सं॰ 11/नियमा-01-02/2020-2133--भारत के संविधान के अनुच्छेद 309 के "परन्तुक" के अधीन प्रदा शक्तियों का प्रयोग करते हुए बिहार-राज्यपाल के द्वारा राज्य के माध्यमिक विद्यालय विहीन पंचायतों में स्थापित उच्च माध्यमिक विद्यालयों में प्रधानाध्यापक के पद पर नियुक्ति एवं उनके सेवाशर्त्त को विनिश्चित करने हेतु विभागीय अधिसूचना संख्या-1338 दिनांक-18.08.2021 द्वारा बनायी गयी ''बिहार राज्य उच्च माध्यमिक विद्यालय प्रधानाध्यापक (नियुक्ति, स्थानान्तरण, अनुशासनिक कार्रवाई एवं सेवाशर्त) नियमावली 2021 में निम्नलिखित संशोधन करते हुए नियमावली बनाते हैं :-

(क) यह नियमावली ''बिहार राज्य उच्च माध्यमिक विद्यालय प्रधानाध्यापक (नियुक्ति, स्थानान्तरण, अनुशासनिक कार्रवाई एवं सेवाशर्त) (संशोधन) नियमावली 2023'' कही जायेगी।
(ख) इसका विस्तार संपूर्ण बिहार राज्य में होगा।
(ग) यह अधिसूचना राजपत्र में प्रकाशन होने की तिथि से प्रवृत्त होगी। 2.

No:11/Rule-01-02/2020-2133--In exercise of the powers conferred under the "Proviso" to Article 309 of the Constitution of India, the Governor of Bihar hereby makes the following Rules for amendment of "Bihar State Senior Secondary School Headmaster (Appointment, Transfer, Disciplinary Proceedings and Service Conditions) Rules 2021, made vide the departmental notification number-1338 dated 18.08.2021 for appointment to the post of Headmasters and determining their service conditions in senior secondary schools of the State established in panchayats not having secondary schools:
1. Short title, extent and commencement: -
a) These Rules shall be called "Bihar State Senior Secondary School Headmaster (Appointment Transfer, Disciplinary Proceedings and Service Conditions) (Amendment) Rules, 2023".
b) It shall extend throughout the State of Bihar. c) This notification shall come into force from the date of its publication in the Official Gazette.
2. Sub-rules (a) and (c) of Rule 6 (V) relating to essential qualification for appointment to the post of Headmaster, Senior Secondary School are substituted as follows:-
"(a) Minimum 08 years of continuous service on the post of Secondary Teacher in the school of the State Government under the Panchayati Raj and Municipal Body Institution.
(c) Minimum 04 years of continuous service on the post of Higher Secondary Teacher in the school of the State Government under the Panchayati Raj and Municipal Body Institution."
3. Rules- 8(iii) to 8(v) relating to the procedure of appointment are substituted as follows:-
"The syllabus and exam format for the examination shall be decided by the Commission in consultation with the Administrative Department."
