पशु एवं मत्स्य संसाधन विभागपशु एवं मत्स्य संसाधन विभागपशु एवं मत्स्य संसाधन विभागपशु एवं मत्स्य संसाधन विभाग ——— अधिसूचना ૨૫ uંચ્cj ૨૦૨૦ सं॰ 1/स्था0 (2) 04/2019-3100— भारत के संविधान के अनुच्छेद-309 के परन्तुक में प्रदत्त शक्तियों का प्रयोग करते हुए बिहार राज्यपाल ''बिहार पशु चिकित्सा सेवा'' (नियुक्ति एवं सेवा शर्त्त) नियमावली, 2014 (समय-समय पर यथासंशोधित) का संशोधन करने हेतु निम्नलिखित नियमावली बनाते है :-
1. संक्षिप्त नाम, विस्तार एवं प्रारम्भ -
(i) यह नियमावली ''बिहार पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त्त) (संशोधन) नियमावली, 2020'' कही जा सकेगी।
(ii) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा।
(iii) यह अधिसूचना निर्गत की तिथि से प्रभावी होगी।
2. ''बिहार पशु चिकित्सा सेवा (नियुक्ति एवं सेवा शर्त्त) नियमावली-2014 के नियम-2 के उप नियम
(v)का प्रतिस्थापन । - उक्त नियमावली के नियम-2 के उप नियम (v) को निम्नलिखित से प्रतिस्थापित किया जायेगा :-
''2(v)-आयोग से अभिप्रेत है ''बिहार तकनीकी सेवा आयोग''2 ;बपकरू4द्ध ;बपकरू26द्धख्;बपकरू4द्ध;बपकरू4द्ध;बपकरू27द्ध;बपकरू31द्ध
3. ''बिहार पशु चिकित्सा सेवा'' (नियुक्ति एवं सेवा शर्त्त) नियमावली-2014 के नियम-3 (5) (i) का
प्रतिस्थापन ।- उक्त नियमावली के नियम-3 (5) (i) को निम्नलिखित से प्रतिस्थापित किया जायेगा :-
(i) भ्रमणशील पशु चिकित्सा पदाधिकारी/ प्रखंड पशुपालन पदाधिकारी एवं समकक्ष पद (मूल कोटि)। 4. ''बिहार पशु चिकित्सा सेवा'' (नियुक्ति एवं सेवा शर्त्त) नियमावली-2014 के नियम-4 का प्रतिस्थापन।-उक्त नियमावली के नियम-4 को निम्नलिखित से प्रतिस्थापित किया जायेगा :-
बिहार पशु चिकित्सा सेवा में नियुक्ति राज्य सरकार द्वारा भ्रमणशील पशु चिकित्सा पदाधिकारी/प्रखंड पशुपालन पदाधिकारी एवं समकक्ष पद (मूल कोटि) तथा विशेषज्ञ पदों पर होगी। प्रत्येक वर्ष उपलब्ध रिक्तियों को ध्यान में रखते हुए इस नियमावली के विहित प्रक्रियानुसार इनका चयन किया जायेगा। यह चयन ''बिहार तकनीकी सेवा आयोग'' के माध्यम से होगा। सरकार द्वारा विनिश्चित आयु सीमा एवं आरक्षण नियमों का पालन आवश्यक होगा। परन्तु यह भी कि नियुक्ति के किसी संव्यवहार में विभाग कारणों को अभिलिखित करते हुए अधिकतम उम्र सीमा को बढ़ा सकेगा।
5. ''बिहार पशु चिकित्सा सेवा'' (नियुक्ति एवं सेवा शर्त्त) नियमावली-2014 के नियम-5 का
प्रतिस्थापन।-उक्त नियमावली के नियम-5 को निम्नलिखित से प्रतिस्थापित किया जायेगा :-
''(1) सामान्य संवर्ग में नियुक्ति के लिए न्यूनतम शैक्षणिक अर्हत्ता भारतीय पशु चिकित्सा परिषद द्वारा मान्यता प्राप्त विश्वविद्यालय से बी0वी0एस0सी0 (B.V.Sc.) अथवा बी0वी0एस0सी0 एण्ड ए0एच0 ( B.V.Sc. & A.H.) की डिग्री होगी। विशेषज्ञ संवर्ग में नियुक्ति के लिए न्यूनतम शैक्षणिक अर्हत्ता भारतीय पशु चिकित्सा परिषद द्वारा मान्यता प्राप्त विश्वविद्यालय से एम0वी0एस0सी0 (M.V.Sc.) की डिग्री होगी।
