विषय :-उच्च शिक्षा निदेशालय अन्तर्गत संचालित बांग्ला अकादमी, पटना में कार्यरत कर्मियों को अन्य अकादमियों की भाँति पंचम वेतन पुनरीक्षण के समतुल्य वेतनानुदान तात्कालिक प्रभाव से किये जाने की स्वीकृति के संबंध में। राज्य में उच्च शिक्षा निदेशालय अन्तर्गत विभिन्न भाषायी अकादमी स्थापित एवं संचालित है। इन अकादमियों में कार्यरत कर्मियों के वेतनादि के भुगतान में समरूपता का अभाव है। इन अकादमियों की स्थापना विभिन्न क्षेत्रीय भाषाओं के संरक्षण, उन्नयन, प्रचार-प्रसार, साहित्य का संकलन प्रोत्साहन, साहित्यकारों का सम्मान, अनुसंधान एवं अन्वेषण आदि के उद्देश्य से सरकार द्वारा की गई है। 2. विभिन्न अकादमियों से उनके कर्मियों के वेतन अनुदान भुगतान हेतु समर्पित किए गए बजट के अवलोकन से यह स्पष्ट है कि अधिकांश अकादमियों में कर्मियों को पाँचवे वेतन पुनरीक्षण के समतुल्य वेतन अनुदान भुगतान किया जा रहा है। परंतु, बंगला अकादमी में अब तक पाँचवे वेतन पुनरीक्षण के समतुल्य वेतन भुगतान नहीं हो रहा है। 3. बंगला अकादमी के एक कर्मी द्वारा अन्य अकादमी के सदृश्य पंचम वेतन में भुगतान की माँग हेतु माननीय उच्च न्यायालय, पटना में एक याचिका CWJC No. 11264/2016 एवं अवमाननावाद (MJC No. 4236/2016) दायर किया गया, जिसमें माननीय न्यायालय द्वारा न्यायादेश पारित करते हुए
6बबहार गजट, 1 अगस्त ૨૦૧૮ निष्पादित किया जा चुका है। वर्तमान में प्रश्नाधीन माँग हेतु एक नयी याचिका CWJC No. 10067/2017 देवव्रत सान्याल बनाम राज्य सरकार एवं अन्य माननीय न्यायालय में लंबित है। उपर्युक्त सभी सदृश्य मामले में पारित न्यायादेश के आलोक में बंगला अकादमी को अन्य अकादमियों की भाँति पंचम वेतन पुनरीक्षण के समतुल्य राशि की स्वीकृति किया जाना आवश्यक है। 4. उच्च शिक्षा निदेशालय अन्तर्गत संचालित बंंगला अकादमी, पटना में कार्यरत कर्मियों को अन्य अकादमियों की भाँति पंचम वेतन पुनरीक्षण के समतुल्य वेतनानुदान की स्वीकृति तात्कालिक प्रभाव से लागू किये जाने की स्वीकृति प्रदान की जाती है।
5. दिनांक 12.06.2018 की बैठक में मंत्रिपरिषद की स्वीकृति प्राप्त है।
आदेश-आदेश दिया जाता है कि इस संकल्प को बिहार राजपत्र में जनसाधारण की सूचना हेतु अगले अंक में
प्रकाशित किया जाय।

Vi. /Stha (Vi.Nya.)-02/2018-2539----WHEREAS, It is alleged that Sri Anand Kumar S/o Late Braj Bhushan Prasad the then District Welfare Officer, Vaishali, Village - Belaur, P.S. - Udwant Nagar, District - Bhojpur At Present Address - C/o Anjani Kumar Sinha, Gokul Nagar, Lohiya Path, Jagdeopath, P.S. - Rupaspur, District - Patna while holding the post of Sri Anand Kumar S/o Late Braj Bhushan Prasad the then District Welfare Officer, Vaishali and serving in different capacities in the State of Bihar, committed an offence under clause (e) of sub-section (1) of Section 13 of the Prevention of Corruption Act, 1988 and that the matter was investigated in Vigilance P.S. Case No. Case No. 95/2016 dated 23-09-2016.
