सं॰ 21/एस॰एस॰सी॰-36/2012-13473/का॰—बिहार तकनीकी सेवा आयोग अधिनियम, 2014 (बिहार अधिनियम 13, 2014) की धारा-14 की उप धारा (1) में प्रदत्त शक्तियों का प्रयोग करते हुए राज्य सरकार, बिहार तकनीकी सेवा आयोग नियमावली, 2015 में संशोधन करने हेतु निम्नलिखित नियमावली बनाती हैं :-
बिहार तकनीकी सेवा आयोग (संषोधन) नियमावली, 2019
2. संक्षिप्त नाम, विस्तार और प्रारभ्म ।-
(i) यह नियमावली ''बिहार तकनीकी सेवा आयोग (संशोधन) नियमावली, 2019 कही जा सकेगी। (ii) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा।
(iii) यह राजपत्र में इसके प्रकाशन की तिथि से प्रवृत्त होगी।
3. ''बिहार तकनीकी सेवा आयोग नियमावली, 2015'' के नियम-10(1) का प्रतिस्थापन।- उक्त नियमावली के नियम-10 (1) को निम्नलिखित द्वारा प्रतिस्थापित किया जायेगा-2 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 3 अ(cid:6)तूबर 2019 ''10. वित्तीय शक्तियाँ।- शक्तियों का प्रत्यायोजन ।- (1) वित्तीय मामलों में बजट आवंटन के भीतर रु0 25,000/-(पच्चीस हजार) तक के कार्यालय- प्रशासन व्यय को मंजूर करने की शक्ति आयोग के तक कार्यालय-प्रशासन व्यय/अन्य व्यय को मंजूर करने की शक्ति आयोग के अध्यक्ष को होगी एवं रु0 1,00,000/-(एक लाख) से अधिक कार्यालय प्रशासन व्यय एवं अन्य व्यय को नियमानुसार मंजूर करने की शक्ति आयोग को होगी। इसके अतिरिक्त परीक्षा-संचालन के लिए क्रय एवं संविदा निष्पादन बिहार वित्त (संशोधन) नियमावली, 2005 के प्रावधानों के तहत करने की पूर्ण शक्ति आयोग को होगी।
परन्तु, प्रशासनिक मामलों में आयोग के अध्यक्ष को राज्य सरकार के विभागाध्यक्षों के समकक्ष शक्तियों का प्रयोग करने की शक्ति होगी।

सं॰ 21/एस॰एस॰सी॰-36/2012-13474 सामान्य प्रशासन विभाग, बिहार, पटना की अधिसूचना संख्या 13473 दिनांक 27.09.2019 का निम्नलिखित अँग्रेजी अनुवाद, बिहार राज्यपाल के प्राधिकार से एतद्द्वारा प्रकाशित किया जाता है जो भारतीय संविधान के अनुच्छेद 348 के खंड (3) के अधीन अँग्रेजी भाषा में इसका प्राधिकृत पाठ समझा जायेगा।

No.-21/S.S.C-36/2012-13473/Ka—In exercise of the powers conferred by Sub Section-1 of Section-14 of Bihar Technical Service Commission Act, 2014(Bihar Act 13, 2014), the State Government is pleased to make the Following Rules to amend in Bihar
2. Short title, extent and commencement.—-
(i) These Rules may be called "Bihar Technical Service Commission (Amendment) Rules , 2019."
(ii.) It shall extant to the whole of the State of Bihar.
3 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 3 अ(cid:6)तूबर 2019(iii) It shall come into force from the date of its publication in the official gazette .
3. Replacement of Rule 10 (1) of Bihar Technical Service Commission Rules,
2015.—Rule -10 (1) of the abovesaid Rules shall be replaced by following :-
"10.Financial Powers।— Delegation of Powers ।— In financial matters the Secretary of the Commission shall have the power to approve the office-administration expenditure till the Rs. 25,000/-(twenty five thousand) within budget allotment. The Chairman of the Commission shall have the power to approve the office administration expenditure/other expenditure above than Rs. 25,000/-(twenty five thousand) and till Rs. 1,00,000/- (one lakh) and the Commission shall have the power to approve the office-administration expenditure and other expenditure of more than Rs 1,00,000/-(one lakh) according to rule. Beside this, the Commission shall have the full power of purchase for conducting the examination and disposal of tender within the provisions of Bihar Finance (amendment ) Rules, 2005.
Provided that the Chairman of the Commission shall have the power to exercise the powers similar to Head of the Departments of the State Government in case of Administrative matters"
