स्ां॰ एसीस-01/नि०-26/2014/1126—भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बिहार राज्यपाल "बिहार कर्मचारी राज्य बीमा योजना, प्रयोगषाला षिल्पिक (भर्ती, प्रोन्नति एवं सेवार्षा) संवर्ग नियमावली, 2016" में संशोधन करने हेतु निम्नलिखित नियमावली बनाते हैः- 1. संक्षिप्त नाम, विस्तार एवं प्रारंभः-
(1) यह नियमावली "बिहार कर्मचारी राज्य बीमा योजना प्रयोगषाला षिल्पिक (भर्ती, प्रोन्नति एवं सेवार्षा) संवर्ग (प्रथम संषोधन) नियमावली, 2023" कही जा सकेगी।
(2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। (3) यह राजपत्र में प्रकाशन की तिथि से प्रवृत होगी।
2. बिहार कर्मचारी राज्य बीमा योजना प्रयोगषाला षिल्पिक (भर्ती, प्रोन्नति एवं सेवार्षा) संवर्ग नियमावली 2016 के नियम-2 (iv) का प्रतिस्थापन।- उक्त नियमावली के नियम-2 (iv) को निम्नलिखित द्वारा प्रतिस्थापित किया जाएगाः-
(iv) "आयोग" से अभिप्रेत है "बिहार तकनीकी सेवा आयोग";
3. बिहार कर्मचारी राज्य बीमा योजना प्रयोगषाला षिल्पिक (भर्ती, प्रोन्नति एवं सेवार्षा) संवर्ग नियमावली 2016 के नियम 6 का प्रतिस्थापन।- उक्त नियमावली के नियम 6 को निम्नलिखित द्वारा प्रतिस्थापित किया जाएगाः- "6. अर्हताएँ ।-(1) मूल कोटि के पद पर सीधी र्भाी के लिए न्यूनतम शैक्षणिक अर्हता इंटरमीडिएट/+2 (भौतिक विज्ञान, रसायनशास्त्र, जीव विज्ञान, अंग्रेजी के साथ) उाीर्णता होगी। इसके अतिरिक्त संघ एवं अन्य राज्य सरकार द्वारा मान्यता प्राप्त संस्थान से प्रयोगशाला शिल्पिक के डिप्लोमा कोर्स में उाीर्णता/बैचलर ऑफ मेडिकल लेबोरेटरी टेक्नॉलॉजी कोर्स में उाीर्णता एवं तत्संबंधी प्रमाण पत्र रहना आवश्यक होगा। (2) प्रयोगशाला शिल्पिक संवर्ग में सीधी भर्त्ती के लिए न्यूनतम आयु-सीमा 18 वर्ष होगी और अधिकतम आयु सीमा वही होगी जो सरकार द्वारा, समय-समय पर, आरक्षण कोटिवार, विनिश्चित की जाए। संबंधित वर्ष की 1 ली अगस्त उम्र के अवधारणार्थ, कट ऑफ डेट माना जाएगा।";बपकरू464द्ध ;द्ध 14 ;बपकरू464द्ध;बपकरू224द्ध 2023 2 4. बिहार कर्मचारी राज्य बीमा योजना प्रयोगषाला षिल्पिक (भर्ती, प्रोन्नति एवं सेवार्षा) संवर्ग नियमावली 2016 के नियम-7 के उप नियम 2 का प्रतिस्थापन।- उक्त नियमावली के नियम-7 के उप नियम-2 को निम्नलिखित द्वारा प्रतिस्थापित किया जायेगाः-
"2 प्रयोगशाला शिल्पिक के पद पर नियुक्ति हेतु आयोग रिक्ति संबंधी विज्ञापन का प्रकाशन कर आवेदन पत्र आमंत्रित करेगा एवं उम्मीदवारों के लिखित परीक्षा के आधार पर मेधा सूची तैयार करेगा, जिसमें लिखित परीक्षा का प्राप्तांक 100 होगा।"

स्ां॰ एसीस-01/नि०-26/2014/1126 निम्नलिखित अनुवाद बिहार राज्यपाल के प्राधिकार से इसके द्वारा प्रकाशित किया जाता है, जो भारतीय संविधान के अनुच्छेद 348 के (खण्ड) 3 के अधीन अंग्रेजी भाषा में उसका प्राधिकृत पाठ समझा जाएगा।

No- ESIS-01/NI-26/2014/1127—In excercise of the power conferred by proviso to Article 309 of the Constitution of India, the Governor of Bihar is pleased to make the following Rules to amend the Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre Rules, 2016.
1. Short title, extent and commencement:-
(1) These 'Rules' may be called the "Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre (First Amendment) Rules, 2023"
(2) It shall extend to the whole of the state of Bihar. (3) It shall come into force from is date of Publication in the gazette.
2. Substitution of Rule-2 (iv) of the Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre Rules, 2016:- Rule 2 (iv) of the said Rules shall be substituted by the following:- "(IV) 'Commission' means the Bihar Technical Service Commission;"
3. Substitution of Rule-6 of the Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre Rules, 2016:- Rule- 6 the said Rules shall be substituted by the following:-
"6 Qualification:- (1) For direct recruitment to the basic category posts, minimum educational qualification shall be pass in Intermediate/+2 (Physics, Chemistry, Biology with English) pass. In addition to this, it shall be necessary to have passed Lab Technician Diploma Course/Bachelor in Medical Laboratory Technology from Union of India and other States government recognized Institution and it shall be necessary to have a Certificate related thereto.
(2) For the direct recruitment in Lab Technician Cadre, minimum age-limit shall be 18 years and maximum age-limit shall be such as may be determined reservation category wise, from time to time, by the Government. 1st August of the concerned year shall be deemed to be cut off date for determination of age.";बपकरू464द्ध ;द्ध 14 ;बपकरू464द्ध;बपकरू224द्ध 2023 3 4. Substitution of sub-rules (2) of Rule-7 of the Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre Rules, 2016:- sub-rules (2) of Rule-7 of the said rules shall be substituted by the following:-
"(2) For appointment on the post of Lab Technician, the commission shall invite applications after advertising the vacancies and shall prepare merit list on the basis of written test of 100 marks."
