सं॰ 02/परी0-01(राज0)-20/2024-2188A--कार्मिक एवं प्रशासनिक सुधार, विभाग (सम्प्रति सामान्य प्रशासन विभाग) के अधिसूचना संख्या-1883, दिनांक-10.10.1961 द्वारा प्रदत शक्तियों का प्रयोग करते हुए केन्द्रीय परीक्षा समिति, राजस्व पर्षद, बिहार द्वारा राजपत्रित पदाधिकारियों एवं अन्य कर्मियों के विभागीय परीक्षा से संबंधित एतद द्वारा तत्काल प्रभाव से निम्नांकित अधिसूचित किया जाता हैः-

1. सभी सेवा संवर्ग के पदाधिकारियों/कर्मियों के विभागीय परीक्षा हेतु 'Ethics in Governance' (विषय कोड-38) अनिवार्य किया जाता है।

2. भारतीय प्रशासनिक सेवा, भारतीय पुलिस सेवा, भारतीय वन सेवा एवं राज्य के सभी ग्रुप A तथा ग्रुप B सेवा के पदाधिकारियों के लिए सेवा संपुष्टि से पूर्व Departmental Proceeding से संबंधित अभिलेख Online के माध्यम से राजस्व पर्षद में स्वीकृति हेतु अनिवार्य रूप से समर्पित किया जाय, जिसमें एक Major Penalty एवं एक Minor Penalty से संबंधित कार्यवाही की सम्पूर्ण प्रक्रिया का विस्तृत विवरण अभिलिखित हो।

3. बिहार सचिवालय सेवा के प्रशाखा पदाधिकारी के लिए दो सप्ताह के कोषागार प्रशिक्षण को अनिवार्य किया जाता है।4. सभी राजस्व अधिकारियों के लिए अपर समाहर्त्ता एवं भूमि सुधार उप समाहर्त्ता के न्यायालय में दो सप्ताह के राजस्व न्याय के प्रशिक्षणोंपरान्त तदनुसार तैयार अपर समाहर्त्ता न्यायालय के दो राजस्ववाद एवं भूमि सुधार उप समाहर्त्ता के न्यायालय के दो राजस्ववाद (कुल-चार) अभिलेखों का Online अभिलेखन कर राजस्व पर्षद में स्वीकृति हेतु समर्पित किया जाना अनिवार्य किया जाता है। उपरोक्त पर सामान्य प्रशासन विभाग, बिहार, पटना की सहमति प्राप्त है।

No. 02 Pari-01(Gazetted)-20/2024-2188B--In exercise of the powers conferred vide notification No. 1883 dated 10.10.1961 by Personnel and Administrative Reforms Department (Presently, General Administration Department), the Central Examination Committee in the Board of Revenue, hereby notifies, with immediate effect, the following, in connection with the Departmental examinations of all Gazetted Officers and other employees:-

1. 'Ethics in Governance' (Code-38) is made compulsory for all carders of Officers and Employees.

2. Online Record writing regarding departmental proceeding in which complete proceedings of one Major Penalty and one Minor Penalty must be included is made compulsory for the officers of IAS, IPS, IFS and all Group A and Group B Officers of State level service. Submission of these records and approval by Board of Revenue, Bihar is mandatory for confirmation of these officers.

3. Treasury Training of a period of two weeks is compulsory for Section Officers of Bihar Secretariat Service.

4. It is made mandatory for all Revenue Officers to make and submit Online to Board of Revenue for its approval two case records of DCLR's court and two case records of Additional Collector (Total- Four) after completing Revenue Court Training in the courts of DCLR and Additional Collector.

Concurrence of General Administrative Department, Bihar has been obtained on the above matter.
