स्ां॰ मं॰मं॰-01/मंत्रिपरिषद्-01/2024-37—भारत संविधान के अनुच्छेद-166 के खंड (3) द्वारा प्रदत शक्तियों का प्रयोग करते हुए बिहार राज्यपाल एतद् द्वारा बिहार कार्यपालिका नियमावली, 1979 (समय-समय पर यथा संशोधित) में निम्नलिखित संशोधन तुरंत के प्रभाव से करते है :- संषोधन
1. बिहार कार्यपालिका नियमावली, 1979 (समय-समय पर यथा संशोधित) की प्रथम अनुसूची के क्रमांक- 44. के बाद एतद् द्वारा नया क्रमांक-''45. खेल विभाग'' जोड़ा जाएगा तथा उसके अधीन निम्नांकित कार्य आवंटित किये जायेंगे :-
1. खेल-कूद के विकास से संबंधित सभी कार्य। 2. खिलाड़ियों के कल्याण से संबंधित सभी कार्य। 3. खेल-कूद से संबंधित आधारभूत संरचना से संबंधित सभी कार्य। 4. खेल-कूद विश्वविद्यालय से संबंधित सभी कार्य। 5. बिहार राज्य खेल प्राधिकरण। 6. सरकार के पदाधिकारियों/कर्मियों के लिए गठित खेल से संबंधित संस्थाएं। 7. खेल से संबंधित राज्य सरकार द्वारा गठित सभी संस्थाएं। 8. विभाग से संबंधित अधिनियमों का प्रशासनिक प्रभार। 9. विभागीय भवनों का प्रशासनिक प्रभार।
10. विभाग के अन्तर्गत नियोजित पदाधिकारियों/कर्मचारियों की नियुक्ति का विनियमन एवं उनकी सेवा शर्त आदि का निर्धारण एवं प्रशासनिक नियंत्रण।2 ;बपकरू464द्ध ;द्ध 9 ;बपकरू547द्ध 2024 2. उक्त नये विभाग के गठन के फलस्वरूप सम्प्रति ''कला, संस्कृति एवं युवा विभाग'' के अधीन निम्नांकित कार्य रह जायेंगे : -
1. कला एवं संस्कृति के विकास से संबंधित सभी कार्य। 2. प्राचीन ऐतिहासिक स्मारक और अभिलेख एवं पुरातात्विक स्थल एवं अवशेष जिन्हें संसद ने विधि द्वारा राष्ट्रीय महत्व का घोषित किया गया हो तथा पुरातात्विक स्थल और अवशेष का संरक्षण एवं विकास।
3. संग्रहालय एवं ऐसी अन्य संस्थाएं। 4. कला एवं संस्कृति से संबंधित सभी संस्थाओं जैसे, भारतीय नृत्य कला मंदिर, ललित कला अकादमी, प्रेमचन्द रंगशाला, संगीत-नाटक अकादमी इत्यादि का प्रशासी नियंत्रण।
5. विभाग से संबंधित अधिनियमों का प्रशासनिक प्रभार। 6. विभागीय भवनों का प्रशासनिक प्रभार। 7. राष्ट्रीय कैडेट कोर/राष्ट्रीय सेवा योजना (एन.एस.एस.)। 8. विभाग के अंतर्गत नियोजित पदाधिकारियों/कर्मचारियों की नियुक्ति का विनियमन एवं उनकी सेवा शर्त आदि का निर्धारण एवं प्रशासनिक नियंत्रण।
9. बिहार राज्य फिल्म विकास एवं वित्त निगम।
3. नए गठित होने वाले विभाग के लिए भवन एवं उपस्कर इत्यादि की व्यवस्था भवन निर्माण विभाग के द्वारा की जायेगी।
4. नवगठित विभाग के कार्यबल के लिए कला, संस्कृति एवं युवा विभाग के कार्यबल का विभाजन का निर्णय मुख्य सचिव की अध्यक्षता में गठित एक कमिटि के द्वारा की जायेगी।
5. नवगठित ''खेल विभाग'' के लिए जब तक अलग बजट की व्यवस्था नहीं हो जाती है, तब तक के लिए कला, संस्कृति एवं युवा विभाग के बजट से व्यय होगा।

No:- M.M.-01/Mantiparishad-01/2024-37—in exercise of the power confirmed by Clause (3) of Article 166 of the Constitution of India, the Governor of Bihar is hereby pleased to make the following amendment in the Rules of Executive Business, Bihar, 1979 (as amended from time to time) with immediate effect.
Amendment
1. After serial No. -44. of the First Schedule of Rules of Executive Business, 1979 (as amended from time to time) A new serial No.-"45. Department of Sports" shall be added and the following works shall be hereby allocated under it : -
1. All works related to the development of sports. 2. All works related to the welfare of sports person. 3. All works related to infrastructure of sports. 4. All works related to Sports University. 5. Bihar State Sports Authority. 6. Sports organizations formed for officers/employees of the Govt. of Bihar. 7. All Institutions of formed by the State Govt. related to sports. 8. Administrative charge of Acts related to the department. 9. Administrative charge of departmental buildings.
10. Regulation of appointments and determination of their service conditions etc. and administrative control of the officers/employees employed under the department.
;बपकरू464द्ध ;द्ध 9 ;बपकरू547द्ध 2024 32. After the formation of new Department the following works remains with the existing ''Art, Culture and Youth Department" : -
1. All works related to the development of Art and Culture. 2. Protection and development of ancient historical monuments and records and archaeological sites and remains declared by the Parliament by Law to be national importance and other archaeological sites and remains.
3. Museum and other similar institutions. 4. Administrative control of all Academies related to Art and Culture such as Bhartiya Nritya Kala Mandir, Lalit Kala Academy, Premchandra Rangshala, Sangeet Natak Academy etc.
5. Administrative charge of Acts related to the department. 6. Administrative charge of departmental buildings. 7. National Cadet Corps/National Service Scheme (N.S.S.). 8. Regulation of appointments and determination of their service conditions etc. and administrative control of the officers/employees employed under the department.
9. Bihar State Film Development and Finance Corporation.
3. Arrangements for the buildings and equipment for the newly formed department will be made by the Building Construction Department.
4. A committee headed by Chief Secretary will decide the division of the workforce of the Art, Culture and Youth Department for the workforce of newly formed Department of Sports.
5. Until a separate budget is arranged for the newly formed "Department of Sports" the expenditure will be incurred from the budget of the Art, Culture and Youth department.
