुक्त एवं सहायक ईखायुक्त के पदो को प्रोन्नति द्वारा सरकार की अवधारित प्रोन्नति नीति के अन्तर्गत भरी जायेगी।

7. आयोग को रिक्तियों का संसूचनआयोग को रिक्तियों का संसूचनआयोग को रिक्तियों का संसूचनआयोग को रिक्तियों का संसूचन- नियम-6 में यथा विनिर्दिष्ट सेवा की मौलिक भर्ती द्वारा भरी जाने वाली रिक्तियों की संख्या और अवधारित आरक्षण नीति के अनुरूप सक्षम प्राधिकार से रोस्टर अनुमोदन के पष्चात विभिन्न श्रेणियों की अनुमान्यता के अनुरूप सरकार द्वारा आयोग को रिक्तियाँ संसूचित की जायेंगी। आयोग संयुक्त प्रतियोगिता परीक्षा आयोजित कर सफल अभ्यर्थियों की नियुक्ति हेतु अनुषंसा भेजेगा।
8888.... शैक्षणिक योग्यता-शैक्षणिक योग्यता-शैक्षणिक योग्यता-शैक्षणिक योग्यता- मूल कोटि के पद पर नियुक्ति हेतु उम्मीदवारों की शैक्षणिक योग्यता के रूप में किसी भी मान्यता प्राप्त विष्वविद्यालय से किसी भी संकाय में स्नातक होने की अनिवार्यता होगी। उम्र सीमा एवं अन्य अर्हताएं वहीं रहेगी जो राज्य सरकार द्वारा बिहार लोक सेवा आयोग के माध्यम से संचालित संयुक्त प्रतियोगिता परीक्षा के लिए निर्धारित है।
9999.... सेवा में नियुक्ति-सेवा में नियुक्ति-सेवा में नियुक्ति-सेवा में नियुक्ति- नियम-7 के अन्तर्गत आयोग जिन उम्मीदवारों की अनुषंसा करेगा उनकी नियुक्ति आयोग की मेधा सूची के क्रमानुसार सरकार द्वारा की जा सकेगी।
10101010.... प्रषिक्षण-प्रषिक्षण-प्रषिक्षण-प्रषिक्षण- नियुक्ति के पष्चात् एक वर्ष का प्रषिक्षण होगा। नियुक्त पदाधिकारी तीन माह बिहार लोक प्रषासन एवं प्रषिक्षण संस्थान, पटना में, तीन माह क्षेत्रीय कार्यालयों एवं मुख्यालय में तथा छः माह एस॰आर॰आई॰, पूसा/आई॰आई॰एस॰आर॰, लखनऊ एवं एन॰एस॰आई॰, कानपुर अथवा अन्य मानक संस्थानों में प्रषिक्षण प्राप्त करेंगेे। प्रषिक्षण की अवधि में इनके वेतनादि का भुगतान मुख्यालय स्तर से किया जायेगा।
11. प्रोन्नति-प्रोन्नति-प्रोन्नति-प्रोन्नति- इस सेवा में विभिन्न कोटि के पदों पर प्रोन्नति द्वारा नियुक्ति हेतु चयन इस नियमावली के अधीन प्रोन्नति के योग्य व्यक्तियों के बीच से राज्य सरकार द्वारा निर्धारित प्रोन्नति के मानक शर्तो के अधीन निर्णीत होगा।3 (cid:1)बहार गजट (असाधारण), 31 अ!तूबर 2016 12. अपर ईखायुक्त, संयुक्त ईखायुक्त, उप ईखायुक्त एवं सहायक ईखायुक्त के पद विभागीय प्रोन्नति के होंगे। प्रोन्नति हेतु उम्मीदवारों की पात्रता का उनकी सम्वर्गीय वरीयता के आलोक में विचार किया जायेगा। इन पदों पर प्रोन्नति के लिए कालावधि राज्य सरकार द्वारा यथा विहित के अनुरूप होगी।
13131313.... पदाधिकारियों की प्रोन्नति हेतु गठित विभागीय प्रोन्नति समिति अनुषंसा करेगी, जो निम्न रूप में है :-
1. विकास आयुक्त, बिहार, पटना - अध्यक्ष 2. प्रधान सचिव/सचिव,
गन्ना उद्योग विभाग - सदस्य
