vf/klwpuk सं॰ 4/श0क0-16-01/2013-1208(4)--भारत का संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल ''बिहार शल्य कक्ष सहायक संवर्ग नियमावली, 2014 (समय-समय पर यथा संशोधित)'' का संशोधन करने के लिए निम्नलिखित नियमावली बनाते हैं :-
(1) यह नियमावली
कही जा सकेगी ।
(2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा ।
(3) यह राजपत्र में प्रकाशन की तिथि से प्रवृत होगी ।
2 उक्त नियमावली के नियम 6 2 को निम्नलिखित द्वारा प्रतिस्थापित किया
जाएगा।-
''(2) शल्य कक्ष सहायक संवर्ग में सीधी भर्त्ती के लिए न्यूनतम आयु सीमा 18 वर्ष होगी और अधिकतम आयु सीमा वही होगी जो सरकार द्वारा समय-समय पर, आरक्षण कोटिवार, विनिश्चित की जाय। विज्ञापन वर्ष की 1ली अगस्त को उम्र के निर्धारण कट ऑफ तिथि मानी जायेगी।
(समय-समय पर यथा संशोधित)
उक्त नियमावली के नियम- को
निम्नलिखित द्वारा प्रतिस्थापित किया जाएगा।- ''7. -(2)अधियाचना के आलोक में आयोग रिक्तियों को विज्ञापित कर आवेदन-पत्र आमंत्रित करेगा और लिखित प्रतियोगिता परीक्षा एवं कार्यानुभव के आधार पर अभ्यर्थियों का चयन करेगा।2 (cid:464)बहार गजट (असाधारण), 18 नव(cid:224)बर, 2024 (क) लिखित प्रतियोगिता परीक्षा के लिए पूर्णांक - 75 अंक
-25 अंक
(ख) कार्यानुभव प्राप्तांक बिहार राज्य के अन्दर अवस्थित राज्य के सरकारी अस्पतालों/ संस्थानों तथा गैर निजी(केन्द्र सरकार, पंचायती राज, नगर निकायों के नियंत्रणाधीन)अस्पतालों में संविदा के आधार पर समान पद पर कार्यअनुभव के लिए प्रति वर्ष 5 अंक,अधिकतम 25 अंक। (किसी वर्ष के अंश के लिए कार्य दिवसों की संख्या में 05 से गुणा करने के पश्चात 365 से भाग देकर प्राप्त अनुपातिक अंक जोड़ा जायेगा।)
कुल - 100 अंक
(3) कार्यानुभव का लाभ लिखित प्रतियोगिता परीक्षा में उत्तीर्ण अभ्यर्थियों को ही मिलेगा। कार्यानुभव प्रमाण पत्र संबंधित जिले के सिविल सर्जन, चिकित्सा महाविद्यालय की स्थिति में प्राचार्य, चिकित्सा महाविद्यालय एवं अस्पताल की स्थिति में अधीक्षक, अतिविशिष्ट अस्पताल की स्थिति में निदेशक तथा कंडिका-02(ख) में उल्लेखित संस्थानों के स्थिति में उक्त संस्थानों के प्रधान द्वारा निर्गत प्रमाण पत्र मान्य होगा।
(4) संविदा पर कार्यरत अभ्यर्थियों को कार्यानुभव एवं संविदा अवधि के समतुल्य अधिकतम उम्र सीमा में छूट का लाभ उसी पद पर नियमित नियुक्ति में देय होगा, जिस पद पर अभ्यर्थी संविदा पर कार्यरत है।
(5) आयोग, इस नियमावली के उपनियम (2) के आधार पर मेधासूची तैयार करेगा एवं अधियाचित रिक्तियों के अनुरूप आरक्षण कोटिवार अनुशंसा विभाग को भेजेगा। तदुपरान्त संबंधित नियुक्ति प्राधिकार प्रमाण-पत्रों के सत्यापन, स्वास्थ्य जाँच, पुर्ववृत सत्यापन आदि तथा नियुक्ति संबंधी सरकार (सामान्य प्रशासन विभाग) के समय-समय पर निर्गत निर्देशों का पालन करते हुए नियुक्ति करेगा। (6) आयोग की अनुशंसा के उपरान्त नियुक्ति की प्रक्रिया के संबंध में सरकार द्वारा समय-समय पर निर्गत अनुुदेशों का अनुपालन आवश्यक होगा। सं॰ 4/श0क0-16-01/2013-1208(4) अधिसूचना सं0 ................... दिनांक ................. का निम्नलिखित अँग्रेजी अनुवाद, बिहार राज्यपाल के प्राधिकार से, एतद द्वारा प्रकाशित किया जाता है जो भारत-संविधान के अनुच्छेद-348 क खंड (3) के अधीन अँग्रेजी भाषा में उक्त अधिसूचना का प्राधि—त पाठ समझा जायेगा। 15th November 2024
No. 4/श0क0-16-01/2013-1208(4)--In exercise of the powers conferred by provision to Article 309 of the Constitution of India, the Governor of Bihar is pleased to make the following Rules to amend the "Bihar O.T. Assistant Cadre Rules, (as amended time to time) 2014"
