सं0 4/ब1-102/2008-6620/गृ0आ0—बिहार पुलिस अधिनियम, 2007 (अधिनियम-7, 2007) की धारा 55 सह-पठित धारा 94 के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल बिहार पुलिस हस्तक, 1978 खण्ड III के परिशिष्ट-103 को राजपत्र में अधिसूचना निर्गत होने की तिथि के प्रभाव से निम्नलिखित द्वारा प्रतिस्थापित करते हैंः-

(नियम 663, 672 एवं 673)

1. सिपाही की नियुक्ति की प्रक्रिया।—

(क) प्रत्येक वर्ष अप्रैल माह में पुलिस महानिदेशक, बिहार, सिपाही में रिक्त पदों की संख्या की आरक्षण कोटिवार गणना कराएंगे। आरक्षण कोेटिवार गणना इस परिशिष्ट की कंडिका-4 के प्रावधानों के तहत की जायेगी।

(ख) सिपाही की सीधी नियुक्ति से भरे जाने वाले पदों का 1% पद राष्ट्रीय/अन्तर्राष्ट्रीय स्तर पर खेल-कूद में सराहनीय प्रदर्शन करने वाले खिलाड़ियों के लिए आरक्षित होगा। इनकी नियुक्ति राज्य सरकार द्वारा अलग से यथाविहित बिहार पुलिस खेल-कूद नीति, 2013 (समय-समय पर यथासंशोधित) में वर्णित प्रक्रिया के तहत्‌ की जायेगी।

(ग) केन्द्रीय चयन पर्षद (सिपाही भर्ती) को विहित निदर्शन प्रपत्र (प्रोफार्मा) में आरक्षण कोटिवार रिक्त पदों पर नियुक्ति की अनुशंसा हेतु अध्यपेक्षा भेजी जायेगी।

(घ) पुलिस महानिदेशक, बिहार से प्राप्त अध्यपेक्षा के अनुसार पर्षद रिक्तियों को व्यापक रूप से परिचारित होने वाले समाचार पत्रों एवं केन्द्रीय चयन पर्षद (सिपाही भर्त्ती) के आधिकारिक वेबसाईट (website) के माध्यम से विज्ञापित कराएगा। अभ्यर्थियों को विज्ञापन में दिये गये निदेशों एवं शर्ताें का पालन करना होगा। अभ्यर्थियों से ऐसी परीक्षा शुल्क, जो पर्षद द्वारा नियत की जाय, ली जायेगी। अभ्यर्थीगण अपना आवेदन विहित प्रपत्र में, पर्षद द्वारा प्रकाशित किये जाने वाले विज्ञापन में निहित निर्देशों और शर्तों के अनुसार पर्षद के वेबसाईट (website) पर ऑनलाईन (online) समर्पित करेंगे।2 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 14 अग(cid:8)त 2019 (ङ) सिपाही के पदों पर नियुक्ति के लिए अभ्यर्थियों का चयन पर्षद द्वारा प्रतियोगिता परीक्षा के माध्यम से किया जाएगा। पर्षद प्रश्न पत्रों का चयन, लिखित परीक्षा का संचालन, उत्तर पुस्तिकाओं की जांच, विशेषज्ञोंं की नियुक्ति, शारीरिक दक्षता परीक्षा का आयोजन करेगा एवं सफल अभ्यर्थियों की अनुशंसा सूची भेजेगा।

(च) जिला पुलिस एवं सैन्य पुलिस की रिक्तियों के लिए नियुक्ति की प्रक्रिया एक साथ होगी। अभ्यर्थियाें को विज्ञापित पदों के लिए अपनी प्राथमिकता देने का अवसर दिया जाएगा कि वे प्राथमिकता जिला पुलिस को देते हैं या सैन्य पुलिस को। नियुक्ति हेतु चयनित होेने पर मेधाक्रम के अनुसार इनके द्वारा दी गई प्राथमिकता पर विचार किया जाएगा।

