सं॰ गव्य (न0-06)02/2024/851--भारतीय-संविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए बिहार राज्यपाल एतद् द्वारा पशु एवं मत्स्य संसाधन विभाग के "बिहार गव्य संवर्ग भर्त्ती नियमावली, 2013" (समय-समय पर यथा संषोधित) का संशोधन करने हेतु निम्नलिखित नियमावली बनाते हैं :-
संक्षिप्त नाम, विस्तार और प्रारंभ-(1) यह नियमावली "बिहार गव्य संवर्ग भर्त्ती (संशोधन)
नियमावली, 2025" कही जाएगी।
(2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। (3) यह राजपत्र में प्रकाशन की तिथि से प्रवृत्त होगा।

उक्त नियमावली का नियम 5 उप नियम (3) निम्न रूप में प्रतिस्थापित किया जायेगा :-
"(3) (i) इस संवर्ग की मूल कोटि के सभी पदों पर सीधी भर्त्ती आयोग की अनुशंसा से की जाएगी।"
(ii) अधियाचना के आलोक में आयोग रिक्तियों को विज्ञापित कर आवेदन-पत्र आमंत्रित करेगा और निम्नवत् लिखित प्रतियोगिता परीक्षा एवं कार्यानुभव के अंकों के योगफल के आधार पर अभ्यर्थियों का चयन करेगा।
(क) लिखित प्रतियोगिता परीक्षा के लिए पूर्णांक - 75 अंक नोट :- परीक्षा के आधार पर प्राप्त अधिमानता अंक का निर्धारण परीक्षा में प्राप्त अंकों के प्रतिषत में 0.75 से गुणा कर किया जाएगा।
(ख) कार्यानुभव प्राप्तांक - 25 अंक2 (cid:464)बहार गजट (असाधारण), 1 िसत(cid:224)बर 2025 नोट :- 1. बिहार सरकार अथवा बिहार राज्य में अवस्थित गैर-निजी
(केन्द्र सरकार, नगर निकाय, प्राधिकार आदि) संस्थानों में संविदा के आधार पर समान पद पर किये गए कार्य अवधि के लिए कार्यानुभव अंक दिया जाएगा।
2. प्रति कार्यरत वर्ष के लिए 5 अंक प्रतिवर्ष, जिसकी अधिकतम सीमा 25 अंकों की होगी। किसी वर्ष के अंष के लिए कार्यरत दिवसों की संख्या में 5 से गुणा करने के पश्चात 365 से भाग देकर प्राप्त अनुपातिक अंक जोड़ा जाएगा। (ग) संविदा नियोजन के फलस्वरूप किये गये कार्य अवधि के समतुल्य अवधि की छूट अधिकतम उम्र सीमा में दी जायेगी। एतद्र्थ किसी कार्यरत वर्ष के अंष को भी इसमें शामिल किया जाएगा, परंतु अधिकतम उम्र सीमा में छूट एवं कार्य अनुभव के आधार पर नियुक्ति में अंकों की अधिमानता का लाभ सिर्फ उसी पद पर नियमित नियुक्ति के समय दिया जायेगा, जिस पद पर संविदा नियोजन के तहत कार्य किया गया हो। (iii) प्रतियोगिता परीक्षा के लिए विषय, पाठ्यक्रम एवं प्रक्रिया का निर्धारण आयोग द्वारा विभाग के परामर्ष से किया जाएगा।
उक्त नियमावली के नियम-9 को निम्नवत् प्रतिस्थापित किया जायेगा :-
- (1) (i) संवर्ग के मूल कोटि के पद पर सीधी भर्त्ती से नियुक्त सरकारी सेवक 01 (एक) वर्ष तक परिवीक्षा पर रहेंगे। परिवीक्षा अवधि में सेवा संतोषजनक नहीं होने पर इसे 01 (एक) और वर्ष के लिए विस्तारित किया जा सकेगा। विस्तारित अवधि में भी सेवा संतोषजनक नहीं रहने पर सेवा समाप्त की जा सकेगी। (ii) परिवीक्षा अवधि में समय-समय पर यथानिर्धारित प्रषिक्षण प्राप्त करना एवं यथानिर्धारित अन्य अहर्त्ताएँ पूरा करना आवष्यक होगा। साथ ही केन्द्रीय परीक्षा समिति द्वारा यथानिर्धारित विभागीय परीक्षा में भी उत्तीर्णता प्राप्त करना आवष्यक होगा। (iii) विभागीय परीक्षा के विषय, पाठ्यक्रम एवं प्रक्रिया का निर्धारण केन्द्रीय परीक्षा समिति, राजस्व पर्षद, बिहार द्वारा नियमानुसार किया जाएगा। (2) संवर्ग के मूल कोटि के पद पर सेवा सम्पुष्टि हेतु यथानिर्धारित प्रषिक्षण सफलतापूर्वक पूरा करना, हिन्दी टिप्पण एवं प्रारूपण परीक्षा तथा विभागीय परीक्षा में उत्तीर्णता प्राप्त करना तथा परिवीक्षा अवधि में सेवा संतोषजनक रहना अनिवार्य होगा।
"बिहार गव्य संवर्ग भर्त्ती नियमावली, 2013 (समय-समय पर यथासंषोधित) के साथ संलग्न अनुसूची उक्त हद तक संशोधित समझा जाएगा।"

Gavya (No-06)02/2024/851--In exercise of the powers conferred under the proviso to Article 309 of the Constitution of India, the Governor of Bihar is hereby pleased to make the following rules to amend "Bihar Dairy Cadre Recruitment Rules 2013" (as amended from time to time) under the Animal & Fisheries Resources Department, bihar :-
1. Short title, extent and commencement.-
(1) This rule may be called "The Bihar Dairy Cadre Recruitment (Amendment) Rules, 2025."
