laŒ मं0मं0-01/मंत्रिपरिषद-09/2016/907907907907—भारत संविधान के अनुच्छेद-166 के खंड (3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल एतद्द्वारा बिहार कार्यपालिका नियमावली, 1979 (समय समय पर यथा संशोधित) में तुरंत के प्रभाव से निम्नलिखित संशोधन करते हैं %&

1. कार्यपालिका नियमावली, 1979 (समय-समय पर यथा संशोधित) की प्रथम अनुसूची मेें वर्णित विभागों के नामों की सूची के क्रमांक-28 में प्रयुक्त शब्द 'पर्यावरण एवं वन विभाग' शब्द ''पर्यावरण, वन एवं जलवायु परिवर्त्तन विभाग'' द्वारा प्रतिस्थापित किए जायेंगे।
2. कार्यपालिका नियमावली, 1979 (समय-समय पर यथा संशोधित) की प्रथम अनुसूची के क्रमांक -28 के बाद ''पर्यावरण, वन, एवं जलवायु परिवर्त्तन विभाग'' के अधीन एक नया क्रमांक-28क- 'जलवायु परिवर्त्तन संभाग' अंतःस्थापित किया जायेगा। उक्त जलवायु परिवर्त्तन संभाग के अधीन कार्यों की सूची में क्रमांक 16 के बाद निम्नलिखित क्रमांक-17, 18, 19, 20, 21, 22 एवं 23 अंतःस्थापित किए जायेंगे :-
17. जलवायु परिवर्त्तन के प्रभाव के प्रबंधन से संबंधित विभागों के लिए नोडल विभाग।
18. आम जन में जलवायु परिवर्त्तन के कारणों एवं प्रभावों के संंबंध में जानकारी देने एवं इस संबंध में जागरूकता लाने हेतु व्यापक प्रचार-प्रसार।
19. कार्बन फुटप्रिंट का डाटाबेस तैयार करना। 2 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 18 िसत(cid:23)बर 2018 22. जलवायु परिवर्त्तन से संबंधित ज्ञान के प्रचार-प्रसार (Knowledge Dissemination) के परिपे्रक्ष्य में नॉलेज मैनेजमेंट (Knowledge Managment)। 23. राष्ट्रीय एवं अन्तर्राष्ट्रीय स्तर पर जलवायु परिवर्त्तन के क्षेत्र में किये जा रहे प्रयासों की दिशा में राज्य स्तर पर आवश्यकता आधारित कार्रवाई।

No MM-01/Mantriparishad-09/2016/ 907—In exercise of the powers conferred by clause (3) of the Article-166 of the Constitution of India, the Governor of Bihar is pleased to make the following amendment in the Rules of Executive Business, Bihar, 1979 (As amended from time to time) with immediate effect:—
Amendment
1. The words "Environment and Forest Department" used in serial no. 28 of the list of the names of the departments mentioned in first schedule of the Rules of Executive Business, Bihar, 1979 (As amended from time to time) shall be substituted by the "Environment, Forest and Climate Change Department".
2. After serial no-28 'Environment, Forest and Climate Change Department' of the first schedule in the Rules of Executive Business, Bihar, 1979 (As amended from time to time), a new serial No- 28A- "Climate Change Section" shall be added and in the list of works under Climate Change Section the following S.No.-17, 18, 19, 20, 21, 22 and 23 shall be added after serial no-16:—
17. Nodal department for concerned department related with Climate Change Impact Management.
18. To give widespread publicity and expansion of information to the general public about the reasons and effects of climate change and to bring awareness about it.
19. To Prepare database of carbon footprint. 20. To motivate the departments and offices of the State Government for using different modern technique in order to minimize the emission of Green House Gases. 21. Establishment of Climate Change Centre and to research and evaluation in this field. 22. Knowledge management in perspective of knowledge dissemination related with Climate Change.
23. Need based action at the State level about the attempts made in the direction of climate change at National and International level.