(छ) आवेदन-पत्रों के संग्रहण के उपरान्त, आवेदन-पत्रों की संवीक्षा की जायेगी एवं जिन अभ्यर्थियों के आवेदन-पत्र सही पाये जायेंगे, उनके लिए लिखित परीक्षा का आयोजन किया जाएगा। लिखित परीक्षा का स्तर बिहार विद्यालय परीक्षा समिति के इण्टरमीडिएट (102) अथवा समकक्ष स्तर का होगा एवं प्रश्न वस्तुनिष्ठ प्रकार के होंगे। लिखित परीक्षा 100 अंकाें की होगी। दो घंटो के एक प्रश्न पत्र में कुल 100 प्रश्न होंगे जिसमें प्रत्येक सही उत्तर के लिए एक अंक दिए जाएंगे। उत्तर-पुस्तिका दो प्रतियों में होगी जिसमें से एक प्रति अदृश्य कार्बन प्रति के रूप में चयन पर्षद के पास अंतिम चयन सूची प्रकाशित होने के पश्चात्‌ एक वर्ष तक सुरक्षित रखी जायेगी। न्यायालय वाद की स्थिति में संबंधित उत्तर पुस्तिका को वाद निष्पादन तक पर्षद द्वारा सुरक्षित रखा जायेगा।

(ज) लिखित परीक्षा में 30 प्रतिशत से कम अंक प्राप्त करने वाले अभ्यर्थी शारीरिक दक्षता परीक्षा के लिए असफल घोषित किए जाएंगे।

(झ) लिखित परीक्षा में प्राप्त अंकों के आधार पर यथासंभव विज्ञापित रिक्तियों के आरक्षण कोटिवार 5 गुणा प्रत्येक कोटि के लिए अभ्यर्थियों का चयन शारीरिक दक्षता परीक्षा हेतु किया जाएगा। शारीरिक जांच हेतु अर्हता प्राप्त अभ्यर्थियों की पर्याप्त संख्या में अनुपलब्धता की दशा में अभ्यर्थियों का अनुपात उपयुक्त रूप से केन्द्रीय चयन पर्षद द्वारा कम किया जा सकेगा।

(ञ) कोटिवार अभ्यर्थियों का निर्दिष्ट अंक (कट-ऑफ माक्र्स) पर्षद के वेबसाईट पर अपलोड किया जाएगा।

(ट) किसी भी अभ्यर्थी द्वारा सूचना के अधिकार अधिनियम के अधीन ओ.एम.आर. शीट की प्रति की माँग किए जाने पर पर्षद उसे नियत अवधि के भीतर उपलब्ध करायेगा।

2. शैक्षणिक अर्हता।—सिपाही के पद के लिए शैक्षणिक अर्हता इण्टरमीडिएट (102) उत्तीर्ण अथवा बिहार राज्य सरकार के मदरसा बोर्ड द्वारा निर्गत मौलवी प्रमाण-पत्र अथवा बिहार राज्य के संस्कृत बोर्ड द्वारा निर्गत शास्त्री (अंग्रेजी सहित) अथवा आचार्य (अंग्रेजी रहित) प्रमाण-पत्र अथवा राज्य सरकार द्वारा मान्यता प्राप्त अन्य समकक्ष शैक्षणिक अर्हता होगी। 3. उम्र।—

(i) सामान्य कोटि के लिए न्यूनतम उम्र 18 वर्ष और अधिकतम उम्र 25 वर्ष। (ii) पिछड़ा वर्ग कोटि एवं अत्यन्त पिछड़ा वर्ग कोटि के पुरूषों के लिए अधिकतम उम्र-सीमा में 2 वर्षाें का शिथिलीकरण, यानि न्यूनतम उम्र 18 वर्ष और अधिकतम उम्र 27 वर्ष।

(iii) पिछड़ा वर्ग एवं अत्यन्त पिछड़ा वर्ग कोटि की महिलाओं के लिए अधिकतम उम्र-सीमा में 3 वर्षों का शिथिलीकरण, यानि न्यूनतम उम्र 18 वर्ष और अधिकतम उम्र 28 वर्ष।

(iv) अनुसूचित जाति एवं अनुसूचित जनजाति कोटि के पुरूषों एवं महिलाओं के लिए अधिकतम उम्र-सीमा में 5 वर्षों का शिथिलीकरण, यानि न्यूनतम उम्र 18 वर्ष और अधिकतम उम्र 30 वर्ष। (v) विहित अधिकतम उम्र सीमा में सभी आरक्षण कोटि के गृह रक्षकों को पाँच वर्षों की छूट दी जाएगी। 4. आरक्षण।—

