सं॰ 08/न॰वि॰/मा॰प्लान(आयो॰क्षे॰)-29/2021/1138/न॰वि॰आ॰वि॰—बिहार शहरी आयोजना तथा विकास अधिनियम, 2012 की धारा-11 सह-पठित बिहार शहरी आयोजना तथा विकास नियमावली, 2014 के नियम-11 के द्वारा प्रदा शक्तियों का प्रयोग करते हुए बिहार सरकार एतद्द्वारा सोनपुर आयोजना क्षेत्र का महायोजना एवं अन्य विकास योजनाओं की तैयारी, इसके कार्यान्वयन एवं अन्य नियमानुकूल कार्रवाई के लिए, आयोजना प्राधिकार का गठन करती है, जो " सोनपुर आयोजना क्षेत्र प्राधिकार" के नाम से जाना जायेगा और यह निम्नरूपेण गठित होगा :
(i) जिलाधिकारी, सारण (छपरा) - अध्यक्ष (ii) मुख्य नगर निवेशक, नगर तथा क्षेत्रीय निवेशन संगठन या उनका प्रतिनिधि - सदस्य (iii) नगर कार्यपालक पदाधिकारी, नगर पंचायत सोनपुर सदस्य - सदस्य (iv) पाँच से अनधिक राज्य सरकार द्वारा नाम निर्दिष्ट किये जाने वाले राज्य सरकार के पदाधिकारीः- (क) उप विकास आयुक्त, सारण (छपरा) - सदस्य (ख) अपर समार्हाा (राजस्व), सारण (छपरा) - सदस्य - सदस्य (ग) संबंधित कार्यपालक अभियंता, पथ निर्माण विभाग, पथ प्रमण्डल, सारण (छपरा) (घ) सम्बन्धित कार्यपालक अभियंता, लोक स्वास्थ्य अभियंत्रण विभाग, लोक - सदस्य स्वास्थ्य प्रमण्डल, सारण (छपरा) (च) सम्बन्धित कार्यपालक अभियंता, ग्रामीण कार्य विभाग, कार्य प्रमण्डल, सारण - सदस्य (छपरा) - सदस्य (v) राज्य सरकार द्वारा नियुक्त दो से अनधिक वैसे व्यक्ति जिन्हें नगर निवेशन का 2 (cid:464)बहार गजट (असाधारण) 15 माच(cid:91) 2023 उपरोक्त उप कंडिका-(v) में उल्लेखित व्यक्तियों के नाम नगर विकास एवं आवास विभाग द्वारा अधिसूचित किये जाएँगे। 2. यह प्राधिकार अपने र्काव्यों के निष्पादन के लिए बिहार शहरी आयोजना तथा विकास अधिनियम, 2012 एवं बिहार शहरी आयोजना तथा विकास नियमावली, 2014 में विहित शक्तियों का प्रयोग कर सकेगा।

No. /1139/न॰वि॰आ॰वि॰—In the exercise of power conferred under Section-11of the Bihar Urban Planning and Development Act, 2012 read with Rule-11 of the Bihar Urban Planning and Development Rules, 2014, the Government of Bihar hereby constitutes the Planning Authority, which shall be known as " Sonepur Planning Area Authority" to prepare Master Plan and other development plans of Sonepur Planning Area, its implementation and for other lawful actions, and it shall be constituted as follows:-
- Chairman - Member (i) District Magistrate, Saran (Chhapra) (ii) Chief Town Planner or representative, Town and Country Planning Organization (iii) Executive Officer, Nagar Panchyat Sonepur - Member (iv) Officials nominated by the State Government not exceeding five: - Member (a) Deputy Development Commissioner, Saran (Chhapra) - Member (b) Additional Collector (Revenue), Saran (Chhapra) - Member - Member (c) Concerned Executive Engineer, Road Construction Department, Road Division, Saran (Chhapra)
- Member (d) Concerned Executive Engineer, Public Health Engineering Department, Public Health Division, Saran (Chhapra) (e) Concerned Executive Engineer, Rural Works Department, - Member Work Division, Saran (Chhapra) - Member (v) Persons who possess special knowledge or practical Experience in town planning appointed by State Government not exceeding two (vi) Chief Executive Officer, Sonepur Planning Area Authority - Member Secretary Names of the persons mentioned in above sub clause (v) shall be notified by the Urban Development and Housing Department.
2. The authority may exercise the powers prescribed in the Bihar Urban Planning and Development Act, 2012 and the Bihar Urban Planning and Development Rules, 2014 for the performance of its functions.
