laŒ 03@01 ds0 ;ks0 ¼vk/kkj lhafMx½&26@2022&9210—जबकि सुशासन (सामजिक कल्याण, नवाचार, ज्ञान) नियमावली, 2020 (इसमें इसके पश्चात्‌ 'आधार अधिप्रमाणन नियमावली' कहा गया है) का नियम-3 में केन्द्र सरकार (इलेक्ट्रॉनिक्स और सूचना प्रौद्यौगिकी, मंत्रालय) को सुशासन के हित में संस्थाओं से अनुरोध कर, सार्वजनिक निधियों के क्षरण की रोकथाम कर, नागरिकों के जीवन को आसान बनाने को बढ़ावा देकर, उनके लिए सेवाओं तक बेहतर पहुँच को समर्थ बनाकर और उसमें विनिर्दिष्ट प्रयोजनों के लिए आधार अधिप्रमाणन की अनुमती प्रदान करने हेतु सशक्त करता है।

और जबकि, राजस्व एवं भूमि सुधार विभाग, बिहार सरकार, पटना ने आधार अधिप्रमाणन नियमावली के नियम-4 द्वारा यथापेक्षित एक प्रस्ताव केन्द्र सरकार के समक्ष प्रस्तुत किया। केन्द्र सरकार (इलेक्ट्रॉनिक्स और सूचना प्रौद्यौगिकी, मंत्रालय) ने अपने पत्रांक-ई0एफ0 सं0-13 (18)/2022-ईजी-II दिनांक 07.07.2023 के द्वारा राजस्व एवं भूमि सुधार विभाग, बिहार सरकार को आधार अधिप्रमाणन नियमावली, 2020 के नियम-5 के साथ पठित आधार (विाीय और अन्य सहायिकी (सब्सिडी), लाभ और सेवाओं का लक्षित परिदान) अधिनियम की धारा- 4 ¼4½¼[k½¼ii½ के अधीन हॉ/नहीं अधिप्रमाणन सुविधा का उपयोग करते हुए, भूमि धारक की पहचान और अधिकार अभिलेखों में दाखिल-खारिज के प्रमाणीकरण के लिए, स्वैच्छिक आधार पर, आधार अधिप्रमाणन करने के लिए अधिसूचित करने हेतु प्राधिकृत किया है।इसलिए, अब आधार अधिप्रमाणन नियमावली के नियम 5 के अनुसरण में, केंद्र सरकार द्वारा प्राधि—त किये जाने पर राजस्व एवं भूमि सुधार विभाग, बिहार सरकार (भू- अभिलेख एवं सर्वेक्षण निदेशालय), एतदद्वारा अधिसूचित करता है कि पहचान किए जा रहे भूमि धारकों का आधार अध्रिपमाणन, राजस्व और भूमि सुधार विभाग, बिहार सरकार, (भू-अभिलेख और सर्वेक्षण निदेशालय) द्वारा विकसित किए जा रहे ऑनलाइन पोर्टल के माध्यम से किया जायेगा। यह स्वैच्छिक आधार पर हाँ/नहीं अधिप्रमाणन सुविधा का उपयोग करके किया जाएगा। यह बिहार विशेष सर्वेक्षण के दौरान अधिकारों का अभिलेख तैयार करते समय घर-घर आधार अधिप्रमाणन अभियान के दौरान हरेक भूमि धारक के 2 (cid:464)बहार गजट (असाधारण), 14 (cid:465)दस(cid:224)बर 2023 अधिप्रमाणन और दाखिल-खारिज लेने एवं उनके प्रमाणीकरण के प्रयोजन के लिए है। यह धोखाधड़ी और प्रतिरूपण को रोकेगा तथा विभिन्न योजनाओं के तहत किसानों को लाभ का सुचारू हस्तांतरण भी सुनिश्चित करेगा। यह अधिसूचना इसके प्रकाशन की तिथि से प्रभावी होगी।

——— DEPARTMENT OF REVENUE AND LAND REFORMS (DIRECTORATE OF LAND RECORDS AND SURVEY) ——— NOTIFICATION The 14th December, 2023 No. 03/01/ Central Schme (Aadhar Seading)-26/2022-9210—Whereas, rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the 'Aadhaar Authentication Rules') empowers the Central Government (Ministry of Electronics and Information Technology) to allow Aadhaar authentication by requesting entities in the interest of good governance, preventing leakage of public funds, promoting ease of living of residents, enabling better access to services for them and for the purposes specified therein;

And whereas, the Department of Revenue and Land Reforms, Government of Bihar, Patna submitted a proposal as required by rule 4 of the Aadhaar Authentication Rules to the Central Government. The Central Government (Ministry of Electronics and Information Technology) vide its communication No. eF.No. 13(18)/2022- EG-II dated the 07th July, 2023 has authorized the Department of Revenue and Land Reforms, Government of Bihar, to notify under rule 5 of the Aadhaar Authentication Rules, 2020 read with section 4(4)(b)(ii) of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, the performance of Aadhaar authentication, on voluntary basis, for identification of holder of the land and certification of mutation in the Record of Rights, using Yes/No authentication facility.

Now, therefore, in pursuance of rule 5 of the Aadhaar Authentication Rules, the Department of Revenue and Land Reforms, Government of Bihar (Directorate of Land Records and Survey), having been authorised by the Central Government, hereby notifies that Aadhaar authentication of land holders being identified shall be performed through the online portal being developed by the Department of Revenue and Land Reforms, Government of Bihar (Directorate of Land Records and Survey). This will be done using Yes/No authentication facility, on a voluntary basis. This is for the purpose of authentication of every land holder during door-to-door Aadhaar authentication drive, while preparing the Record of Rights during Bihar Special Survey and taking mutation and their certification. This will prevent frauds and impersonation and also will ensure smooth transfer of benefits to the farmers under various schemes.

This Notification shall come into force from the date of its publication.