(क) बिहार पदों एवं सेवाओं की रिक्तियों में आरक्षण (अनुसूचित जाति, अनुसूचित जनजाति एवं अन्य पिछड़े वर्गों के लिए) अधिनियम, 1991 (अधिनियम-3, 1992) (समय-समय पर यथा संशोधित), के प्रावधानों के अनुसार आरक्षण लागू होगा।

(ख) गृह विभाग (आरक्षी शाखा), बिहार, पटना की अधिसूचना संख्या-1444, दिनांक-06.02.04 एवं गृह विभाग (आरक्षी शाखा), बिहार, पटना के पत्र संख्या-1511, दिनांक-07.02.04 के अनुसार केवल बिहार के प्रशिक्षित गृह रक्षकों से प्रत्येक आरक्षित/गैर आरक्षित कोटि की 50 प्रतिशत रिक्तियाँ भरी जाएंगी। योग्य गृहरक्षक अभ्यर्थियों के पर्याप्त संख्या में अनुपलब्धता की दशा में गृृहरक्षक कोटे की शेष रिक्ति को उसी कोटि के गैर गृहरक्षक अभ्यर्थियों से भरा जाएगा।

(ग) बिहार पदों एवं सेवाओं की रिक्तियों में आरक्षण (अनुसूचित जाति, अनुसूचित जनजाति एवं अन्य पिछड़े वर्गो के लिए) अधिनियम, 1991 (अधिनियम-3, 1992) (समय-समय पर यथा संशोधित) के प्रावधानों के अनुसार पिछड़े वर्गो की महिलाओं के लिए 3 प्रतिशत आरक्षण को अक्षुण्ण रखते हुए, शेष आरक्षित एवं गैर आरक्षित वर्गों के 97 प्रतिशत पदाें केे विरूद्ध 35 प्रतिशत पद, प्रत्येक आरक्षण कोटि में, अलग-अलग महिलाओं के लिए आरक्षित होंगे।3 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 14 अग(cid:8)त 2019 परन्तु, यह कि योग्य महिला अभ्यार्थियों की पर्याप्त संख्या में अनुपलब्धता की दशा में शेष रिक्ति को उसी कोटि के योग्य पुरूष अभ्यार्थियों से भरा जायेगा । परन्तु, यह भी कि बिहार अधिनियम 3, 1992 की धारा 4(3) में निहित प्रावधान के अनुसार महिलाओं के लिए उपर्युक्त 35 प्रतिशत के अतिरिक्त यथास्थिति मेधानुसार भी महिलाओं की नियुक्ति की जा सकेगी।

(घ) सामान्य प्रशासन विभाग के संकल्प संख्या-13185, दिनांक-03.09.2015 की दृष्टि से बिहार राज्य के वैसे स्वतंत्रता सेनानियों, जिन्हें केन्द्र सरकार द्वारा पेंशन स्वीकृत है, के पोता/पोती/नाती/नतीनी के लिए नियुक्ति में 2 (दो) प्रतिशत क्षैतिज आरक्षण का प्रावधान लागू रहेगा।

(ङ) निःशक्तजन अधिकार अधिनियम, 2016 (2016 का अधिनियम सं0-49) के प्रावधानों के अधीन निःशक्तजनों के लिए किए गए आरक्षण के प्रावधान सिपाही की नियुक्ति पर लागू नहीं होंगे। (च) ''बिहार पदों एवं सेवाओं की रिक्तियों में तथा शैक्षणिक संस्थानों में नामांकन में (आर्थिक रूप से कमजोर वर्गो के लिये) आरक्षण अधिनियम, 2019'' के प्रावधान लागू होंगे।

5. शारीरिक दक्षता परीक्षा।— शारीरिक दक्षता परीक्षा कुल 100 अंकों की होगी। ऊँचाई और सीना के लिए कोई अंक देय नहीं होगा परन्तु विहित अर्हताएँ पूरी नहीं करने वाले अभ्यर्थी असफल घोषित किए जाएंगे। (क) ऊँचाई।-

(i) अनारक्षित वर्ग के पुरूष एवं पिछड़ा वर्ग के पुरूषों के लिए-न्यूनतम 165 से0मी0। (ii) सभी वर्गों की महिलाओं के लिए- न्यूनतम 155 से0मी0। (iii) भारतीय मूल के गोरखा के लिए (सिर्फ बी0एम0पी0-01 बटालियन के लिये)-न्यूनतम 160 से0मी0।

