सं॰ 3/वि0वि0प्रयो0-01-27/2014-5863/गृ0आ0—बिहार पुलिस अधिनियम, 2007 (बिहार अधिनियम, 7, 2007) की धारा 94 की सहपठित भारत संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल, एतद द्वारा बिहार पुलिस हस्तक, 1978 (समय-समय पर यथासंषोधित) का संषोधन करते हुए निम्नलिखित नियमावली बनाते है :-
1111.... संक्षिप्त नाम विस्तार एवं आरम्भ-संक्षिप्त नाम विस्तार एवं आरम्भ-संक्षिप्त नाम विस्तार एवं आरम्भ-संक्षिप्त नाम विस्तार एवं आरम्भ-
(i) यह हस्तक बिहार पुलिस हस्तक (संषोधन), 2020 कहा जा सकेगा। (ii) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। (iii) यह तुरन्त प्रवृत होगा।
2. बिहार पुलिस हस्तक भाग-3 का परिषिष्ट-99 विधि विज्ञान प्रयोगषाला के पदाधिकारियों/कर्मचारियों की नियुक्ति नियमावली से संबंधित है। इसमें निम्नांकित कंडिकाए 3, 4 एवं 5 सन्निविष्ट किये जाते हैं :-
''3. सहायक निदेषक एवं वरीय वैज्ञानिक सहायक के पद पर सीधी नियुक्ति हेतु प्रकाषित विज्ञापन के आलोक में अभ्यर्थी विधि विज्ञान प्रयोगषाला की एक से अधिक प्रषाखाओं के लिए आवेदन देने की स्थिति में अपनी प्राथमिकता भी अंकित करेंगे। अभ्यर्थियों की एक सामान्य मेधा सूची (Common merit list) तैयार की जायेगी, जिसके आलोक में प्रषाखा का आवंटन मेधा क्रम अभ्यर्थियों द्वारा दी गई प्राथमिकता एवं रोस्टर रिक्ति के आधार पर की जायेगी। अभ्यर्थी के द्वारा दी गयी प्राथमिकता एवं सामान्य वरीयता सूची के आधार पर एक बार प्रषाखा आवंटित किए जाने की स्थिति में शेष प्रषाखाओं हेतु उनके नाम पर विचार नहीं किया जाएगा तथा बिहार लोक सेवा आयोग, पटना/बिहार कर्मचारी चयन आयोग, पटना अभ्यर्थी द्वारा दी गई प्राथमिकता के आधार पर किए गए आवंटन के पष्चात अभ्यर्थी का प्रषाखा में परिवर्तित करने का अनुरोध स्वीकार नहीं किया जायेगा। 2 ॢबह(cid:4)र गजट (cid:10)[स(cid:4)ध(cid:4)रण(cid:15)(cid:16) 15 (cid:6)सत(cid:9)बर 2020 5. विभागीय अधिसूचना सं0-3373, दिनांक-18.05.2015 द्वारा अनुभव के लिए निर्धारित अंकों का लाभ साक्षात्कार उपरांत अंतिम मेधा सूची प्रकाषित करते समय जोड़ा जायेगा। बिहार राज्य के विधि विज्ञान प्रयोगषालाओं के किसी भी प्रषाखा में किए गए कार्य के लिए आवेदकों को निर्धारित मापदंड के अनुसार अनुभव का लाभ अनुमान्य होगा।''

The 14th September 2020 No-BBP-01-27-2014-5863—In exercise of the powers conferred by the section 94 of the Police Act, 2007, Bihar (Act no.7 of 2007) read with proviso to Article 309 of the Constitution of India, the Governor of Bihar is hereby pleased to make the following rules to amend the Bihar Police Manual, 1978 (as amended from time to time).
1. Short title, extent and commencement :-
(i.) This manual may be called "The Bihar Police (amendment) Manual, 2020". (ii) It shall extend to the whole of the Bihar. (iii) It shall come into force immediately.
2. Appendix 99 of Bihar Police Manual Volume -III is related to Recruitment Rules for Officers/Staff of Forensic Science Laboratory. In this, following Para Nos.- 3, 4 & 5 are being inserted :-
"3. In the light of the publication of advertisement for direct appointment to the post of Assistant Director and Senior Scientific Assistant, applicants applying for more than one section, shall have to mention their priority regarding concerned sections of Forensic Science Laboratories. A common merit list shall be prepared for the applicants. Allotment of section shall be done on the basis of common merit list, roaster wise vacancies and the priority mentioned by the applicant. Once a section gets allotted to the applicant on the basis of merit and the priority order given by him, he will not be considered for allotment of remaining section. Any request for change in allotment of section shall not be entertained by the Bihar Public Service Commission, Patna and Staff Selection Commission, Patna after allotment of section on the basis of priority given by the applicant and the position secured in common merit list.
4. Single advertisement shall be published including all vacancies existing in all sections of Forensic Science Laboratories .
5. Advantage of marks for work experience admissible vide notification number 3373 dated. 18.05.2015 of Department of Home, Bihar, Patna shall be added after completion of interview and during publication of final merit list. Marks for advantage of work experience shall be admissible in according to prescribed criterion for work experience in any section of the Forensic Science Laboratories in the State of Bihar. for experience of work in any section of the Forensic Science Laboratories in the State of Bihar. "