1. Shorttitle, extent and commencement.- (1) These Rules may be called the "Bihar O.T. Assistant Cadre (Amendment) Rules, 2024."
(2) It will extend to the whole state of Bihar. (3) It will come into force from the date of its publication in the official gazette.
2. Substitution of rule-6 (2) of the "Bihar O.T. Assistants Cadre Rules, 2014.- Rule 6 (2) of the said Rules shall be substituted by the following:- "(2) for direct recruitment in the O.T. Assistants Cadre, minimum age limit shall be 18 years and maximum age limit shall be the same as may be determined reservation category wise, from time to time, by the government. 1st August of the Advertised year shall be deemed to be cut off date for determination of age."3 (cid:464)बहार गजट (असाधारण), 18 नव(cid:224)बर, 2024 3. Substitution of rule-7(2), (3) (4)and (7) of the Bihar O.T. Assistants Cadre (Amendment) Rules, 2014.- Rule -7(2), (3), (4)and (7) of the said Rules shall be substituted by the following:- ''7. Procedure of recruitment.- (2) The commission shall advertise the vacancies and invite application forms from eligible candidates andon the basis of written competitive examination and experience the candidates shall be selected. :-
- 25 marks (a) Full marks for the written competitive Examination- - 75marks (b) Experience Marks:-For contractual work in State Government hospitals/Institutions of Bihar and Non Private hospital (under control of Central Government, Panchayati Raj institutions, and urban local bodies) located in Bihar. 5 marks/year shall be given for working experience on same post while working in above mentioned hospitals/Institutions. Maximum 25 Marks (Number of working days as part of an year will be multiplied by 5 and then after divided by 365, shall be added as proportional marks)
Total -100 marks (3) Benefit of work experience shall be given only to those applicants who pass the competitive examination. The certificate of work experience issued by Civil Surgeon of the concerned district, Principal of Medical College, Superintendent of Medical College and Hospital, Director in case of Super speciality Hospital and in case of head of those Institutions which are mentioned in Para 2 (b) will be acceptable. (4) Benefit of work experience of contractual worker and upper age relaxation for the period of contractual engagement will be applicable for those regular appointed candidates who are working on the same post.
(5) The Commission shall prepare merit list on the basis of sub-rule (2) of rules and shall send reservation category-wise recommendation in accordance with the requisitioned vacancies to the Department. Thereafter, the appointing authority concerned shall make appointments after verification of certificates, conducting medical tests, verification of antecedents, etc. and complying guidelines regarding the appointment issued by the Government (General Administration Department), from time to time.
(6) After recommendation of the Commission, it shall be necessary to follow instructions regarding procedure of appointment issued by the Government, from time to time.