(iv) अनुसूचित जाति एवं अनुसूचित जन जाति के पुरूष के लिए-न्यूनतम 160 से0मी0।

(v) अत्यंत पिछड़ा वर्ग के पुरूष के लिए-न्यूनतम 162 से0मी0।

(ख) सीना।—

(1) अनारक्षित/पिछड़ा वर्ग/अत्यन्त पिछड़ा वर्ग के पुरूषों के लिए- बिना फुलाए- 81 से0मी0 (न्यूनतम)। फुलाकर - 86 से0मी0 (न्यूनतम)।

(फुलाने के बाद सीना की माप में कम से कम 5 सेन्टीमीटर का अन्तर होना अनिवार्य होगा)।

(2) अनुसूचित जाति/जनजाति के पुरूषों के लिए-

बिना फुलाए- 79 से0मी0 (न्यूनतम)। फुलाकर - 84 से0मी0 (न्यूनतम)। (फुलाने के बाद सीना की माप में कम से कम 5 सेन्टीमीटर का अन्तर होना अनिवार्य होगा)।

(3) भारतीय मूल के गोरखा के लिए (सिर्फ बी0एम0पी0-01 बटालियन के लिये)-

बिना फुलाए- 79 से0मी0 (न्यूनतम)।

फुलाकर - 84 से0मी0 (न्यूनतम)।

(फुलाने के बाद सीना की माप में कम से कम 5 सेन्टीमीटर का अन्तर होना अनिवार्य होगा)।

(4) महिलाओं के लिए सीना की मापी नहीं होगी।

(ग) दौड़- अधिकतम 50 अंक।—

(i) सभी कोटि के पुरूषों के लिए- 1 मील (1.6 कि0मी0) [अधिकतम 6 मिनट में] 5 मिनट से कम -50 अंक 5 मिनट से 5 मिनट 20 सेकण्ड तक -40 अंक 5 मिनट 20 सेकण्ड से अधिक एवं 5 मिनट 40 सेकण्ड तक -30 अंक 5 मिनट 40 सेकण्ड से अधिक एवं 6 मिनट तक -20 अंक 6 मिनट से अधिक समय लेने वाले पुरूष अभ्यार्थियों को असफल घोषित किया जायेगा। (ii) सभी कोटि की महिलाओं के लिए- 1 किलोमीटर [अधिकतम 5 मिनट में]

4 मिनट से कम -50 अंक 4 मिनट से 4 मिनट 20 सेकण्ड तक -40 अंक 4 मिनट 20 सेकण्ड से अधिक एवं 4 मिनट 40 सेकण्ड तक -30 अंक 4 मिनट 40 सेकण्ड से अधिक एवं 5 मिनट तक -20 अंक 5 मिनट से अधिक समय लेने वाले महिला अभ्यर्थियों को असफल घोषित किया जायेगा।4 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 14 अग(cid:8)त 2019 (घ) गोला फेंक- अधिकतम 25 अंक।—

(i) सभी कोटि के पुरूषों के लिए।— 16 पौंड का गोला न्यूनतम 16 फीट फेंकना होगा। 16 फीट से 17 फीट तक - 09 अंक 17 फीट से ज्यादा एवं 18 फीट तक - 13 अंक 18 फीट से ज्यादा एवं 19 फीट तक - 17 अंक 19 फीट से ज्यादा एवं 20 फीट तक - 21 अंक 20 फीट से ज्यादा - 25 अंक 16 फीट से कम फेंकने वाले पुरूष अभ्यर्थियों को असफल घोषित किया जायेगा। (ii) सभी कोटि की महिलाओं के लिए।— 12 पौंड का गोला न्यूनतम 12 फीट फेंकना होगा। 12 फीट से 13 फीट तक - 09 अंक 13 फीट से ज्यादा एवं 14 फीट तक - 13 अंक 14 फीट से ज्यादा एवं 15 फीट तक - 17 अंक 15 फीट से ज्यादा एवं 16 फीट तक - 21 अंक 16 फीट से ज्यादा - 25 अंक 12 फीट से कम फेंकने वाले महिला अभ्यर्थियों को असफल घोषित किया जायेगा। (ङ) ऊँची कूद़-अधिकतम 25 अंक।-

