laŒ 09/न॰वि॰मा॰प्ला॰(आयो॰क्षे॰)-01/2024-1758/न॰वि॰ एवं आ॰वि॰—बिहार शहरी आयोजना तथा विकास अधिनियम, 2012की धारा-9 एवं बिहार शहरी आयोजना तथा विकास नियमावली, 2014 के नियम-9 के द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बिहार सरकार, समस्तीपुर नगर निगम एवं इसके आस-पास स्थित महत्वपूर्ण क्षेत्रों एवं शहरी क्षमता वाले ग्रामीण क्षेत्रों के समेकित एवं सुव्यवस्थित विकास के उद्देश्य से अगले बीस वर्षों अथवा इससे विस्तारित अवधि के लिए महायोजना तैयार करने हेतु निम्नलिखित आयोजना क्षेत्र घोषित करती है, जिसे कहा जाएगा। इसकी स्थानीय सीमाऐं निम्नवत है :-
- पश्चिमी भाग में पूसा सी॰डी॰ ब्लॉक के हरपुर पूसा, हरपूर मोहम्मदा, मदापुर छपरा, मोहम्मदपुर
देवपुर, पूसा मोहम्मदपुर देवपुर, पूसा देवपुर राजस्व ग्राम तक।
- पूर्वी भाग में सरायरंजन सी॰डी॰ ब्लॉक के सरायरंजन नगर पंचायत से मुसरीघरारी नगर पंचायत
होते हुए बेझाडीह सीतलपट्टी, रामपुर केशोपट्टी राजस्व ग्राम तक।
- उारी भाग में पूसा सी॰डी॰ ब्लॉक के बिशुनपुर बिरौली, मोहम्मदपुर बिरौली, बिरौली खुर्द, मोरसंड राजस्व ग्राम से होते हुए समस्तीपुर सी॰डी॰ ब्लॉक के रूप नारायणपुर बेला, रघुनंदपुर बेला, हरपुर जयराम, मालपुर, समस्तीपुर नगर निगम से रामपुर केशोपट्टी से होते हुए मुसरीघरारी नगर पंचायत एवं सरायरंजन नगर पंचायत तक।
- दक्षिण भाग में सरायरंजन सी॰डी॰ ब्लॉक के सरायरंजन नगर पंचायत से होते हुए मुसरीघरारी नगर पंचायत से ताजपुर सी॰डी॰ ब्लॉक के फतेहपुर बेला, चक मदहौल, चक हदैयर, असारी, ताजपुर नगर परिषद, चक बांगरी, महीउद्दीनपुर रजवा, कुबौली बासो से होते हुए पुसा सी॰डी॰ ब्लॉक के कुबौली राम, बिसुनपुर बथुआ, मालीकौर, शेखोपुर से धोबगवन राजस्व ग्राम तक।2 (cid:464)बहार गजट (असाधारण), 18 फरवर(cid:547) 2025 इस आयोजना क्षेत्र का क्षेत्रफल 237.095 वर्ग कि॰मी॰ है, जिसमें शहरी क्षेत्र का क्षेत्रफल 118.469 वर्ग कि॰मी॰ एवं शेष ग्रामीण क्षेत्र का क्षेत्रफल 118.626 वर्ग कि॰मी॰ है। इस आयोजना क्षेत्र के अन्तर्गत तीन शहरी प्रशासनिक इकाई (समस्तीपुर नगर निगम, ताजपुर नगर परिषद, मुसरीघरारी नगर पंचायत एवं सरायरंजन नगर पंचायत) एवं 87 राजस्व ग्राम, जिसमें समस्तीपुर सी॰डी॰ ब्लॉक के 25 राजस्व ग्राम, पुसा सी॰डी॰ ब्लॉक के 37 राजस्व ग्राम एवं ताजपुर सी॰डी॰ ब्लॉक के 25 राजस्व ग्राम शामिल है।
इस आयोजना क्षेत्र का नक्शा यथा अनुसूची-I, आयोजना क्षेत्र के अधीन पड़ने वाली शहरी प्रशासनिक इकाई एवं राजस्व ग्रामों की सूची यथा अनुसूची-II एवं आयोजना क्षेत्र के अधीन शहरी प्रशासनिक इकाई एवं राजस्व ग्रामों के नाम एवं आबादी की विवरणी यथा अनुसूची-III के रूप में इस अधिसूचना के साथ संलग्न है। ——— The 13th February 2025 No.- 09/न॰वि॰मा॰प्ला॰(आयो॰क्षे॰)-01/2024-1758/UD&HD—In exercise of the powers conferred by Section-9 of the Bihar Urban Planning and Development Act, 2012 read with Rule-9 of the Bihar Urban Planning and Development Rules, 2014, the Government of Bihar, with the objective of integrated and planned development of Samastipur Municipal Corporation and surrounding important areas as well as rural areas having potential of urbanization and to prepare Master Plan of Samastipur for the period of 20 years or more, declares the follows the planning area which will be called the "Samastipur Planning Area". Its local boundary are as follows :-
North- In the western part, from Harpur Pusa, Harpur Mohamda, Madapur Chhapra, Mohamadpur Deopur, Pusa Mohamadpur Deopur upto Pusa Deopur Revenue Village of Pusa CD Block.
South- In the eastern part, from Sarairanjan Nagar Panchayat to Musrigharari Nagar Panchayat of Sarairanjan CD Block through Bejhadih Sitalpatti to Rampur Keshopatti revenue village in Samastipur CD Block
East- In the northen part, through Bishnupur Birauli, Mohamadpur Birauli, Birauli Khurd, Morsand Revenue Village of Pusa CD Block, through Rup Naraenpur Bela, Raghunanthpur Bela, Harpur Jairam, Malpur, Samastipur Municipal Corporation of Samastipur CD Block, through Rampur Keshopatti to Musrigharari Nagar Panchayat and Sarairanjan Nagar Panchayat.
West- In the southern part, from Sarairanjan Nagar Panchayat of Sarairanjan CD Block, through Fatehpur Bela, Chak Madhaul, Chak Haider, Asari, Tajpur Municipal Council, Chak Bangri, Mohiuddinpur Rajwa, Kubauli Baso Revenue Village of Tajpur CD Block via Kubauli Ram, Bishunpur Bathua, Malikorh, Sekhopur to Dhobgawan Revenue Village of Pusa CD Block.
The area of this planning area is 237.095 sq km, in which urban area is 118.469 sq km and the remaining, rural area is 118.626 sq km. Under this planning area, there is four urban administrative unit (Samastipur Municipal Corporation, Tajpur Municipal Council, Musrigharari Nagar Panchayat, Sarairanjan Nagar Panchayat) and 87 revenue villages, which including 25 revenue villages of Samastipur CD Block, 37 revenue villages of Pusa CD Block, and 25 revenue villages of Tajpur CD Block.