बिहार सरकार के अधीन संविदा/ अनुबंध पर नियुक्त पशु चिकित्सक/ पशुपालन पदाधिकारी, ए0टी0एम0/बी0टी0एम0 के रूप में कृषि विभाग, बिहार, पटना में संविदा पर नियोजित पशु चिकित्सा स्नातकों, बिहार स्टेट मिल्क कॉपरेटिव फेडरेशन (कम्फेड) में कार्यरत पशु चिकित्सक, बिहार ग्रामीण जीविकोपार्जन प्रोत्साहन समिति (जीविका) में कार्यरत पशु चिकित्सक, पशु एवं मत्स्य संसाधन विभाग, बिहार, पटना के अन्तर्गत संचालित विभिन्न परियोजना में कार्यरत पशु चिकित्सक तथा बिहार सरकार के किसी भी विभाग में कार्यरत पशु चिकित्सकों को कार्यानुभव के लिए अधिमानता दी जायेगी।
(2) सामान्य सम्वर्ग / विशेषज्ञ संवर्ग में नियुक्ति हेतु पशु चिकित्सकों के चयन के लिए अभ्यर्थियों को उनकी शैक्षणिक योग्यता एवं कार्य अनुभव के लिए अंक प्रदान किये जायेंगे।
शैक्षणिक योग्यता एवं कार्यानुभव के लिए कुल विनिश्चित अंक 100 (एक सौ) हाेंगे एवं इनका विनिश्चय निम्न प्रकार होगा -
सामान्य संवर्ग-
| (i) | बी0वी0एस0सी0 (B.V.Sc. ) अथवा बी0वी0एस0सी0 एण्ड ए0एच0 (B.V.Sc. & AH) में प्राप्तांक | कुल 75 अंक |
| (ii) | स्नातकोत्तर अथवा उच्चत्तर डिग्री | कुल 5 अंक |
| (iii) | बिहार सरकार के अधीन संविदा/ अनुबंध पर नियुक्त पशु चिकित्सकों/पशुपालन पदाधिकारी,ए0टी0एम0/बी0टी0एम0 के रूप में कृषि विभाग, बिहार में संविदा पर नियोजित पशु चिकित्सा स्नातकों, बिहार स्टेट मिल्क कॉपरेटिव फेडरेशन (कम्फेड) में कार्यरत पशु चिकित्सकों, बिहार ग्रामीण जीविकोपार्जन प्रोत्साहन समिति (जीविका) में कार्यरत पशु चिकित्सकों, पशु एवं मत्स्य संसाधन विभाग, बिहार, पटना के अन्तर्गत संचालित विभिन्न परियोजनाओं में कार्यरत पशु चिकित्सकों तथा बिहार सरकार के किसी भी विभाग में कार्यरत पशु चिकित्सकों के कार्यानुभव के लिए अंक नोट :- संविदा/ अनुबंध के आधार पर कार्यरत कर्मियों को किये गये कार्य अवधि के लिए अधिकतम 20 अंक (कार्यानुभव के प्रत्येक वर्ष के लिए 4 अंक के हिसाब से अधिकतम 20 अंक) एवं वर्ष के अंश के लिए अनुपातिक अंक दिये जा सकते है | कुल 20 अंक |
विशेषज्ञ संवर्ग-
| (i) | एम0वी0एस0सी0 (M.V.Sc. ) में प्राप्तांक | कुल 75 अंक |
| (ii) | स्नातकोत्तर से उच्चत्तर डिग्री | कुल 5 अंक |
| (iii) | बिहार सरकार के अधीन संविदा/ अनुबंध पर नियुक्त पशु चिकित्सक/पशुपालन पदाधिकारी, ए0टी0एम0/बी0टी0एम0 के रूप में कृषि विभाग, बिहार में संविदा पर नियोजित पशु चिकित्सा स्नातकों, बिहार स्टेट मिल्क कॉपरेटिव फेडरेशन (कम्फेड) में कार्यरत पशु चिकित्सकों, बिहार ग्रामीण जीविकोपार्जन प्रोत्साहन समिति (जीविका) में कार्यरत पशु चिकित्सकों, पशु एवं मत्स्य संसाधन विभाग, बिहार, पटना के अन्तर्गत संचालित विभिन्न परियोजनाओं में कार्यरत पशु चिकित्सकों तथा बिहार सरकार के किसी भी विभाग में कार्यरत पशु चिकित्सकों के कार्यानुभव के लिए अंक नोट :- संविदा/अनुबंध के आधार पर कार्यरत कर्मियों को किये गये कार्य अवधि के लिए अधिकतम 20 अंक (कार्यानुभव के प्रत्येक वर्ष के लिए 4 अंक के हिसाब से अधिकतम 20 अंक) एवं वर्ष के अंश के लिए अनुपातिक अंक दिये जा सकते हैं। | कुल 20 अंक |