(i) सभी कोटि के पुरूषों के लिए ।—न्यूनतम ऊँचाई 4 फीट।

04 फीट - 13 अंक 04 फीट 4 इंच - 17 अंक 04 फीट 8 इंच - 21 अंक 05 फीट - 25 अंक 04 फीट से कम कूदने वाले पुरूष अभ्यर्थियों को असफल घोषित किया जायेगा। (ii) सभी कोटि की महिलाओं के लिए ।— न्यूनतम ऊँचाई 3 फीट।

03 फीट - 13 अंक 03 फीट 4 इंच - 17 अंक 03 फीट 8 इंच - 21 अंक 04 फीट - 25 अंक 03 फीट से कम कूदने वाले महिला अभ्यर्थियों को असफल घोषित किया जायेगा। नियत समय (पुरूषों के लिए 6 मिनट एवं महिलाओं के लिए 5 मिनट) में दौड़ पूरी करने वाले अभ्यर्थियों को गोला फेंक एवं/अथवा ऊँची कूद स्पर्धा/स्पर्धाओं में न्यूनतम विनिश्चित मानदंड पूरा नहीं करने पर असफल घोषित किया जायेगा तथा ऐसे अभ्यर्थी को अन्य स्पर्धाओं में सम्मिलित होने का अवसर प्रदान नहीं किया जाएगा। अभ्यर्थी को सभी स्पर्धाओं में अलग-अलग सफल होना होगा। मात्र गोला फेंक एवं ऊँची कूद में अधिकतम तीन मौका दिया जायेगा।

6. मेधा सूची।—

(i) लिखित परीक्षा मेधा सूची का आधार नहीं होगी। लिखित परीक्षा केवल शारीरिक दक्षता परीक्षा के लिये अर्हक (Qualifying) होगी।

(ii) सिपाही के पद पर नियुक्ति हेतु चयन के लिये मेधा सूची, शारीरिक दक्षता परीक्षा के अधीन तीनों स्पर्धाओं यथा- दौड़, ऊँची कूद तथा गोला फेंक में अभ्यर्थी द्वारा प्राप्त कुल अंक के आधार पर तैयार की जायेगी। शारीरिक दक्षता परीक्षा में दो या अधिक अभ्यर्थियों के समान अंक प्राप्त करने की दशा में, मेधा सूची में उनके स्थान का अवधारण, उनकी जन्म तिथियों के आधार पर, एवं समान अंक प्राप्त करने एवं समान जन्म तिथि वाले दो या अधिक अभ्यर्थियों की दशा में, उनकी शैक्षणिक अर्हता के आधार पर किया जायेगा। इस प्रकार समान अंक प्राप्त करने वाले अभ्यर्थियों में अधिक उम्र वाले, एवं समान प्राप्तांक एवं समान जन्म तिथि वाले अभ्यर्थियों की दशा में, उच्चतर शैक्षणिक अर्हता वाले अभ्यर्थी का स्थान मेधा सूची में उच्चतर रखा जायेगा। (iii) शैक्षणिक योग्यता समान होने की दशा में, पद के लिए अवधारित न्यूनतम अर्हक परीक्षा (इण्टरमीडिएट एवं समकक्ष) में अधिक अंक प्राप्त करने वाले को मेधाक्रम में ऊपर रखा जाएगा। (iv) उपर्युक्त प्रावधानों के अधीन विचारण के बाद भी समानता की दशा में, अभ्यर्थियों का स्थान मेधाक्रम में उनके दसवीं बोर्ड के प्रमाण पत्र में यथोल्लिखित नाम के अंग्रेजी वर्णमाला के क्रम के अनुसार अवधारित किया जाएगा।

