सं॰ अ0स्था0(12)-05/2020/8082वि0--भारतीय संविधान के अनुच्छेद-309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल, अंकेक्षण निदेशालय, वित्त विभाग के नियंत्रणाधीन जिला प्रभार के आशुलिपिकों/आशुटंककाें की भर्ती, प्रोन्नति एवं अन्य सेवा शर्तों को विनियमित करने हेतु निम्नलिखित नियमावली गठित करते हैंः-
1. संक्षिप्त नाम, विस्तार एवं प्रारम्भ।- यह नियमावली ''अंकेक्षण निदेशालय आशुलिपिक/ आशुटंकक संवर्ग नियमावली, 2023'' कही जायेगी।
(2) इसका विस्तार अंकेक्षण निदेशालय में मुख्यालय एवं जिला स्तरीय सभी कार्यालयों में होगा।
(3) यह तुरंत प्रवृत होगी।
2. परिभाषा।- इस नियमावली में, जबतक किसी संदर्भ में अन्यथा अपेक्षित न हो, (क) ''विभाग'' से अभिप्रेत है वित्त विभाग, बिहार, पटना; (ख) ''संवर्ग'' से अभिप्रेत है अंकेक्षण निदेशालय एवं इसके जिला प्रभार के आशुलिपिक/आशुटंकक;
(ग) ''नियुक्ति प्राधिकार'' से अभिप्रेत है निदेशक, अंकेक्षण निदेशालय, वित्त विभाग, बिहार, पटना;
(घ) ''आयोग'' से अभिप्रेत है बिहार कर्मचारी चयन आयोग, पटना;
3. इस संवर्ग के लिए ''बिहार क्षेत्रीय (समाहरणालय) आशुलिपिक संवर्ग नियमावली, 2006'' (समय-समय पर यथा संशोधित) को अंगीकृत किया जाता है । 2 (cid:464)बहार गजट (असाधारण), 13 िसत(cid:224)बर, 2023 The 13th September 2023 No. Audit Est0(12)-05/2020/Fin 8082--In exercise of the powers conferred under proviso to Article-309 of the constitution of India, the Governor of Bihar is pleased to make the following Rules for regulating the recruitment, promotion and other service conditions of stenographers of Audit Directorate, Finance Department :-
1. Short title, extent and commencement .- These Rules may be called as "Audit Directorate stenographer cadre Rules, 2023."
(2) It shall extend to headquarter and all district level offices of Audit Directorate.
(3) It shall come into force with immediate effect.
2. Definitions:- In these Rules, unless the context otherwise requires,
(a) "Department'' means Finance Department, Bihar, Patna; (b) "Cadre'' means stenographers of Audit Directorate and its district offices; (c) "Appointing Authority" means the Director, Audit Directorate, Finance Department, Bihar, Patna;
(d) "Commission" means Bihar Staff Selection Commission, Patna;
3. "Bihar Regional (Collectorate) Stenographer Cadre Rules, 2006 (as amended from time to time) is adopted for this Cadre.