3. ईखायुक्त, बिहार, पटना। - सदस्य सचिव 4. सामान्य प्रषासन विभाग द्वारा मनोनीत आवष्यकतानुसार - सदस्य अनुसूचित जाति/ अनुसूचित जन-जाति के एक पदाधिकारी जो संयुक्त सचिव से अन्यून। 5. विभाग द्वारा नामित अल्पसंख्यक समुदाय - सदस्य
का एक पदाधिकारी 6. सामान्य प्रषासन विभाग के एक पदाधिकारी - सदस्य जो संयुक्त सचिव से अन्यून परंतु सेवा के उच्यतम पद पर प्रोन्नति हेतु विभागीय प्रोन्नति समिति की अध्यक्षता आयोग द्वारा की जा सकेगी।

14141414.... वरीयता सूची-वरीयता सूची-वरीयता सूची-वरीयता सूची-
बेसिक गेे्रड में वरीयता का निर्धारण आयोग द्वारा अनुषंसित मेधा सूची के अनुसार होगा।
15151515.... परिवीक्षा की अवधि-परिवीक्षा की अवधि-परिवीक्षा की अवधि-परिवीक्षा की अवधि-
(क) सेवा में मौलिक पद (ईख पदाधिकारी) के रूप में सभी नियुक्तियाँ दो वर्षो की परिवीक्षा पर की जायेगी।
(ख) परिवीक्षा की अवधि में प्रत्येक पदाधिकारी से नियम-16 में यथा निर्दिष्ट विभागीय परीक्षा में उत्तीर्ण होने की अपेक्षा की जायेगी।
(ग) यदि परिवीक्षा की अवधि में किसी पदाधिकारी का कार्य या आचरण संतोषजनक नहीं पाया गया तो उसे पद मुक्त अथवा यदि सरकार ऐसा विचार करे तो उसकी परिवीक्षा की अवधि को बढ़ायी जा सकेगी।
(घ) परिवीक्षा की अवधि पूरी हो जाने पर पदाधिकारी को सम्पुष्ट किया जा सकेगा बषर्ते कि उसने विभागीय परीक्षा में उर्तीणता प्राप्त कर ली हो तथा उनकी वार्षिक गोपनीय अभ्युक्ति संतोषप्रद हो। (ड.) सेवा अवधि में मात्र मौलिक पद पर सम्पुष्टि आवष्यक होगी। प्रोन्नति के पदों पर सम्पुष्टि की अपेक्षा नहीं होगी।
16161616.... विभागीय परीक्षा-विभागीय परीक्षा-विभागीय परीक्षा-विभागीय परीक्षा- (क) ईख पदाधिकारी के पद पर नियुक्त प्रत्येक पदाधिकारी को सम्पुष्टि के पूर्व इस नियमावली के नियम-19 में यथा निर्दिष्ट मानक मानदण्ड के अनुसार विभागीय परीक्षा में उत्तीर्ण होना आवष्यक होगा। (ख) मूल कोटि (ईख पदाधिकारी) के पदाधिकारी प्रोन्नति हेतु तबतक योग्य नहीं समझे जायेंगे, जबतक कि वह विभागीय परीक्षा के सभी विषयों में निर्दिष्ट मानदण्ड के अनुसार उत्तीर्ण न हो जाय। (ग) इस नियमावली के प्रकाषन की तिथि को या उसके पष्चात इस सेवा के मौलिक पद पर नियुक्त पदाधिकारी परिवीक्षा अवधि के भीतर अपनी द्वितीय वेतन वृद्धि तबतक प्राप्त नहीं कर सकेंगे, जबतक कि वह विभागीय परीक्षा के सभी विषयों मेें अंतिम स्तर से उत्तीर्ण न हो गये हों। विभागीय परीक्षा में उत्तीर्ण की तिथि से वृृद्धि का आर्थिक लाभ देय होगा परंतु अवरूद्ध के लिए वैचारिक वेतनवृृद्धि दी जा सकेगी।
17171717.... किसी भी कर्मी को विभागीय परीक्षा से विमुक्ति राज्य सरकार के प्रावधानों के अनुरूप किया जा सकेगा। विभागीय परीक्षा का संचालन, विषय, पाठ्यक्रम आदि- 18181818.... विभागीय परीक्षा का संचालन, विषय, पाठ्यक्रम आदि- विभागीय परीक्षा का संचालन, विषय, पाठ्यक्रम आदि- विभागीय परीक्षा का संचालन, विषय, पाठ्यक्रम आदि-