7. चिकित्सकीय परीक्षण।— नियुक्ति के पूर्व बिहार पुलिस हस्तक, 1978 प्रपत्र संख्या-103 के अनुसार सभी चयनित अभ्यर्थियों का चिकित्सकीय परीक्षण नियुक्ति प्राधिकार द्वारा कराया जाएगा। आँख, कलर ब्लाइन्डनेस, श्रवण शक्ति एवं हकलाहट की भी जाँच की जायेगी। नियुक्ति के लिए अभ्यर्थियों का चिकित्सकीय परीक्षण में योग्य पाया जाना अनिवार्य होगा। चिकित्सीय परीक्षण में अयोग्य पाए गए अभ्यर्थियों की नियुक्ति नहीं की जाएगी।5 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 14 अग(cid:8)त 2019 8. चरित्र सत्यापन।—नियुक्ति के पूर्व सभी चयनित अभ्यर्थियों का चरित्र सत्यापन बिहार पुलिस हस्तक, 1978 प्रपत्र संख्या-101 के अनुसार नियुक्ति प्राधिकार द्वारा कराया जाएगा। प्रतिकूल प्रतिवेदन प्राप्त होने पर एवं/अथवा अभ्यर्थियों द्वारा तथ्यों को छुपाये जाने की स्थिति में संबंधित अभ्यर्थी नियुक्ति के लिए अयोग्य घोषित किये जायेंगे। किसी अभ्यर्थी के विरूद्ध न्यायालय में आपराधिक मामला लम्बित होने अथवा न्यायालय द्वारा दोषसिद्ध घोषित किए जाने पर उसे नियुक्ति के अयोग्य घोषित किया जाएगा।

(Rule 663, 672 and Rule 673)

1. Process of Appointment of Constables. —

(a) Every year in the month of April, the Director General of Police, Bihar shall get calculated, reservation category wise, the number of vacant posts of Constables. Reservation category wise vacancy shall be determined as per the provisions of Para-4 of Appendix.

(b) Out of posts for direct recruitment of constables 1% posts shall be reserved for sports persons, who have shown commendable performance at national/ international level competitions. They shall be recruited separately under the procedure described in the Bihar Police Sports Policy, 2013 (as amended from time to time) as prescribed by the State Government.

(c) Requisition in the prescribed proforma will be sent to the Central Selection Board (Constable Recruitment) in which the information of number of vacant posts reservation category wise will be given.

(d) The Board shall get advertised the number of vacancies in widely circulated newspapers and through the website of Central Selection Board (Constable Recruitment), as per requisition received from the Director General of Police. The candidates will have to abide by the directions and conditions given in the advertisement. Such Examination fees shall be taken from the candidates, which may be fixed by the Commission. The candidates shall submit their application forms in the prescribed proforma online thorough the website of the Board as per the terms and conditions vested in the advertisement to be published by the Board.

(e) The selection of the candidates for the appointment to the post of constables shall be made by the Board through Competitive Examination. The Board shall select question papers, conduct written examination, examine the answer sheets, appoints experts, conduct physical efficiency tests and shall send list of recommendation of the successful candidates.

(f) Process of appointment for vacancies of District Police and Military Police will be held together. Candidates will be given opportunity to submit their priority for advertised posts, where they can give their priority to District Police or Military Police. On being selected for appointment, priority submitted by the candidate, will be considered as per the order of merit.

(g) After collection of application forms scrutiny of application forms will be made and written examinations will be conducted for those candidates whose application forms are found in order. Level of written examination will be of Intermediate (10+2) of Bihar School Examination Board or equivalent level and questions will be of objective type. Written Examination will be of 100 marks. The question paper of two hours duration will have total 100 questions, in which 01 marks will be given for each correct answer. Each answer book will be in duplicate, out of which one copy will be in the form of invisible carbon copy, to be kept reserved with Selection Board.

(h) Candidates securing less than 30% (percent) marks in written examination will be declared fail for the physical efficiency test.

(i) Candidates will be selected five times of the existing vacancies in each category on the basis of marks obtained in written examination as far as possible, for physical efficiency test (PET). In case of unavailability of eligible candidates for Physical Efficiency Test the proportion of the candidates may be reduced by the Board reasonably.

(j) The specified cut-off marks of categories Candidates shall be uploaded on website of the Board.

(k) The copy of OMR sheet demanded by any Candidate under Right to Information Act shall be provided by the Board within stipulated time.

2. Educational Qualification .— The educational qualification for the post of constable shall be Intermediate (10+2) pass or Maulwi Certificate issued by the Madarsa Board of Bihar State Government or Shashtri (with English) or Aacharya (withought English) Certificate issued by the Sanskrit Education Board of Bihar or equivalent educational qualification recognized by the State Government from time to time.

