5/Je LFkkŒ¼2½&69@2023&108—िबहार कौशल िवकास िमशन के अंतग(cid:170)त सभी कौशल िवकास क(cid:164) (cid:254)(cid:332) पर लाभाथ(cid:234) के (cid:322)प म(cid:164) (cid:255)िश(cid:177)ुओं /(cid:255)िश(cid:177)क(cid:332)/िहतधारक(cid:332) के िनबंधन एवं िचि(cid:198)हत करने हेतु आधार (cid:255)माणीकरण क(cid:236) सुिवधा उपल(cid:202)ध कराने के िलए भारतीय िविश(cid:310) पहचान (cid:255)ािधकरण से अनुरोध िकया गया। भारत सरकार के (cid:300)ारा इले(cid:179)(cid:367)ॉिनक(cid:236) एवं सूचना (cid:255)ौ(cid:299)ोिगक(cid:236) मं(cid:253)ालय के काया(cid:170)लय (cid:178)ापांक13(18)/2022-EG-II, िदनांक13.06.2023 के मा(cid:197)यम से सुशासन के िलए आधार अिध(cid:255)माणन(समाज क(cid:208)याण, नवाचार, (cid:178)ान) िनयमावली 2020 के िनयम-5 सह पिठत आधार (िव(cid:176)ीय और अ(cid:198)य सहायिकय(cid:332), लाभ(cid:332) और सेवाओं का लि(cid:177)त प(cid:229)रदान) अिधिनयम 2016 क(cid:236) धारा -4 क(cid:236) उपधारा(4) क(cid:236) कं िडका- ख क(cid:236) उप-कं िडका-ii के तहत हाँ / ना अथवा/ और e-KYC का (cid:255)योग कर िबहार कौशल िवकास िमशन के अंतग(cid:170)त सभी कौशल िवकास क(cid:164) (cid:254)(cid:332) पर लाभाथ(cid:234) के (cid:322)प म(cid:164) (cid:255)िश(cid:177)ुओं/ (cid:255)िश(cid:177)क(cid:332)/िहतधारक(cid:332) के िनबंधन एवं िचि(cid:198)हत करने के िलए आधार (cid:255)माणीकरण के (cid:255)योग हेतु भारतीय िविश(cid:310) पहचान (cid:255)ािधकरण से अनुरोध िकया गया है ।
अतः उ(cid:265) अिधfनयम क(cid:236) धारा- 4 क(cid:236) उपधारा(4) क(cid:236) कं िडका-ख क(cid:236) उप कं िडका-ii तथा उ(cid:265) िनयमावली के िनयम- 5के (cid:300)ारा (cid:255)द(cid:176) शि(cid:265)य(cid:332) का (cid:255)योग करते ह(cid:242)ए ,भारत सरकार (cid:300)ारा (cid:255)ािधकृ त िकये जाने के उपरा(cid:198)त, िबहार सरकार (cid:300)ारा (cid:174)म संसाधन िवभाग, िबहार को हाँ/ ना अथवा/ और e-KYC (cid:255)माणीकरण क(cid:236) सुिवधा का (cid:255)योग कर िबहार कौशल िवकास िमशन के अंतग(cid:170)त सभी कौशल िवकास क(cid:164) (cid:254)(cid:332) पर लाभाथ(cid:234) के (cid:322)प म(cid:164) (cid:255)िश(cid:177)ुओं/ (cid:255)िश(cid:177)क(cid:332) को (cid:214)वैि(cid:184)छक आधार पर िचि(cid:198)हत करने के िलए आधार (cid:255)माणीकरण के (cid:255)योग के िलए अिधकृ त िकया जाता है । 2 (cid:464)बहार गजट (असाधारण) 31 जनवर(cid:547) 2024 Labour Recourses Department Bihar Skill Development Mission ——— Notification The 19th January 2024
No. 5/Shram stha.(2)-69/2023-108— The Unique Identification Authority of India has been requested to provide facility for Aadhar Authentication to identify the Trainees/ Trainers/ Stakeholders who intend to register as beneficiaries at the Skill Development Centres (SDC) under the umbrella of Bihar Skill Development Mission, Patna across its different Schemes.
Whereas the Government of India has vide its office Memorandum, Ministry of Electronics and Information Technology, File no. 13(18)/2022-EG- II , dated 13th June, 2023, conveyed the approval of Unique Identification Authority of India to the Labour Resources Department, under the government of Bihar, for using Aadhar Authentication on voluntary basis for identifying the Trainees/ Trainers/ Stakeholders who intend to register as beneficiaries at the Skill Development Centres (SDCs) under the umbrella of Bihar Skill Development Mission, Patna across its different Schemes, using Yes/NO or/and e-KYC authentication facility, in terms of Rule-5 of Aadhar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 read with sub-clause-b of Sub-Section 4 of Section 4 of the Aadhar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016.
Therefore in pursuance of the powers conferred by Sub-clause (ii) of clause (b) of Sub- Section (4) of Section-4 of the said Act and rule -5 of the said Rules, the Government of Bihar, being authorised by Government of India in this behalf, hereby authorize the Labour Resources Department, Government of Bihar to perform Aadhar authentication, on voluntary basis, for identifying the Trainees/ Trainers/ Stakeholders who intend to register as beneficiaries at the Skill Development Centres (SDCs) under the umbrella of Bihar Skill Development Mission, Patna across its different Schemes, using Yes/NO or/and e-KYC authentication facility.