(i) विभागीय परीक्षा का संचालन केन्द्रीय परीक्षा समिति (राजस्व पर्षद) द्वारा किया जायेगा। (ii) परीक्षा से संंबंधित विनियमन समिति द्वारा तय किया जा सकेगा।
19191919.... विभागीय परीक्षा के मानक विभागीय परीक्षा के मानक विभागीय परीक्षा के मानक विभागीय परीक्षा के मानक मानदण्ड-मानदण्ड-मानदण्ड-मानदण्ड-
(1) परीक्षा के निम्न दो पत्र होंगे-
(क) प्रथम पत्र (पुस्तक रहित) :- चीनी उद्योग से संबंधित कानून, जिसका परिषिष्ट-1 में विस्तृत विवरण है। (ख) द्वितीय पत्र (पुस्तक सहित) :- (i) साक्ष्य कानून तथा राजस्वकर, जिसका परिषिष्ट-2(i) में विस्तृत
विवरण है।
(ii) परिषिष्ट-2 (ii) में उल्लेखित लेखा भाग-I एवं II के विषय हैं।4 (cid:1)बहार गजट (असाधारण), 31 अ!तूबर 2016 (2) प्रथम तथा द्वितीय पत्र में उच्च स्तर से कम से कम 60 प्रतिषत अंक के साथ उत्तीर्ण होना आवष्यक होगा। प्रथम एवं द्वितीय पत्रों की परीक्षा का समय तीन घंटो का होगा तथा प्रत्येक पत्र का पूर्णांक 150 होगा। द्वितीय पत्र के दो भाग हाेंगे और प्रत्येक भाग का पूर्णांक 75 होगा।
(3) परीक्षा की तिथि प्रकाषित होने के पष्चात इच्छुक पदाधिकारी उचित माध्यम से समिति के समक्ष परीक्षा में शामिल होने के लिए विहित प्रपत्र में आवेदन पत्र देंगे। प्रपत्र समिति द्वारा विहित किया जायेगा। (4) राज्य सरकार द्वारा विहित आवष्यकतानुसार हिन्दी टिप्पणी एवं प्रारूपण परीक्षा में उर्तीणता की पात्रता राजभाषा विभाग द्वारा निर्धारित मापदण्डों के अनुरूप हो सकेगी।
20202020.... निर्वचन- निर्वचन- निर्वचन- निर्वचन- जहाँ इस नियमावली के किसी प्रावधान के निर्वचन के संबंध में कोई संदेह उत्पन्न हो वहाँ वह विषय गन्न्ाा उद्योग विभाग को निर्देषित किया जाएगा, जिसका उसपर विनिष्चय विधि विभाग से परामर्ष के पश्चात् अन्तिम होगा।
21212121.... निरसन एवं व्यावृति-निरसन एवं व्यावृति-निरसन एवं व्यावृति-निरसन एवं व्यावृति- (i) इस नियमावली के प्रवृत होने की तिथि से अन्य सभी संबंधित प्रासंगिक परिपत्र/निर्णय निरसित समझे जायेंगे।
(ii) ऐसे निरसन के बावजूद पूर्व में किया गया कोई कार्य या की गयी कोई कार्रवाई इस नियमावली द्वारा या इसके अधीन किया गया कोई कार्य या की गयी कोई कार्रवाई समझी जायेगी।
(iii) किसी भी प्रकार के आरोप/दण्ड आदि का निर्धारण एवं निष्पादन समय-समय पर निर्णीत प्रावधानों के अनुरूप किया जा सकेगा।

G.S.R. 06 dated the 31st October 2016—In exercise of the powers conferred by proviso to Article 309 of The Constitution of India, the Governor Of Bihar is pleased to make the following rules to regulate the recruitment and service condition in the Bihar Sugarcane Service :-
Rules
Part-1
1. Short title, extent and commencement-
(1) These Rules may be called the Bihar Sugarcane Service (Recruitment and Service-Conditions) Rules, 2016.