3. Age .—

(i) Minimum age 18 years and maximum age 25 years for general category. (ii) Relaxation of 02 years in maximum age-limit for men of Backward Classes and Extremely Backward Classes category. i.e. minimum age 18 years and maximum age 27 years.

(iii) Relaxation of 03 years in maximum age-limit for women of Backward Classes and Extremely Backward Classes category. i.e. minimum age 18 years and maximum age 28 years.

(iv) Relaxation of 05 years in maximum age limit for men and women of Schedule Caste and Schedule Tribe categories i.e. minimum age 18 years and maximum age 30 years.

(v) Relaxation of 05 years in the prescribed maximum age-limit for Homegurads of all categories will be given.

4. Reservation.—

(a) Reservation will apply as per the provisions of the Bihar Reservation of Vacancies in Post & Services (For Schedule Caste, Schedule Tribes and Other Backward Classes) Act, 1991 (as amended from time to time).

(b) 50 percent of vacancies of each reserved and unreserved categories will be filled up only from trained Home Guards of Bihar as per notification no. 1444 dated. 06.02.2004 of Home (Police) Department and letter no. 1511 dated 07.02.2004 of Home (Police) Department. Vacancies of Home Guard quota if remain unfilled due to unavailability of suitable Home Guard candidate, may be filled by the non Home Guard candidate of same reservation category.

(c) As per provisions of the Bihar Reservation of Vacancies in Post & Services (For Schedule Caste, Schedule Tribes and Other Backward Classes) Act, 1991( as7 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 14 अग(cid:8)त 2019 amended from time to time) keeping 3% reservation for backward class women unaffected 35% posts of rest 97% post of reserved and unreserved category shall be reserved for women separately in each reservation category. Provided, in case of non-availability of eligible female candidate in required number, remaining vacancies shall be filled by eligible male candidates of same category ; Provided also that, in addition to the aforesaid 35% reservation as per provision of section 4(3) of the Bihar Act-3, 1992, as the case may be, women may be appointed as per merit.

(d) In view of the provisions of resolution number 13185 dated 03-09-2015 of General Administration Department regarding 2 percent horizontal reservation in appointments for grandson/daughter (iksrk@iksrh@ukrh@urhuh) of those freedom fighters of the State of Bihar, who get freedom fighters pension form Central Government shall remain applicable.

(e) Reservation for Disabled under provisions of The Rights of Persons with Disabilities Act, 2016 shall not be applicable to the appointment of the constables. (f) Provisions of Bihar Reservation of Vacancies in Post & Services and Educational Institutions (For Economically Weaker Sections) Act, 2019 will be applicable.

5. Physical Efficiency Test.—Physical Efficiency Test will be of 100 Marks. No marks will be given to Height and Chest but, Candidates not fulfilling the prescribed qualifications will be declared unsuccessful and they will have no opportunity to participate in other events of Physical Efficiency Test.

(a) Height.—

(i) For Men of Unreserved Category and Backward Classes - Minimum 165 C.M. (ii) For Women of all Categories- Minimum 155 C.M. (iii) For Gorkha of Indian Origin (only for BMP-01 Battalion) - Minimum 160 C.M. (iv) For Men of Schedule Caste & Schedule Tribe - Minimum 160 C.M. (v) For Men of Extremely Backward Classes- Minimum 162 C.M.

(b) Chest.—

(i) For Men of Unreserved Category / Backward Classes/ Extremely Backward Classes-

Without expansion- 81 Cms. (Minimum) With expansion - 86 Cms. (Minimum)

(A difference of minimum 5 Cms in chest measurement after expansion will be compulsory)

(ii) For Men of Schedule Castes / Schedule Tribes – Without expansion- 79 Cms. (Minimum) With expansion - 84 Cms. (Minimum) (A difference of minimum 5 Cms in chest measurement after expansion will be compulsory)

(iii) For Gorkha of Indian Origin (only for BMP-01 Battalion) –

Without expansion -79 Cms. (Minimum) With expansion -84 Cms. (Minimum)

(A difference of minimum 5 Cms in chest measurement after expansion will be compulsory)

(iv) For Women, there will be no chest measurement.