(2) It shall extend to the entire State of Bihar. (3) It shall come into force from the date of its publication in the official gazette.
3 (cid:464)बहार गजट (असाधारण), 1 िसत(cid:224)बर 20252. Substitution of sub-rule (3) of rule 5 of Bihar Dairy Cadre Recruitment Rules, 2013 (as amended from time to time)
Sub-rule(3) of Rule 5 the said rules shall be substituted as follows :- "(3) (i) Direct recruitment on all the posts of basic category of this cadre shall be done on the recommendation of the Commission.
(ii) In light of the requisition, the Commission will advertise the vacancies and invite applications and will select the candidates on the basis of the sum of marks of the written competitive examination and work experience as follows : (A) Full marks for written competitive examination. - 75 Marks Note:- The Reference marks obtained in the examination will be determined by multiplying the percentage of marks obtained In the examination with 0.75
(B) Work experience marks :
Note :- - 25 Marks (1) Work experience marks will be given for the period of work done on same post on contract basis under Government of Bihar or in non-private institutions (Central Government, Municipal bodies, authorities etc.) located in the State of Bihar. Such contractual appointment should have been made by the competent authority against sanctioned post.
(2) 5 marks per working year, with a maximum limit of 25 marks. For the fraction of a year, the proportional figure obtained after multiplying the number of working days with 5 and dividing by 365, will be added.
Total - 100 Marks
(C) Relaxation will be given in the upper age limit for a period equivalent to the period of work done as a result of contractual employment. For this, Part of any working year will also be included, but the benefit of relaxation in upper age limit and preference of marks in appointment on the basis of work experience will be given only at the time of regular appointment on that post only on which work has been done under contractual employment.
(iii) The Subject, Syllabus and procedure of the competitive Examination will be determined by the Commission in consultation with the Department.
3. Substitution of Rule-9 of Bihar Dairy Cadre Recruitment Rules, 2013 (as amended from time to time). Rule-9 of the said rules shall be substituted as follows- 9. Probation period and confirmation. (1) (i) Government servants appointed through direct recruitment to the posts of basic category of the cadre shall remain on probation for 01 (one) year. If the service is not satisfactory during the probation period, it may be extended for 014 (cid:464)बहार गजट (असाधारण), 1 िसत(cid:224)बर 2025 (one) more year. If the service is not satisfactory even during the extended period, the service may be terminated.
(ii) During the probation period, it will be necessary to undergo training as prescribed from time to time and fulfil other eligibility criteria as prescribed. It will also be necessary to pass the departmental examination as prescribed by the Central Examination Committee.
(iii) The subjects, syllabus and procedure of the departmental examination shall be determined by the Central Examination Committee, Board of Revenue, Bihar as per rules.
(2) For confirmation in the service on the basic category of post of the cadre, it will be necessary to successfully complete the prescribed training, pass the Hindi noting and drafting Exam and departmental examination and must demonstrate satisfactory service during probation period.
4. Amendment of the Schedule attached with the Bihar Dairy Cadre Recruitment Rules, 2013 (as amended from time to time).-
The schedule appended with "Bihar Dairy Cadre Recruitment Rules 2013, (as amended from time to time) shall be deemed to be amended to the extent aforesaid."
