सं॰ जी/विविध-20-35/2023-3163--चूँकि राज्यपाल, बिहार को यह समाधान हो गया है कि इंडियन ऑयल कॉरपोरेशन लिमिटेड के मौजा-चकजमाली/507, थाना-डोरीगंज, अंचल-सदर छपरा जिला-सारण, बिहार स्थित RCP (Repeater-cum-Cathodic Proctection) स्टेशन एवं इंडियन ऑयल कॉरपोरेशन लिमिटेड के ग्राम-पियानों/200, थाना-कोपा, अंचल-जलालपुर, जिला-सारण, बिहार स्थित RCP (Repeater-cum-Cathodic Proctection) स्टेशन को, इस आधार पर कि उक्त संस्थान से संबंधित सूचना या इसका विनाश या कार्यकलाप में बाधा या उसमें हस्तक्षेप शत्रु के लिए उपयोगी होगा, शासकीय गुप्त बात अधिनियम, 1923 (1923 का केन्द्रीय अधिनियम संख्या-19) की धारा-2 के खंड-8 के उपखंड (घ) के अंतर्गत ''प्रतिषिद्ध स्थान'' घोषित किया जाना आवश्यक एवं समीचीन है;
तथा, चूँकि शासकीय गुप्त बात अधिनियम, 1923 की धारा-2 के खंड-8 के उपखंड (घ) के अंतर्गत ''प्रतिषिद्ध स्थान'' घोषित करने की शक्ति केंद्र सरकार में निहित की गई है;
तथा, चूँकि गृह मंत्रालय, भारत सरकार द्वारा अधिसूचना सं0-667 दिनांक-13.02.1968 के माध्यम से बिहार राज्य में शासकीय गुप्त बात अधिनियम, 1923 (1923 का केन्द्रीय अधिनियम संख्या-19) की धारा-2 के खंड-8 के उपखंड (ग) एवं (घ) के अन्तर्गत ''प्रतिषिद्ध स्थान''घोषित करने की शक्ति बिहार सरकार को प्रत्यायोजित की गई है। अतएव, बिहार राज्यपाल उपर्युक्त प्रत्यायोजित शक्तियों का प्रयोग करते हुए इंडियन ऑयल कॉरपोरेशन लिमिटेड के मौजा-चकजमाली, थाना-डोरीगंज, अंचल-सदर, छपरा, जिला-सारण, बिहार स्थित RCP (Repeater- cum-Cathodic Proctection) स्टेशन एवं इंडियन ऑयल कॉरपोरेशन लिमिटेड के ग्राम-पियानों/200, थाना-कोपा, अंचल-जलालपुर, जिला-सारण, बिहार स्थित RCP (Repeater-cum-Cathodic Proctection) स्टेशन, जिसका भूमि सम्बन्धी विवरण इसके साथ उपाबद्ध अनुसूची-I एवं अनुसूची-II में वर्णित है, को शासकीय गुप्त बात अधिनियम, 1923 (1923 का केन्द्रीय अधिनियम संख्यांक-19) की धारा-2 के खंड-8 के उपखंड (घ) के अंतर्गत तुरंत प्रभाव से ''प्रतिषिद्ध स्थान'' घोषित करते हैं।2 (cid:464)बहार गजट (असाधारण), 25 माच(cid:91), 2025

सं॰ जी/विविध-20-35/2023-3163 का अंग्रेजी में निम्नलिखित अनुवाद बिहार राज्यपाल के प्राधिकार से इसके द्वारा प्रकाशित किया जाता है जो भारत के संविधान के अनुच्छेद 348 के खंड 3 के अधीन अंग्रेजी भाषा में उसका प्राधिकृत पाठ समझा जाएगा।

No. जी/विविध-20-35/2023-3163--Whereas, The Governor of Bihar is satisfied that it is necessary and expedient to declare the RCP (Repeater-cum-Cathodic Proctection) Station of Indian Oil Corporation Limited, situated in Mauja-Chakjamali/507, Thana-Doriganj, Anchal-Sadar, Chhapra, District-Saran, Bihar and RCP (Repeater-cum-Cathodic Proctection) Station of Indian Oil Corporation Limited, situated in Village-Piano/200, Thana-Kopa, Anchal-Jalalpur, District-Saran, Bihar, to be "Prohibited Place" under the sub-clause (d) of clause 8 of section-2 of the Official Secrets Act, 1923 (Central Act No. 19 of 1923), on the ground that interference with respect thereto, or the distruction or obstruction thereof, or interference therewith, would be useful to an enemy;
And, wheareas, the power to declare 'Prohibited Place' under sub clause d of clause 8 of section-2 of the Official Secrets Act, 1923(Central Act 19 of 1923), has been vested with the Government of India.
And, Whereas, Ministry of Home Affairs, Government of India, vide notification no.-SO- 667, dated-13.02.1968, delegated the powers to declare a ''Prohibited Place'' under sub clause c & d of clause 8 of section-2 of the Official Secrets Act, 1923 (Central Act 19 of 1923), in the state of Bihar to the State Government.
Now, therefore, in exercise of the abovementioned delegated powers, the Governor of Bihar is pleased to declare the RCP (Repeater-cum-Cathodic Proctection) Station of Indian Oil Corporation Limited, situated in Mauja-Chakjamali/507, Thana-Doriganj, Anchal-Sadar, Chhapra, District-Saran, Bihar and RCP (Repeater-cum-Cathodic Proctection) Station of Indian Oil Corporation Limited, situated in Village-Piano/200, Thana-Kopa, Anchal-Jalalpur, District-Saran, Bihar, as Prohibited Place under clause (8)(d) of section -2 of Official Secrets Act, 1923 (Central Act 19 of 1923), with immediate effect, description of which are mentioned in the following Schedule-I and Schedule-II.
