सं॰ 02/BSDMA-04/2023/4638/आ0प्र0—आपदा प्रबंधन अधिनियम 2005 (अधिनियम सं0-53/2005) की धारा-16 सह पठित धारा-78 की उप धारा-(1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल बिहार राज्य आपदा प्रबंधन प्राधिकरण (कृत्य एवं प्रबंधन) नियमावली, 2012 में संशोधन करने हेतु निम्नलिखित नियमावली बनाते हैं :-
1. संक्षिप्त नाम, विस्तार और प्रारम्भ।-
(1) यह नियमावली ''बिहार राज्य आपदा प्रबंधन प्राधिकरण (कृत्य एवं प्रबंधन) (संशोधन) नियमावली, 2023'' कही जा सकेगी।
(2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा।
(3) यह नियमावली राजपत्र में इसके प्रकाशन की तिथि से प्रवृत्त होगी।
2. बिहार राज्य आपदा प्रबंधन प्राधिकरण (कृत्य एवं प्रबंधन) नियमावली, 2012 के-परिशिष्ट-IV ''राज्य सरकार द्वारा सृजित किये जाने वाले अतिरिक्त पद'' के अंतर्गत वर्णित निम्न पदों की अर्हता/परिलब्धियों में निम्नानुसार संशोधित किया जाएगाः-
''उपाध्यक्ष का विशेष कार्य पदाधिकारी के पद पर विशेष सचिव/अपर सचिव/संयुक्त सचिव/उप सचिव पंक्ति का पदाधिकारी अथवा इसी पंक्ति के अवकाश प्राप्त पदाधिकारियों से चयन किया जा सकेगा। सेवारत पदाधिकारी के चयन होने पर इस पद की परिलब्धियाँ राज्य सरकार द्वारा समय-समय पर स्वीकृत सेवारत पदाधिकारी;बपकरू464द्ध ;द्ध 11 ;बपकरू464द्ध;बपकरू224द्ध 2023 2 के पदीय वेतनमान/वेतन स्तर के अनुसार निर्धारित होगा तथा अवकाश प्राप्त पदाधिकारी से चयन होने पर मानदेय राज्य सरकार के प्रावधानों के आलोक में निर्धारित किया जाएगा।''
तथा
''लेखा पदाधिकारी के अर्हाा बिहार विा सेवा/महालेखाकार कार्यालय/बैंक/ऑडिट एवं एकाउन्टिंग फर्म/मल्टी लैट्रल इंस्टीट्यूशन/ कन्सल्टेंसी फर्म में अकाउंट ऑफिसर के रूप में कार्य करने वाले समान रैंक के सेवानिवृा अधिकारी या चार्टर्ड एकाउन्टेन्ट/आई0सी0डब्ल्यू0ए0/वाणिज्य में स्नातक और कम से कम सात वर्ष टैली एवं अन्य एकाउन्टिंग सॉफ्टवेयर में अच्छा अनुभव और एकाउंटेन्सी/फाइनेन्स/बैंकिंग ऑपरेशन में विशेषज्ञता के साथ कार्यक्रमों में बेहतर विाीय योजना/बजट और नियंत्रण के क्षेत्र में कार्य करने की क्षमता।''

No. 02/BSDMA-04/2023/4639/DM—In exercise of Powers conferred by sub-section (1) of Section 78 read with Section 16 of the Disaster Management Act, 2005 (Act No.53 of 2005), the Governor of Bihar, pleased to make the following rule to amend the Bihar State Disaster Management Authority (Functions and Management) Rules-2012.
1. Short title, extent and commencement :-
(1) These rules may be called "Bihar State Disaster Management Authority (Functions and Management) (Amendment) Rules -2023."
(2) It shall extend to the whole of the State of Bihar.
(3) These rules will come into force from the date of its publication in the Official Gazette.
2. The qualification/emolument for the post mentioned in Appendix-IV of Bihar State Disaster Management Authority (Function and Management) Rules-2012 regarding "Additional posts to be created by the State Government" shall be amended as follows:-
On the Post of Officer on Special Duty (OSD) to vice Chairman (VC) the Officers in the grade of Special Secretary/Additional Secretary/Joint Secretary/Deputy Secretary or retired Officers of the same level may be appointed.
If an Officer already working is selected, the emoluments to be given to him would be determined as per pay scale/pay level of the Officer notified by the state government from time to time and if a retired officer os selected his honorarium will be fixed as per provisions of the State Government.

OR
CA/ICWA/Graduate in Commerce with at least 7 years' experience. Must have sound experience in Tally & other accounting software and good financial planning, budgeting and control capacities of complex field programmes with specialization in Accountancy/Finance/Banking operation.
