laŒ वि॰प्रा॰(IV) अनु॰एवं मरम्मती-17/2023—3734 विज्ञान, प्रावैधिकी एवं तकनीकी षिक्षा विभाग ——— ladYi 6 vDrwcj 2023 विषयः- विज्ञान, प्रावैधिकी एवं तकनीकी शिक्षा विभाग के अंतर्गत संचालित राजकीय अभियंत्रण महाविद्यालयों तथा राजकीय पोलिटेकनिक संस्थानों के भवनों के मरम्मति एवं अनुरक्षण के संबंध में संबंधित प्राचार्य को प्रशासनिक स्वीकृति की शक्ति प्रत्यायोजित करने के संबंध में।
सरकार के सात निश्चय कार्यक्रम के तहत प्रत्येक जिले में एक राजकीय अभियंत्रण महाविद्यालय एवं एक राजकीय पोलिटेकनिक संस्थान संचालित करने का निर्णय लिया गया है। सात निश्चय कार्यक्रम के अनुपालन के पश्चात् र्वामान में विज्ञान, प्रावैधिकी एवं तकनीकी शिक्षा विभाग अंतर्गत 38 (अड़तीस) राजकीय अभियंत्रण महाविद्यालय एवं 46 (छियालीस) राजकीय पोलिटेकनिक संस्थान संचालित हैं।
2. राजकीय अभियंत्रण महाविद्यालय एवं राजकीय पोलिटेकनिक संस्थानों के परिसर में न सिर्फ एकेडमिक भवन है, बल्कि बालक/बालिका छात्रावास, ऑडिटोरियम एवं फैकल्टी आवास इत्यादि की भी व्यवस्था है। पूरे राज्य में अवस्थित इन भवनों की गुणवाा बरकरार रहे एवं छात्र-छात्राओं का पठन-पाठन प्रभावित न हो, इसके लिए आवश्यक है कि इन भवनों के अनुरक्षण एवं मरम्मति हेतु स्थाई एवं सहज रुप से कार्यान्वयन की व्यवस्था निरूपित की जाय।
3. र्वामान में राजकीय अभियंत्रण महाविद्यालय एवं राजकीय पोलिटेकनिक संस्थानों में आश्यक अनुरक्षण एवं मरम्मति का कार्य हेतु संबंधित संस्थान के प्राचार्य से अधियाचना प्राप्त होने पर इसे भवन निर्माण विभाग को तकनीकी अनुमोदन एवं प्रस्ताव समर्पित करने हेतु भेजा जाता है। भवन निर्माण विभाग द्वारा तकनीकी अनुमोदित प्रस्ताव प्राप्त होने के बाद विज्ञान, प्रावैधिकी एवं तकनीकी शिक्षा विभाग के सक्षम स्तर से प्रशासनिक स्वीकृति दी जाती है, जिसके उपरांत भवन निर्माण विभाग द्वारा कार्य कराया जाता है।
4. उक्त पूरी प्रक्रिया में काफी समय लग जाता है और संस्थान के अनुरक्षण एवं मरम्मति का कार्य समय से नहीं हो पाता है, जिस कारण एक तरफ राशि का ससमय सदुपयोग नहीं हो पाता है और दूसरे तरफ छात्र-छात्राओं एवं फैकल्टी के आवासन एवं पठन-पाठन पर प्रतिकूल प्रभाव पड़ता है। 2 ;बपकरू464द्ध ;द्ध 13 ;बपकरू200द्ध 2023
5. सम्यक विचारोपरांत राज्य सरकार ने निर्णय लिया है कि -
(क) विज्ञान, प्रावैधिकी एवं तकनीकी शिक्षा विभाग द्वारा राजकीय अभियंत्रण महाविद्यालयों एवं राजकीय पोलिटेकनिक संस्थानों की अनुरक्षण एवं मरम्मति हेतु मांग सं0-03 (भवन निर्माण विभाग) के स्थापना एवं प्रतिबद्ध व्यय बजट के मुख्यशीर्ष-2059-लोक निर्माण कार्य, उपमुख्य शीर्ष-80-सामान्य, लघुशीर्ष-053-रखरखाव तथा मरम्मत, उपशीर्ष-0018-इंजिनियरिंग/तकनीकी महाविद्यालय और संस्थानों के भवनों का अनुरक्षण एवं मरम्मत (विज्ञान एवं प्रावैधिकी विभाग) (विपत्र कोड-03-2059800530018) के अधीन 27 02-अनुरक्षण एवं मरम्मत विषयशीर्ष में प्रत्येक वित्तीय वर्ष में राशि का प्रावधान कराया जाएगा।
(ख) प्रत्येक वित्तीय वर्ष के आरम्भ में उपरोक्त प्रावधानित राशि को संस्थान की वास्तविक आवश्यकता एवं कुल निर्मिा क्षेत्रफल के आधार पर संस्थानों के बीच कर्णांकित करते हुए आवंटन निर्गत किया जाएगा।
(ग) प्रत्येक वित्तीय वर्ष के आरम्भ में संस्थान के प्राचार्य द्वारा भवन निर्माण विभाग के संबंधितं कार्यपालक अभियंता को अनुरक्षण एवं मरम्मती हेतु कार्यो की सूची समर्पित किया जाएगा।
(घ) भवन निर्माण विभाग के सक्षम स्तर से प्राप्त तकनीकी अनुमोदित प्राक्कलन के आधार पर संबंधित संस्थान के प्राचार्य द्वारा कार्य की प्रशासनिक स्वीकृति दी जाएगी तथा भवन निर्माण विभाग द्वारा नियमानुसार कार्य कराया जाएगा।
(ड़) संस्थान के प्राचार्य द्वारा अनुरक्षण एवं मरम्मति कार्य हेतु रु0 10,00,000/-(दस लाख रूपये) मात्र तक की योजना की ही प्रशासनिक स्वीकृति दी जाएगी एवं रु॰ 10,00,000/-(दस लाख रूपये) मात्र से अधिक की अनुरक्षण एवं मरम्मति की योजना हेतु उसे विभाग को अग्रसारित किया जाएगा, जिसपर वित्त विभागीय संकल्प संख्या-3758, दिनांक-31.05.2017 के आलोक में सक्षम स्तर से स्वीकृति प्रदान की जाएगी।
6. यह संकल्प मंत्रिपरिषद की दिनांक 03.10.2023 को सम्पन्न बैठक में मद संख्या-02 पर लिये गए निर्णय के आलोक में आंतरिक वित्तीय सलाहकार की सहमति से निर्गत किया जाता है। आंतरिक वित्तीय सलाहकार की सहमति संचिका संख्या- वि॰प्रा॰(IV) अनु॰ एवं मरम्मती-17/2023 के पृ॰ 17/टि॰ पर प्राप्त है।

