—भारत के संविधान के अनुच्छेद 309 के परन्तुक में
प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल को संशोधित करते हुए निम्नलिखित नियमावली बनाते हैं :-
(1) यह नियमावली
कही जा सकेगी। (2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। (3) यह राजपत्र में प्रकाशन की तिथि से प्रवृत्त होगी। - उक्त नियमावली के नियम 4 से संबंधित परिशिष्ट के क्रम संख्या 1, 2, 3 एवं 4 के सम्मुख स्तम्भ 6 को निम्नलिखित द्वारा प्रतिस्थापित किया जाता है -
1. ''बिहार औषधि नियंत्रण प्रयोगशाला तकनीकी कर्मीं संवर्ग'' के अंतर्गत सभी उपसंवर्गाें यथा - , , के मूल कोटि के पदों (सरकारी विश्लेषक, सहायक जीवाणुविद्, वैज्ञानिक सहायक तथा टेक्निशिन (बेन्च केमिस्ट) पर नियुक्ति हेतु अभ्यर्थियों का चयन आयोग द्वारा लिखित प्रतियोगिता परीक्षा एवं कार्यानुभव के आधार पर किया जायेगा। लिखित प्रतियोगिता परीक्षा का पाठ्यक्रम वही होगा, जो विभाग के परामर्श से आयोग द्वारा निर्धारित किया जायेगा। लिखित प्रतियोगिता परीक्षा एवं कार्यानुभव के लिए कुल निर्धारित अंक 100 होंगे। इन 100 अंकों का निर्धारण निम्नानुसार होगा :-
(i) प्रतियोगिता परीक्षा में प्राप्तांक के लिए -2 (cid:464)बहार गजट (असाधारण), 21 अ(cid:292)ील 2025 - (ii) बिहार राज्य के अन्तर्गत किसी भी गैर निजी प्रयोगशालाओं (यथा बिहार सरकार, केन्द्र सरकार, नगर पालिका, पंचायती राज संस्थानों एवं अन्य लोक संस्थानों, सैनिक प्रयोगशाला सहित) में अनुबंध के आधार पर पूर्व में समकक्ष पद पर अभ्यर्थी द्वारा प्रति वर्ष की गई संतोषजनक सेवा के लिए अधिकतम पाँच अंक प्रति वर्ष की दर से अधिकतम 25 अंको की अधिमानता (किसी वर्ष के अंश के लिए कार्यदिवसों की संख्या में 5 से गुणा करने के पश्चात् 365 से भाग देकर प्राप्त अनुपातिक अंक जोड़ा जाएगा) दी जाएगी।

(क) प्रतियोगिता परीक्षा में प्राप्तांक के लिए किसी अभ्यर्थी को प्रदान किये जाने वाले अंकों का निर्धारण उक्त प्रतियोगिता परीक्षा में प्राप्त कुल अंकों के प्रतिशत को के गुणक से गुणा करके होगा। यथा- यदि किसी अभ्यर्थी द्वारा प्रतियोगिता परीक्षा में 60 प्रतिशत अंक प्राप्त किया गया हो तो उसे 60×0.75= 45 अंक दिये जायेंगे।
(ख) अधिमानता (Weightage) का लाभ न्यूनतम अर्हतांक प्राप्त करने वाले अभ्यर्थियों को ही अनुमान्य होगा।

15/ -15-05/2018 का निम्नलिखित अँगे्रजी अनुवाद बिहार राज्यपाल के प्राधिकार से एतद् द्वारा प्रकाशित किया जाता है जो भारत-संविधान के अनुच्छेद 348 के खंड (3) के अधीन अँग्रेजी भाषा में उक्त अधिसूचना का प्राधिकृत पाठ समझा जायेगा।

No.- 15/KHA-15-05/2018-482(15)—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Bihar is pleased to amend the "Bihar Drug Control Laboratory Technical Employee Cadre Rules, 2019" and makes the following rules:-
2. Short title, extent and commencement.—
(1) These rules may be called as the "Bihar Drug Control Laboratory Technical Employee Cadre (Amendment) Rules, 2025".
(2) It shall extend to the whole of the State of Bihar. (3) It shall come into force from the date of publication in the official gazette.
3. Substitution of column 6 against Serial No. 1, 2, 3 and 4 of the appendix related to Rule 4 of "Bihar Drug Control Laboratory Technical Employee Cadre Rules, 2019".
Column 6 against Serial No. 1, 2, 3 and 4 of the appendix relating to rule 4 of the said rules is substituted by the following-3 (cid:464)बहार गजट (असाधारण), 21 अ(cid:292)ील 2025 1. Selection of candidates for appointment to basic category posts (Government Analyst, Assistant Bacteriologist, Scientific Assistant and Technician (Bench Chemist)) of all sub-cadres viz. Government Analyst Sub-Cadre, Bacteriologist Sub-Cadre, Senior Scientific Assistant Sub- Cadre and Technician Sub-Cadre under "Bihar Drug Control Laboratory Technical Employee Cadre" shall be done by the Commission on the basis of written competitive examination and work experience. The syllabus of written competitive examination shall be the same as prescribed by the Commission in consultation with the department. Total marks prescribed for written competitive examination and work experience shall be 100. These 100 marks shall be determined as follows:-
(i) For marks obtained in competitive examination - 75 marks (ii) Weightage of maximum 25 marks @ five marks per year (for part of a year, proportional marks obtained by multiplying the number of working days by 5 and then dividing by 365 shall be added) will be given for satisfactory service rendered by the candidate in equivalent post on contractual basis for any non-private laboratories(such as Bihar Government, Central Government, Municipality, Panchayati Raj Institutions and other Public Sector Undertakings including Military Laboratory) under State of Bihar
- 25 marks Total marks - 100 marks Note:-
(a) The marks to be awarded to a candidate for marks obtained in the competitive examination shall be determined by multiplying the percentage of total marks obtained in the said competitive examination by a factor of 0.75. For example, if a candidate has obtained 60 percent marks in competitive examination, then he will be given 60 × 0.75 = 45 marks.
(b) The benefit of weightage shall be admissible only to those candidates who obtain the minimum qualifying marks.