(सामान्य प्रशासन विभाग) के द्वारा समय-समय पर आरक्षण कोटिवार विनिश्चित की जाय। (ii) परन्तु यह भी कि नियुक्ति के किसी संव्यवहार में विभाग कारणों को अभिलिखित करते हुए अधिकतम उम्र सीमा को बढ़ा सकेगा।
(4) अभ्यर्थी को अच्छे नैतिक चरित्रा एवं मानसिक और शारीरिक रूप से स्वस्थ होना चाहिए।
(5) अभ्यर्थी को बिहार पशु चिकित्सा परिषद से स्थायी रूप से निबंधित होना चाहिए।
टिप्पणी (क)- बी0वी0एस0सी0 (B.V.Sc.) अथवा बी0वी0एस0सी0 एण्ड ए0एच0 (B.V.Sc. & A.H.) तथा एम0वी0एस0सी0 (M.V.Sc) के लिए किसी अभ्यर्थी को प्रदान किये जाने वाले अंकों का अवधारण उक्त कोर्स की परीक्षा में प्राप्त कुल अंकों के प्रतिशत को 0.75 के गुणक से गुणा करके होगा। यथा, यदि किन्हीं अभ्यर्थी द्वारा 50% अंक प्राप्त किया गया हो तो उन्हें 50 X 0.75 = 37.5 अंक दिये जायेगे।4 ;बपकरू4द्ध ;बपकरू26द्धख्;बपकरू4द्ध;बपकरू4द्ध;बपकरू27द्ध;बपकरू31द्ध परन्तु, यह भी कि भ्रमणशील पशु चिकित्सा पदाधिकारी/ प्रखंड पशुपालन पदाधिकारी एवं समकक्ष पद पर तथा विशेषज्ञ संवर्ग के पद पर नियुक्ति हेतु साक्षात्कार का प्रावधान नहीं रहेगा। शैक्षणिक योग्यता एवं कार्यानुभव के आधार पर प्राप्त अंकों के आधार पर ही आयोग द्वारा मेधा सूची तैयार कर नियुक्ति हेतु अनुशंसा की जायेगी।
सामान्य प्रशासन विभाग के संकल्प सं0-12535, दिनांक-17.09.2018 (समय-समय पर यथा संशोधित) में विहित प्रावधान के अनुरूप बिहार राज्य के अंदर अवस्थित पशु चिकित्सा महाविद्यालयों से उत्तीर्ण अभ्यर्थियों के लिए सभी आरक्षण कोटि में 50% क्षैतिज आरक्षण भी लागू होगा।
(ख) सामान्य/विशेषज्ञ संवर्ग में नियुक्ति हेतु विचारण में अभ्यर्थी के लिए न्यूनतम अंक सामान्य प्रशासन विभाग द्वारा समय-समय पर निर्गत परिपत्राों में निर्धारित अंक के अनुसार होगा।

Notification
The 25th November 2020
No:- 1/Astha (2) 04/2019-3102—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Bihar is pleased to make following rules to amend the Bihar Veterinary Service (Appointment and Service condition) Rules, 2014 (as amended time to time) :- 1. Short title , extent and commencement :-
(i) These rules may be called the "Bihar Veterinary Service (Appointment and Service condition) (Amendment) Rules, 2020".
(ii) It shall extend to the whole of State of Bihar. (iii) It shall come into force from the date of issue of notification.
