सं॰ 01/स्था॰(मु॰)-02/014-157-सू॰ज॰स॰वि॰--भारत के संविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदा शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल द्वारा अपर जिला जन-सम्पर्क पदाधिकारी (भर्ती एवं सेवा र्शों) नियमावली, 2012 का संशोधन हेतु निम्नलिखित नियमावली बनाते हैः-
1. संक्षिप्त नाम, विस्तार एवं प्रारंभ-(1) यह नियमावली अपर जिला जन-सम्र्पक पदाधिकारी (भर्ती एवं सेवा-र्शों) (संशोधन) नियमावली 2022 कही जा सकेगी।
(2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा।
(3) यह राजपत्र में प्रकाशन की तिथि से प्रवृा होगी।
2. उक्त नियमावली, 2012 की अध्याय-4 के नियम-6 का उपनियम-(अध्याय-4 के नियम-6 का उपनियम-(अध्याय-4 के नियम-6 का उपनियम-(अध्याय-4 के नियम-6 का उपनियम-(ii)))) को निम्नलिखित से प्रतिस्थापित किया जायेगाः-
''पात्रतापात्रतापात्रतापात्रता-अभ्यर्थियों को किसी मान्यता प्राप्त विश्वविद्यालय से स्नातक अथवा उसके समकक्ष डिग्री एवं मान्यता प्राप्त विश्वविद्यालय या मान्यता प्राप्त संस्था से पत्रकारिता में न्यूनतम एक वर्ष का पोस्ट ग्रेजुएट डिप्लोमा अनिवार्य होगा।''
3. उक्त नियमावली, 2012 की अध्याय-4 की नियम-6 का उपनियम -(अध्याय-4 की नियम-6 का उपनियम -(अध्याय-4 की नियम-6 का उपनियम -(अध्याय-4 की नियम-6 का उपनियम -(iv)))) में निम्नलिखित को जोड़ा जायेगाः-
''अपर जिला जन-सम्पर्क पदाधिकारी की सीधी र्भाी हेतु आयोजित की जानेवाली लिखित परीक्षा (मुख्य परीक्षा) का पाठ्यक्रम सूचना एवं जन-सम्पर्क विभाग द्वारा बिहार कर्मचारी चयन आयोग के परामर्श के आलोक में तैयार किया जायेगा। 2 ;बपकरू2द्ध;बपकरू5द्ध ;बपकरू10द्धख्;बपकरू5द्ध;बपकरू5द्ध;बपकरू15द्ध;बपकरू16द्ध 4. उक्त नियमावली, 2012 की अध्याय-4 की नियम-6 का उपअध्याय-4 की नियम-6 का उपअध्याय-4 की नियम-6 का उपअध्याय-4 की नियम-6 का उपनियम-(नियम-(नियम-(नियम-(V)))) को निम्नलिखित से प्रतिस्थापित किया जायेगाः- ''आयोग अभ्यर्थियों का न्यूनतम अर्हतांक सामान्य प्रशासन विभाग द्वारा समय-समय पर निर्गत संकल्प/परिपत्र के आधार पर निर्धारित करेगा, और ऐसी तैयार की गयी सूची में से आयोग अभ्यर्थियों की उतनी संख्या की अनुशंसा करेगा जितनी संख्या में रिक्तियाँ प्रतिवेदित की गयी हो।''

(Mu.)-02/014-157-IPRD--In exercise of the powers conferred by the Proviso of article 309 of the Constitution of India, the Governor of Bihar makes the following Rules to amend the Bihar Additional District Public Relations Officer Cadre (Recruitment and Service Conditions) Rules, 2012. 1. Short title, extent and commencement - (1) These rules may be called the Bihar Additional District Public Relations Officer Cadre (Recruitment and Service Conditions) Rules, 2022. (2) It shall extend to the whole of the state of Bihar. (3) It shall come into force from the date of publication in the official gazette. 2. Sub-rule-(ii) of Rule-6 of chapter-4 of the said-Rules, 2012 shall be substituted as follows:- "Eligibility-The candidate must have a bachelor degree or its equivalent degree from a recognized university and a minimum one-year Post Graduate Diploma in Journalism from a recognized university/institution." 3. Sub-rule-(iv) of Rule-6 of chapter-4 of the said-Rules, 2012 shall be added as follows:- "The syllabus for the written examination (Main examination) to be held for the direct recruitment of Additional District Public Relations Officer Cadre shall be prepared by the Information & Public Relations Department in light of the advice of the Bihar Staff Selection Commission. The merit list of the candidate shall be prepared based on the marks obtained in all papers. To get minimum qualifying marks separately in all the papers shall be compulsory." 4. Sub-rule-(v) of Rule-6 of chapter-4 of the said-Rules, 2012 shall be substituted as follows:- "The commission will fixed the minimum qualifying marks based on the resolution/letter issued by the General Administration Department from time to time, and the commission will recommend the number of candidates which has been reported in the vacancies."