No. vipra(iv)repair and maintaince-17/2023/3734 ——— Resolution The 6th October 2023 Subject: To delegate Administrative Power for repair and maintenance of college buildings to the Principals of Government Engineering Colleges and Government Polytechnic Institutes under Department of Science, Technology and Technical Education.
Underthe government's "Sat Nischay" program a decision was made to operationalise one Government Engineering College and Government Polytechnic Institute in every district of Bihar. In Compliance to the "Sat Nischay"program Department of Science, Technology and Technical Education presently38 Government Engineering colleges and 46 Government Polytechnic Institutesare operationalized in the State.
- Apart from administrative building,Government Engineering Colleges and Government Polytechnic Institutes premises also have Girls/Boys Hostel, Auditorium, Faculty residence etc. In order to maintain the quality of these buildings located all over the state and to ensure that the studies of the students are not affected, it is necessary that a system of permanent and simple nature should be formulated for the maintenance and repair of these buildings. ↩
- At present, the principal of the concerned institute sends demand for necessary maintenance and repair work in Government Engineering College and Government Polytechnic Institute to the Department which is forwarded to the Building Construction Department for submission of proposal and its technical approval. 3 approval is given by the competent level of the Department of Science, Technology and Technical Education, after which the work is carried out by the Building Construction Department.
4. Aforementioned process takes a lot of time, and the maintenance and repair work of the institute is delayed, due to which on the one hand the funds are not being utilized properly and on the other hand the accommodation and teaching of students and faculties is adversely affected.
5. After due consideration, the State Government has decided that:
a. Maintenance and repair of Government Engineering Colleges and Government Polytechnic Institutes by Department of Science, Technology and Technical Education for Demand No.03 (Building Construction Department) in Establish and commit expenditure budgets major heads 2059 Public Works, Semi major Head - 80- General, Minor Head - 053- Maintenance and Repair, Sub-Head - 0018- Maintenance and Repair of Buildings of Engineering / Technical Colleges and Institutions (Department of Science and Technology) (Bill Code-03-2059800530018) under Object Head 27-02- Maintenance and Repair aprovision of the fund will be made in every financial year.
b. At the beginning of each financial year, the above provisioned amount will be allocated by marking it among the institutions based on the actual requirement of the institute and the total built-up area.
c. At the beginning of every financial year, the principal of the institute will provide the list of maintenance and repair work to the concerned Executive Engineer of the Building Construction Department.
d. On the basis of technically approved estimates received from the competent level of the Building Construction Department, administrative approval of the work will be given by the principal of the concerned institute and the work will be carried out by the Building Construction Department as per rules.
e. The Principal of the Institute will grant administrative approval for proposals for maintenance and repair work up to Rs. 10,00,000/- (Ten lakh rupees only), and for proposals for maintenance and repair work that exceed Rs. 10,00,000/- (Ten lakh rupees) will be forwarded to the Department, which will be approved by the competent level in light of Finance Department Resolution No.3758, dated 31.05.2017.
6. This resolution is issued with the consent of the Internal Financial Advisor in the light of the decision taken on item no. 02 in the meeting of the Council of Ministers held on 03.10.2023. The consent of the Internal Financial Advisor is obtained on file no-17/ Noting page.