2. Substitution of sub rule (v) of rule-2 of Bihar Veterinary Service (Appointment and Service condition) Rule 2014.—sub rule (v) of rule-2 of the said rule shall be substituted as follow :-
''2 (v)-'Commission' means the "Bihar Technical Service Commission" 3. Substitution of rule-3 (5) (i) of Bihar Veterinary Service (Appointment and Service condition) Rule 2014.—Rule-3 (5) (i) of the said rule shall be substituted as follow :-
(i) Touring Veterinary Officer/Block Animal Husbandry Officer and equivalent post (basic category)
4. Substitution of rule-4 of Bihar Veterinary Service (Appointment and Service
condition) Rule 2014.—Rule-4 of the said rule shall be substituted as follows : -
''Appointment in Bihar Veterinary Service shall be made by the State Government to the posts of Touring Veterinary Officer/Block Animal Husbandry Officer and equivalent posts (basic category) and specialist posts. The selection shall be made in view of vacancies available in each year according to the process prescribed in these rules. The selection shall be made through the Bihar Technical Service Commission. Compliance of age limit and reservation rules5 ;बपकरू4द्ध ;बपकरू26द्धख्;बपकरू4द्ध;बपकरू4द्ध;बपकरू27द्ध;बपकरू31द्ध determined by the Government shall be compulsory. Provided also that, in any transaction of the appointment, the department may extend the maximum age limit by recording reasons thereof."
5. Substitution of rule 5 of Bihar Veterinary Service (Appointment and Service
condition) Rule 2014.—Rule 5 of the said rule shall be substituted as follows :-
(1) Minimum qualification for appointment in general cadre shall be B.V.Sc or B.V.Sc & AH degree from a university recognised by Indian Veterinary Council. Minimum qualification for appointment in specialist cadre shall be M.V.Sc degree from a university recognised by Indian Veterinary Council.
Weightage may given to Veterinary doctors/Animal Husbandry Officers appointed on contract basis under Bihar Government, Veterinary graduates appointed on contract basis in Agriculture department, Bihar as ATM/BTM, Veterinary doctors working in Bihar State Milk Co-operative Federation (COMFED), Veterinary doctors working in Bihar Rural Livelihood Committee (JEEVIKA), Veterinary doctors working in different projects under Animal and Fishery Resources Department, Bihar and Veterinary doctors working in any department of Government of Bihar.
(2) For selection of Veterinary doctors for the appointment in general cadre/specialist cadre, marks shall be given to the candidates for their educational qualification and work experience.
Total determined marks shall be 100 (Hundred) for educational qualification and work experience and its determination will be as follows :-
General Cadre-
| (i) | Marks obtained in B.V.Sc or B.V.Sc & A.H | Total 75 marks. |
| (ii) | Post graduation or higher degree | Total 5 marks. |
| (iii) | Marks for working experience of Veterinary doctors/Animal Husbandry Officers appointed on contract basis under Bihar Government, Veterinary graduates appointed on contract basis in Agriculture department, Bihar as ATM/BTM, Veterinary doctors working in Bihar State Milk Co-operative Federation (COMFED), Veterinary doctors working in Bihar Rural Livelihood Committee (JEEVIKA), Veterinary doctors working in different projects under Animal and Fishery Resources Department, Bihar and Veterinary doctors working in any department of Government of Bihar. | (iii) | Marks for working experience of Veterinary doctors/Animal Husbandry Officers appointed on contract basis under Bihar Government, Veterinary graduates appointed on contract basis in Agriculture department. Bihar as ATM/BTM, Veterinary doctors working in Bihar State Milk Co-operative Federation (COMFED), Veterinary doctors working in Bihar Rural Livelihood Committee (JEEVIKA), Veterinary doctors working in different projects under Animal and Fishery Resources Department, Bihar and Veterinary doctors working in any department of Government of Bihar. (3) (i) The maximum age limit of the candidate as on 1st of August of the year of advertisement shall be such as may be determined by the state government (General Administration Department), reservation categorywise, from time to time.
(ii) Provided also that, in any transaction of the appointment the department may extend the maximum age limit by recording reasons thereof.
(4) Candidate must be of good moral character and be mentally and physically fit.
(5) Candidate must be permanently registered with Bihar Veterinary Council.
Note :- (A) The determination of marks to be given to any candidate shall be made after multiplying 0.75 with marks obtained in B.V.Sc or B.V.Sc & AH degree and M.V.Sc. As for example, if candidate has obtained 50 marks then he shall be given 50x0.75=37.5 marks.
Provided also that there shall be no provisions of Interview for the appointment on the post of Touring Veterinary Officer/Block Animal Husbandry Officer and equivalent posts. The recomendation shall be made by the Commission for appointment after preparation of merit list on the basis of marks obtained according to educational qualification and work experience.
In accordance with the provision made in General Administration Department Resolution No.12535 dated. 17.09.2018 (as amended from time to time), 50 percent horizontal reservation in all reservation categories shall also apply for the candidates who have passed from the Veterinary Colleges of the Bihar state.