(c) Run.—Maximum 50 Marks

(i) For Men of all categories .- 1 Mile (1.6 Km) [in maximum 6 minutes] Less than 5 Minutes - 50 marks From 5 minutes up to 5 minutes 20 seconds - 40 marks More than 5 minutes 20 seconds up to 5 minutes 40 Seconds - 30 marks More than 5 minutes 40 seconds up to 6 minutes - 20 marks Male candidates taking more than 6 minutes shall be declared unsuccessful.

(ii) For Women of all categories - 1 Kilometer [in maximum 5 minutes] Less than 4 minutes - 50 marks From 4 minutes up to 4 minutes 20 seconds -40 marks More than 4 minutes 20 seconds up to 4 minutes 40 seconds - 30 marks More than 4 minutes 40 seconds up to 5 minutes - 20 marks Female candidates taking more than 5 minutes shall be declared unsuccessful.

(d) Shot Put.—Maximum 25 Marks

(i) For Men of all categories - A Shot Put of 16 Pound will have to be thrown up to minimum 16 feet. From 16 feet up to 17 feet - 09 marks More than 17 feet and up to 18 feet - 13 marks More than 18 feet and up to 19 feet - 17 marks More than 19 feet and up to 20 feet -21 marks More than 20 feet - 25 marks Male candidate, throwing Shot Put less than 16 feet, will be declared unsuccessful.

(ii) For Women of all categories :- A Shot Put of 12 Pound will have to be thrown up to minimum 12 feet. From 12 feet and up to 13 feet - 09 marks More than 13 feet and up to 14 feet - 13 marks More than 14 feet and up to 15 feet - 17 marks More than 15 feet and up to 16 feet - 21 marks More than 16 feet - 25 marks Female candidate, throwing Shot Put less than 12 feet, will be declared unsuccessful. (e) High Jump.—Maximum 25 Marks

(i) For Men of all categories - Minimum height 4 feet.

4 feet - 13 marks 4 feet 4 inch - 17 marks 4 feet 8 inch - 21 marks 5 feet - 25 marks Male candidate who jump less than 04 feet, will be declare unsuccessful.

(ii) For Women of all categories: - Minimum height 3 feet.

3 feet - 13 marks 3 feet 4 inch - 17 marks 3 feet 8 inch - 21 marks 4 feet - 25 marks

Female candidate who jump less than 03 feet, will be declare unsuccessful.

A candidate who completes the run within the stipulated time ( for men within 6 minutes and for women within 5 minutes) but does not meet the minimum fixed standards in Shot Put and/or High Jump event/events shall be declared unsuccessful and such candidate will not be allowed to participate in remaining events. Candidates have to qualify each event. Maximum three chance will be given in Shot Put and High Jump events only.

6. Merit list.—

(i) Written Examination will not be the ground of Merit List. It will be only qualifying for Physical Efficiency Test.

(ii) Merit list for selection for the appointment to the post of Constable will be prepared on the basis of marks obtained by the candidates in all the three events under Physical Efficiency Test, viz. Run, Shot Put and High Jump. In case of obtaining equal marks by two or more candidates in the Physical Efficiency Test, determination of their place in the merit list shall be made on the basis of their dates of birth; and, in case of two or more candidates obtaining equal marks and having the same dates of birth, on the basis of their educational qualifications. Thus, in case of candidates obtaining equal9 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 14 अग(cid:8)त 2019 marks, the older candidate and in case of candidates obtaining equal marks and having the same dates of birth, the candidate having the higher educational qualifications shall be placed higher in the merit list.

(iii) In case of having equal educational qualifications, candidate having more marks in minimum qualifying examination (Intermediate and equivalent) will be placed higher in the merit list.

(iv) In case of similarity even after consideration under the above provisions, the place of candidates in the merit list will be decided on the basis of name in English alphabetical order as mentioned in 10th Board Certificate.

7. Medical test.— Prior to the appointment medical test of the selected candidates shall be made, according to Form No.-103 of Bihar Police Manual, 1978, Medical test of eyes, colour blindness, audio capacity and stammering will also be made For appointments it will be compulsory for the candidates to be fit in Medical Test. Candidates found unfit in Medical tests will not be appointed.

8. Character Verification.—Prior to the appointment character of the candidates will be verified according to Form No.-101 of Bihar Police Manual, 1978. In case of pendency of criminal case in the court or declared convicted by the court, candidate will be declared unfit for appointment.
