सं॰ 01/स्था0(मु0)विविध-13-10/22/228/सू0ज0स0वि0—भारत के संविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदा शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल द्वारा बिहार सूचना लिपिक संवर्ग (भर्ती एवं सेवा र्शों) नियमावली, 2010 (समय-समय पर संशोधित) में निम्नरूपेण संशोधन किया जाता हैः-
1. संक्षिप्त नाम, विस्तार एवं प्रारंभ-(1) यह नियमावली बिहार सूचना लिपिक संवर्ग (भर्ती एवं सेवा-र्शों) (संशोधन) नियमावली, 2022 कही जा सकेगी। (2) इसका विस्तार राज्य के अंतर्गत मुख्यालय/निदेशालय, प्रमंडल, जिला, अनुमंडल एवं अन्य कार्यालय में और राज्य या राज्य से बाहर स्थित सूचना केन्द्रों में होगा।
(3) यह दिनांक-15.07.2021 (सा0प्र0विभाग, बिहार, पटना के संकल्प सं0-7095, दिनांक-15.07.2021 के निर्गमन की तिथि) से प्रवृा होगी।
2. बिहार सूचना लिपिक संवर्ग (भर्ती एवं सेवा र्शों) नियमावली, 2010 (समय-समय पर संशोधित) के अध्याय-2 के कंडिका-3 के उपनियम -1 को निम्नरूपेण प्रतिस्थापित किया जायेगाः-
''बिहार सूचना लिपिक के 85% पद सीधी र्भाी से भरे जायेंगे और 15% पद सूचना एवं जन-सम्पर्क विभाग के सूचना केन्द्रों, प्रमंडलीय सूचना एवं जन-सम्पर्क कार्यालयों एवं जिला सूचना एवं जन-सम्पर्क कार्यालयों में कार्यरत, निम्नवर्गीय लिपिक के पद पर नियुक्ति की अर्हता रखने वाले समूह 'घ' के कर्मियों से वरीयता के आधार पर भरे जायेंगे। ऐसे सरकारी सेवक जिनकी सेवाकाल में मृत्यु हो गयी हो, के आश्रितों की, सीधी र्भाी हेतु उपलब्ध रिक्त पदों के विरूद्ध अपेक्षित मानदण्ड पूरा करने पर, अनुकम्पा के आधार पर नियुक्ति हेतु विचारण किया जा सकेगा, जिसके लिए आयोग की अनुशंसा अपेक्षित नहीं होगी।
परन्तु सेवाकाल में मृत सरकारी सेवकों के आश्रितों की नियुक्ति के उपरान्त प्रत्येक कैलेण्डर वर्ष की शेष रिक्तियों के लिए अधियाचना आयोग को उस कैलेण्डर वर्ष के दिसम्बर माह तक भेजी जायेगी।
आयोग की अनुशंसा विभाग में अनुशंसा प्राप्ति की तिथि से 1 वर्ष के लिए मान्य होगी।'' 2 ;बपकरू464द्ध ;द्ध 7 ;बपकरू224द्ध 2022 The 30 August 2022 No.-01/Stha.(Mu.)vividh -13-10/22/228-IPRD—In exercise of the powers conferred by the Proviso of Article 309 of the Constitution of India, the Governor of Bihar makes the following amendment to the Bihar Information Clerk Cadre (Recruitment and Service Conditions) Rules, 2010(amended time to time). 1. Short title and commencement - (1) These rules may be called "The Bihar Information Clerk Cadre (Recruitment and Service Conditions) (Amendment) Rules, 2022. (2) It shall be extended to Headquarter/Directorate, Divisional, District, Subdivision, and other offices and Information Centers located in, and outside the state. (3) This shall come into force from 15-07-2021 (the date of issuance of the resolution no-7095, date-15-07-2021 of General Administration Department, Bihar, Patna.) 2. Sub rule-1 of Para-3 of chapter-2 of the Bihar Information Clerk Cadre (Recruitment and Service Conditions) Rules, 2010 (amended time to time) shall be substituted as follows:- " 85% of the posts of Bihar Information Clerk shall be filled up by direct recruitment and 15% of the posts shall be filled up by such Group 'D' employee working under Information Centers of Information & Public Relations Department, Divisional Information & Public Relations Offices and District Information & Public Relations Offices, having eligibility for the appointment on the post of Bihar Information Clerk based on seniority. The dependants of such government servants, who died during the service, shall be considered for the appointment on compassionate basis against the available vacant posts of direct recruitment on fulfilling the requisite eligibility criterian, for which the recommendation of the commission shall not be required." Provided that after the appointment of dependents of the government sevants, who have died in service period, requisition for rest vacancies of each calendar year shall be sent to the commission latest by the month of December of that calendar year. The recommendation of the commission will be valid for one year form the date of receipt.