(2) It shall extend to the whole of the State of Bihar. (3) It shall come into force at once.
2. Definitions- In these Rules, unless, otherwise required in the subject or context :-
i. "Commission" means the Bihar Public Service
Commission;
ii. "Government" means The State Government of Bihar; iii. "Member of the Service" means such person whose appointment has been made basically or temporarily to the post of this service under the provisions of these Rules and it includes also the persons already appointed regularly to any post mentioned in rule 4.
iv. "Service" means The Bihar Sugarcane Service; v. "Committee" means the Central Examination Committee (Revenue Board) constituted by the Government.
vi. "Examination" means the Departmental Examination conducted according to Rule 15;
vii. "Department" means the Department of Sugarcane Industry; viii. "Appointing Authority" means the State Government; 3. Status– The Bihar Sugarcane service will be gazetted service. 4. Constitution of the Cadre–

ii. Strength of the Post- The State Government may determine the number of post of strength, including already sanctioned post of strength, from time to time as per necessity.
iii. Pay Scale- Pay Scale of the posts of this service will be the same as may be sanctioned by the State Government from time to time.
iv. Post- Status- Officers of Cane Service already appointed before the coming in to force of these Rules will be governed by these Rules with their previous status.

Recruitment
5. Sources of Recruitment– Appointment of officers will be made in this Service-
a. Posts of basic category will filled up by direct recruitment on the basis of the Joint Competitive Examination taken by the Bihar Public Service Commission according to the rules of part-3 of these Rules.
b. Appointment to the remaining higher posts will be made by promotion from basic category as per the rules of part-4 of these Rules.
6. Determination of Vacancies-
i. The Government will determine the number of vacant post to be filled up by direct recruitment for each Calendar year under the provisions of these Rules. ii. Post of Additional Cane Commissioner, Joint Cane Commissioner, Deputy Cane Commissioner and Assistant Cane Commissioner will be filled up by promotion under the promotion policy determined by the Government.

Direct-Recruitment
7. Communication of vacancies to the Commission- Vacancies according to the admissibility of different categories will be communicated to the commission after roaster approval with the Competent Authority according to the number of vacancies to be filled up by basic recruitment as specified service in Rule-6 and determined reservation policy. The commission will send recommendation for appointment of successful candidates after holding joint competitive examination.
8. Educational Qualifications- It will be essential to be Graduate in any faculty from any recognised University as educational qualification of the candidates. Age-limit and other qualifications will be same as are determined by the State Government for the Joint Competitive Examination through Bihar Public Service Commission.
9. Appointment in the service- Such candidates whose name has been recommend by the Commission under Rule-7 will be appointed by the Government according to the order of merit list of the Commission.
10. Training- Training will be for one year after the appointment. The appointed officers will get training of three months in the Bihar Public Administration and Training Institute, Patna, three months in field offices and headquarter and six months in S.R.I. Pusa / I.I.S.R. Lucknow and N.S.I. Kanpur or in other recognised Institutes. For the period of training, payment of their pay etc. will made by the Headquarter.
11. Promotion- Selection for the appointment by promotion to the posts of different categories of this service will be decided under the standard conditions of promotion determined by the State Government, amongst the qualified persons of promotion under these Rules.
