सं॰ 01/ए॰जी॰-21/2010-483/कृ॰—संख्या-01/ए॰जी॰-21/2010-387, दिनांक 22.01.2015 में भारत के संविधान के अनुच्छेद- 309 के परन्तुक के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल ''बिहार कृषि सेवा कोटि-8 (माप एवं तौल) नियमावली, 2014'' का संशोधन करने हेतु निम्नलिखित नियमावली बनाते हैं :-
1. संक्षिप्त नाम, विस्तार एवं प्रारम्भ ।-
(1) यह नियमावली ''बिहार कृषि सेवा कोटि-8 (माप एवं तौल) संशोधन नियमावली, 2021''
कही जायेगी।
(2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। (3) यह राजपत्र में प्रकाशन की तारीख से प्रवृत होगी।
2. बिहार कृषि सेवा कोटि-8 (माप एवं तौल) नियमावली, 2014 के नियम-5 में उप नियम-4(ख)
का प्रतिस्थापन ।- उक्त नियमावली के नियम 5 के उप नियम 4(ख) को निम्नवत् प्रतिस्थापित किया जायेगा। ''4(ख)'' उम्र सीमा - आवेदन आमंत्रित करने वाले वर्ष के पहली अगस्त को न्यूनतम आयु 21 (इक्कीस) वर्ष होगी। अधिकतम उम्र सीमा वही होगी जो सामान्य प्रशासन विभाग द्वारा राज्य सरकार की सेवाओं में सीधी भर्त्ती के लिए समय-समय पर, विनिश्चित की जाय, किन्तु विशेष परिस्थितियों में इसे राज्य सरकार के आदेश से बढ़ाया जा सकेगा।
परन्तु विधिवत् नियोजित एवं कार्यरत संविदा कर्मियों को, समान पद पर सीधी
भर्त्ती के तहत नियमित नियुक्ति में, अधिकतम उम्र सीमा में उतने वर्षों तक की छूट दी
जायेगी, जितने वर्षों तक बिहार सरकार में संविदा के आधार पर समान पद पर कार्य
किया गया हो-

(ड. ए) जोड़ना।- उक्त नियमावली के नियम-5 के उप नियम-(4) में (ड.) एवं (च) के बीच (ड. ए)
निन्नवत् जोड़ी जायेगी।
''5(4)(ड. ए) मूल कोटि के पदों पर चयन लिखित एवं मौखिक परीक्षा में प्राप्त
अंकों के योग एवं समान पद पर संविदा नियोजन के तहत की गयी कार्य अवधि के लिए
अधिमानता देते हुए की जायेगी।
चयन के लिए अंकों की अधिमानता का निर्धारण निम्नवत् किया जायेगा-
पूर्णांक (क) आयोग की परीक्षा एवं साक्षात्कार में प्राप्त अंकों की अधिमानता - 75 अंक (ख) बिहार सरकार में संविदा के आधार पर समान पद पर
25 अंक किये गये कार्य अवधि की अधिमानता - (संविदा नियोजन के प्रत्येक एक वर्ष के लिए 5 अंक की दर से अधिकतम 25 अंक होगी) नोट :- संविदा के आधार पर कार्यरत अवधि का विनिश्चय संबंधित नियंत्री पदाधिकारी द्वारा भुगतान के आधार पर निर्गत वेतन भुगतान प्रमाण-पत्र के अनुसार किया जाएगा। इस हेतु आयोग द्वारा प्रकाशित विज्ञापन की तिथि के पूर्व तक की गणना कार्य अनुभव के लिए की जा सकेगी।

The 29th January 2021 No. 01/A.G.-21/2010-484— In exercise of the power conferred by proviso to Article 309 of the Constitution of India, The Governor of Bihar makes the following rules for amendment of Bihar Agriculture Services Category- 8 (Weight and Measures) Rules, 2014.
1. Short title, Extent and Commencement .—
(1) These rules may be called as the "Bihar Agriculture Services Category- 8 (Weight and Measures) Amendment Rules, 2021" (2) It shall extend to the whole State of Bihar. (3) It shall come into force on the date of Publication in the official Gazette.
2. Substitution of Sub rule 4(b) of rule-5 of Bihar Agriculture Services
Category- 8 (Weight and Measures) Rules, 2014.— Sub rule 4(b) of rule 5 of said Rule
shall be Substituted as follows :-
"Age limit- 21 years as on 1st August of the year in which application is invited. The upper age limit shall be the same as determined for direct recruitment in the state services by the General Administration Department, provided that the state government may increase in special circumstances.
Provided that the upper age limit for direct appointment may be
relaxed for the number of years the applicant is serving on similar contractual
post under Government of Bihar and she/he has been appointed following the
due process of appointment."
3. Addition of sub rule 5(4)(eA) in rule- 5 of Bihar Agriculture Services
Category- 8 (Weight and Measures) Rules, 2014.—Sub Rule 4(eA) shall be added between
the sub rule 4(e) and 4(f) in the rule 5 of the said Rule:-
3 ;बपकरू5द्ध ;बपकरू10द्धख्;बपकरू5द्ध;बपकरू5द्ध;बपकरू15द्ध;बपकरू16द्ध"5(4)(eA) Appointment on post of basic grade shall be made on the basis of the marks obtained in the written and oral examination and the preference given for the period of contractual appointment. For appointment, preferential marks will be given as below :- (a) Weightage for marks obtained in the written and oral examination of the Commission :- 75 marks (b) Weightage for the work experience for working on similar post under Bihar Government :- 25 marks (For each year of working experience on similar post 5 marks will be awarded with maximum limit of 25 marks)
Note:— (The working experience on the contractual post shall be determined by
the controlling officer on the basis of payment of the salary. For this the
period upto the date of the publication of advertisement by the
Commission shall be taken into consideration for calculating the period
of work experience)."