12. The post of Additional Cane Commissioner, Joint Cane Commissioner, Deputy Cane Commissioner and Assistant Cane Commissioner will be of the Departmental Promotion. Eligibility of the candidates for promotion will be considered in view of their cadre seniority. 'KALAWADHI' for promotion to these posts will be the same as it will be determined by the State Government.
13. Departmental promotion committee constituted for the promotion of the officers will make recommendation which will be as follows: -
1. Development Commissioner, Bihar Patna- Chairman. 2. Principal Secretary/Secretary- Department
of Sugar Cane Industry. Member.

5. An officer of Minority Community
nominated by the Department. Member.
6. An officer not below the rank of Joint Secretary
of The General Administration Department Member.
Provided that Departmental Promotion Committee will be headed by the Commission for the promotion to the highest posts of the service.
Part-4
Conditions of the Service
14. Seniority List- Determination of seniority in Basic Category will be made according to the merit list recommended by the commission.
15. Probation Period- (a) All appointments will be made as basic post (Cane Officer) for two years on probation.
(b) In probation period, it will required from each of officers to pass in the Departmental Examination as specified in Rule -16.
(c) If the work and conduct of any officer is not found satisfactory during the probation period, he may be removed from the post or his probation period may be extended if the Government thinks so.
(d) On Completion of the probation period, the officer will be confirmed provided that he has passed the Departmental Examination and his annual secret remarks are satisfactory.
(e) Confirmation on the basic post only will be essential. Confirmation will not be required on the promotional posts.
16. Departmental Examination- (a) It will be necessary for each officer appointed to the post of Cane Officer to pass the Departmental Examination before confirmation according to the standards referred in Rule – 19 of these Rules.
(b) Officers of the basic category (Cane Officer) will not be deemed to be qualified for promotion unless they have passed in all the subjects of the Departmental Examination as per referred standard.
(c) The officers appointed to the basic post of this service on the date of publication of these Rules or thereafter, cannot get his second increment within the probation period unless they have finally passed in all the subjects of the Departmental Examination. Financial benefit of increment will be admissible from the date of passing of the Departmental Examination but notional pay increment may be given for the withholding periods.
17. Exemption from the Departmental Examination to any employee may be in
conformity with the provisions made by the State Government.
18. Conduct of the Departmental Examination, subjects, Syllabus etc.-
(i) Departmental Examination will be conducted by the Central Examination Committee (Revenue Board).
(ii) Regulation relating to the examination will be fixed by the committee.
19. Criterion of the Departmental Examination- 1. There will be following two papers of the examination-
(a) First paper (without books)- Laws relating to sugar industries details of which are in Appendix-18 (cid:1)बहार गजट (असाधारण), 31 अ!तूबर 2016 (b) Second paper (with books)- (i) Evidence Act and Revenue Taxes, Details of which are in Appendix -2(i) and (ii) Subject of Account part-I and part–II are mentioned in Apperdix-2(ii).
2. It will be essential to pass with higher standard of minimum 60% marks in first and second paper. Time of examination of first and second paper will be of three hours and full marks will be of 150 marks. There will be two parts of the second paper and full marks of each part will be of 75 marks.
3. After publication of date of the examination, desired officers will apply in prescribed format to committee for inclusion in the examination through proper channel. Format will be prescribed by the Committee.
4. Eligibility of passing in Hindi Noting and Drafting Examination prescribed by the State Government as per necessity may be in conformity with the criterions determined by the RAJBHASA Department.
20. Interpretation- If any doubt arises in respect of interpretation of any of the provisions of these Rules, the matter will be referred to The Department of Sugar Cane Industry the decision of which will be final after consultation with the Law Department. 21. Repeal and Savings– (i) All other relevant circulars will be deemed to be repealed form the date of coming into force of these Rules.
(ii) Notwithstanding such repeal anything done or any action taken will be deemed to be done or taken under these Rules.
(iii)Determination and execution of any kind of charge/punishment will be made in conformity with provisions decided from time to time.
